MINUTES
TOWN OF PLOVER BOARD MEETING
OCTOBER 29, 2025
1. CALL TO ORDER:
Chairman Garbe called the meeting of the Town of Plover Town Board to order at 6:01 PM with the
Pledge of Allegiance. Also present were Supervisors Bentley, Firkus, Pingel, and Tuttle;
Clerk/Treasurer Weller; Superintendent of Highways William Honaker; and Town of Plover resident
Priscilla Garbe.
2. CORRESPONDENCE AND COMMUNICATIONS:
Chairman Garbe reported on an order for road salt with the State of Wisconsin Department of
Transportation and a request from the Plover Area Convention and Visitors Bureau to audit Super 8
records for room tax purposes. Supervisor Firkus mentioned his attendance at a recent meeting of
the Portage County Groundwater Citizen Advisory Committee.
3. PUBLIC COMMENTS:
There were no public comments.
4. HIGHWAY SUPERINTENDENT REPORT AND AUTHORIZATION FOR PURCHASES:
Superintendent of Highways William Honaker reported on a Western Star repair, ditch mowing,
culvert inspections, melter maintenance, road patching, road conditions, and grading. Chairman
Garbe updated board members on Geronimo Power authorization to proceed with reimbursable
road repairs related to solar farm construction, tentative plans for work on Buena Vista Drive during
the week of November 3, and direction for Fahrner Asphalt Sealers, LLC, to sweep excess material
off various roads chip sealed earlier this year. Supervisor Bentley recommended shouldering the
intersection of Hoover Avenue South and Prairie Drive.
5. STATUS OF LRIP GRANT APPLICATION FOR PIERCE AVENUE:
Chairman Garbe shared information from the October 28 meeting of the Portage County Town Road
Improvement Committee. The Town of Plover’s Town Road Improvement Supplemental grant
application for the recondition of Pierce Avenue was ranked fourth out of eight applications
considered in Portage County. Chairman Garbe will follow up with Portage County Highway
Commissioner Nathaniel Check to submit documentation to the State of Wisconsin Department of
Transportation.
6. 2026 DRAFT BUDGET REVIEW:
Board members reviewed and discussed year-end financial projections and the draft year 2026
budget and talked about the future replacement of the bridge on Biron Drive East and roadside
brushing.
Supervisor Bentley made the motion to approve the draft year 2026 budget as presented and to
move forward with the public hearing. Supervisor Tuttle seconded the motion, the question was
called, and the motion carried unanimously.
7. SCHEDULING OF PUBLIC HEARING FOR 2026 BUDGET AND SPECIAL ELECTOR MEETING FOR
APPROVING 2025 LEVY TO BE PAID IN 2026:
Supervisor Firkus made the motion to schedule the public hearing regarding the proposed 2026
budget and the special elector meeting regarding the 2025 tax levy for Wednesday, November 19,

at 6:00 PM. Supervisor Tuttle seconded the motion, the question was called, and the motion
carried unanimously.
8. MINUTES OF TOWN BOARD MEETINGS AND ANY OTHER MINUTES TO BE PRESENTED:
Supervisor Pingel made the motion to approve the minutes of the August 26, 2025, town board
meeting as presented. Supervisor Tuttle seconded the motion, the question was called, and the
motion carried unanimously.
9. RECONCILED BANK STATEMENTS AND CASH SUMMARY:
• RECONCILED BANK STATEMENTS OF SEPTEMBER 30, 2025:
Clerk/Treasurer Weller previously distributed copies of the September Portage County Bank
statement and reconciliation to board members. The Portage County Bank NOW checking
account reconciled at $31,366.59 on September 30, 2025. Supervisor Bentley made the motion
to approve the Portage County Bank statement reconciliation as presented, Supervisor Firkus
seconded, the question was called, and the motion carried unanimously.
Clerk/Treasurer Weller previously distributed copies of the September Local Government
Investment Pool (LGIP) statement and reconciliation to board members. The LGIP committed
and uncommitted accounts reconciled at a total of $1,062,562.89 on September 30, 2025.
Supervisor Bentley made the motion to approve the LGIP statement reconciliation as
presented, Supervisor Firkus seconded, the question was called, and the motion carried
unanimously.
• CASH SUMMARY AS OF OCTOBER 29, 2025, AT 5:45 PM:
COMMITTED FUNDS: $ 217,707.77
UNCOMMITTED FUNDS: GENERAL ACCOUNT $ 893,028.20
NOW CHECKING $ 32,139.68
TOTAL UNCOMMITTED FUNDS: $ 925,167.88
TOTAL CASH FOR TOWN OF PLOVER: $ 1,142,875.65
Supervisor Bentley made the motion to approve the cash summary as presented, Supervisor
Tuttle seconded, the question was called, and the motion carried unanimously.
10. BUDGET ADJUSTMENTS:
Clerk/Treasurer Weller reported an overage of $3,867.65 in Tree & Brush Removal due to roadside
brushing.
Supervisor Bentley made the motion to adjust the overage by transferring $3,867.65 from
Contingency Fund. Supervisor Tuttle seconded the motion, the question was called, and the
motion carried unanimously.
11. APPROVAL OF VOUCHERS FOR PAYMENT, SIGNING OF VOUCHER LIST, AND AUTHORIZATION OF
TRANSFER OF FUNDS:
Supervisor Bentley made the motion to approve the payment of $22,562.09 to cover Checks
28021 through 28051. Supervisor Firkus seconded the motion, the question was called, and the
motion carried unanimously.

12. FUTURE MEETING DATES AND AGENDA ITEMS:
The next regular town board meeting is scheduled for November 19 following the public hearing and
special elector meeting. Meetings are also tentatively scheduled for December 10 and December
30. Future agendas will include a possible audit of Super 8 records for room tax purposes and
technology upgrades.
13. ADJOURNMENT:
Supervisor Bentley made the motion to adjourn the meeting at 7:34 PM, Supervisor Firkus
seconded, the question was called, and the motion carried unanimously.
