TOWN OF PLOVER PUBLIC HEARING – TOWN OF PLOVER PROPOSED 2026 BUDGET
TOWN HALL – 5081 HOOVER AVENUE SOUTH
NOVEMBER 19, 2025
Chairman Garbe called the public hearing to order at 6:01 PM. Also present were Supervisors Firkus,
Pingel, and Tuttle; Clerk/Treasurer Weller; Superintendent of Highways William Honaker; resident
Priscilla Garbe; and Plover Area Convention and Visitors Bureau Executive Director Malorie Paine.
Supervisor Bentley was excused.
The public hearing and special town meeting notice was posted on all posting boards and the town
website. The proposed 2026 budget of $1,230,216.73 represents a 7.98% decrease from the 2025
budget. The proposed 2026 budget is based on a 2025 property tax levy of $425,563.00; the 2025 town
tax rate of $0.001543 represents a 0.83% increase from the 2024 town tax rate.
Superintendent of Highways William Honaker questioned whether funds were budgeted for purchasing
an asphalt hot box; Chairman Garbe indicated that $30,000.00 allocated to Highway Equipment Capital
Outlay would more than cover the proposed purchase if authorized.
Chairman Garbe closed the public hearing at 6:04 PM.

TOWN HALL – 5081 HOOVER AVENUE SOUTH
NOVEMBER 19, 2025
1. CALL TO ORDER:
Immediately following the public hearing, Chairman Garbe called the special town meeting to order
at 6:04 PM. Also present were Supervisors Firkus, Pingel, and Tuttle; Clerk/Treasurer Weller;
Superintendent of Highways William Honaker; resident Priscilla Garbe; resident and Plover Area
Convention and Visitors Bureau Board of Directors President Christopher Brooks; and Plover Area
Convention and Visitors Bureau Executive Director Malorie Paine. Supervisor Bentley was excused.
2. APPROVAL OF 2025 TOWN TAX LEVY TO BE COLLECTED IN 2026, PURSUANT TO WISCONSIN
STATUTES § 60.10(1)(a):
Resident Priscilla Garbe made the motion to approve the proposed 2025 property tax levy of
$425,563.00 for a tax rate of $1.54 per thousand. Resident Christopher Brooks seconded the
motion, the question was called, and the motion carried with a hand vote of eight residents in
favor, zero residents opposed, and one abstention.
3. ADJOURNMENT:
Resident Priscilla Garbe made the motion to adjourn the special town meeting at 6:08 PM.

carried with a voice vote of eight residents in favor, zero residents opposed, and one abstention.
