AGENDA FOR THE REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF DARLINGTON TO BE HELD ON TUESDAY, THE 20th DAY OF OCTOBER, 2026, AT 7:00 PM; WHICH MEETING IS TO BE HELD IN THE COUNCIL ROOM AT THE DARLINGTON MUNICIPAL BUILDING, DARLINGTON, WISCONSIN 1. Call to order by presiding officer. 2. Pledge of Allegiance. 3. Roll call. 4. Motion that the meeting notice and agenda were properly posted. 5. Approve the minutes of the previous meeting, rectifying mistakes if any exist. 6. Reports, comments, suggestions, and recommendations of citizens present.(3-minute limit) 7. Unfinished or deferred business from previous Council meetings. 8. New business. Including but not limited to the introduction of Ordinances and Resolutions. (a) Discussion and action concerning the following recommendations from the Policies, Procedures and Ordinance Committee: 1. Approve Ordinance 02 -2026, an ordinance creating Section 7.18 of Municipal Code of the City of Darlington concerning Electric Bicycles and Electric Scooters. 2. Approve Ordinance 03 -2026, an ordinance creating Section 18.245 of the Municipal Code of the City of Darlington relating to A Lead Service Line Replacement Program. (b) Discussion and action concerning Trick or Treat hours for Saturday, October 31, 2026. (c) Presentation and approval of September 30, 2026, financial statements for the City, Water Department, and Sewer Department. (d) Approve payment of the following September 2026 Vouchers: City ACH Vouchers #508 through #521 in the amount of $180,033.87 City vouchers #47928 through #48006 in the amount of $110,666.75 Direct Deposit Payroll vouchers #16603 through #16684 in the amount of $97,804.83 Library ACH Vouchers #27 in the amount of $2,837.85 Library vouchers #6597 through #6602 in the amount of $1,652.62 Sewer Dept. ACH voucher #48 through #50 in the amount of $51,590.62 Sewer Dept. vouchers #8523 through #8542 in the amount of $282,193.78 Water Dept. ACH voucher #65 through #68 in the amount of $31,080.90 Water Dept. vouchers #7927 through #7948 in the amount of $514,387.96 9. Reports of Committees. (a) Special Finance and Personnel Committee meeting scheduled for Tuesday, October 27, 2026, at 6:00 PM to review the overall 2027 City budget. (b) Schedule the next Council Meeting for Monday, November 2, 2026, due to the General Election on the first Tuesday of the month. 10. Adjourn the meeting.
