MINUTES
TOWN OF PLOVER BOARD MEETING
AUGUST 26, 2025
1. CALL TO ORDER:
Chairman Garbe called the meeting of the Town of Plover Town Board to order at 6:01 PM with the
Pledge of Allegiance. Also present were Supervisors Bentley, Pingel, and Tuttle; Clerk/Treasurer
Weller; and Superintendent of Highways William Honaker. Supervisor Firkus was excused.
2. CORRESPONDENCE AND COMMUNICATIONS:
Chairman Garbe reported on a zoning violation letter issued to a resident in the Bluebird
Subdivision, a road aid mileage adjustment on 110th Street, a request for information relating to an
environmental assessment for the State Highway 54 project between Harding Avenue and Waupaca
County, and the removal of vegetation at the intersection of Hoover Avenue South and Prairie Drive.
Supervisor Bentley mentioned that he contacted Wisconsin Public Service about a utility pole that
also impairs visibility at the intersection but was told that it couldn’t be moved.
3. PUBLIC COMMENTS:
There were no public comments.
4. HIGHWAY SUPERINTENDENT REPORT AND AUTHORIZATION FOR PURCHASES:
Superintendent of Highways William Honaker reported on clearing tree limbs in the Bluebird
Subdivision, local businesses parking equipment on a road and in the road right-of-way, a stolen
sign, crack filling, plans for shouldering, a melter repair, downed trees and a dead tree near the
Town garage that needs to be taken down, employee work restrictions, the Buena Vista Drive
project, and grader blades. Supervisor Bentley shared information about a 2021 Ford Super Duty
F-600 XL on the lot at Stevens Point Auto Center; the truck comes with a plow, dump box, and a
salt/sand spreader and could potentially replace the 1991 Chevrolet C3500 and one of the Ford
Super Duty F-250 pickups. Action may be taken at the next town board meeting after further
research.
5. STATUS OF STP GRANT APPLICATION FOR HOOVER AVENUE WITH VILLAGE OF PLOVER:
Village of Plover officials previously suggested pursuing Surface Transportation Program funding for
a joint Hoover Avenue project between Maple Drive and State Highway 54 which would include the
realignment of the Hoover Avenue and State Highway 54 intersection. Although the joint project
would likely qualify with the completion of additional paperwork, an award seems unlikely given the
City of Stevens Point’s intent to apply for the reconstruction of a portion of Business 51 and the
program’s emphasis on resurfacing failing pavement. Other grants are not options due to separate
funding for towns and villages.
6. FIVE-YEAR ROAD PLAN:
Board members and Superintendent of Highways William Honaker reviewed and discussed the draft
2025-2030 capital road plan. Other than current year adjustments, there were no updates.
Chairman Garbe is communicating with the Town of Buena Vista and the Town of Stockton
regarding improvements to Kennedy Avenue and is exploring grant opportunities for a total
reconstruction. He noted that the capital road plan will need to be submitted with road grant
applications and considered for 2026 budgeting but may be changed up until the point that work is
put out for bid.

7. ENGAGEMENT OF LEGAL COUNSEL FOR TOWN ROAD ISSUES:
Chairman Garbe provided background information on equipment lying in the road right-of-way of
Parcels 030230834-01.04A and 030230834-01.04E and requested board approval to contact
Attorney Shane VanderWaal to pursue legal action if it is not removed by the previously established
deadline of September 1, 2025.
Supervisor Bentley made the motion to authorize Chairman Garbe to contact Attorney Shane
VanderWaal to pursue legal action if equipment is not removed from the road right-of-way of
Parcels 030230834-01.04A and 030230834-01.04E by September 1, 2025. Supervisor Tuttle
seconded the motion, the question was called, and the motion carried unanimously.
8. OPERATOR/BARTENDER LICENSE APPROVALS:
Supervisor Bentley made the motion to approve operator/bartender licenses for Plover LLC (DBA
Plover Cafe) employees Amy Roth and Bonnie Spear. Supervisor Tuttle seconded the motion, the
question was called, and the motion carried unanimously.
9. MOBILE HOME PARK INSPECTION REPORTS:
Board members reviewed and discussed the annual mobile home park inspection reports issued by
the Portage County Health and Human Services Department for Birch Tree Estates and Riverview
Estates.
10. PORTAGE SOLAR UPDATE:
Additional signage has been installed to deter heavy trucks from using nonauthorized roads for solar
project deliveries.
Supervisor Pingel indicated that he approached District 24 Wisconsin State Senator Patrick Testin
about changing the county and town allocation of utility aid payments from solar farms; he also
mentioned that some adjacent landowners of the Vista Sands Solar Project are receiving
compensation for signing good neighbor agreements.
11. MINUTES OF TOWN BOARD MEETINGS AND ANY OTHER MINUTES TO BE PRESENTED:
Supervisor Pingel made the motion to approve the minutes of the June 24, 2025, and July 15,
2025, town board meetings as presented. Supervisor Tuttle seconded the motion, the question
was called, and the motion carried unanimously.
12. RECONCILED BANK STATEMENTS AND CASH SUMMARY:

Supervisor Bentley made the motion to approve the cash summary as presented, Supervisor
Tuttle seconded, the question was called, and the motion carried unanimously.
13. BUDGET ADJUSTMENTS:
There were no budget adjustments presented.
14. APPROVAL OF VOUCHERS FOR PAYMENT, SIGNING OF VOUCHER LIST, AND AUTHORIZATION OF
TRANSFER OF FUNDS:
Supervisor Bentley made the motion to approve the payment of $177,292.58 to cover Checks
27942 through 27960 and electronic funds transfer EFT073Q25. Supervisor Tuttle seconded the
motion, the question was called, and the motion carried unanimously.
15. FUTURE MEETING DATES AND AGENDA ITEMS:
The next regular town board meeting is scheduled for September 17 at 6:00 PM. The Town of
Plover will host the Wisconsin Towns Association Portage County Unit meeting on September 22 at
6:15 PM. The next agenda will include consideration of the purchase of the 2021 Ford Super Duty
F-600 XL from Stevens Point Auto Center.
16. ADJOURNMENT:

seconded, the question was called, and the motion carried unanimously.
