1 MINUTES TOWN OF PLOVER BOARD MEETING AUGUST 5, 2025 1. CALL TO ORDER: Chairman Garbe called the meeting of the Town of Plover Town Board to order at 6:01 PM with the Pledge of Allegiance. Also present were Supervisors Bentley, Pingel, and Tuttle; Clerk/Treasurer Weller; Superintendent of Highways William Honaker; Town of Plover residents Priscilla Garbe, Dennis George, and Linda George; Christopher Adams and Sarah Smith of Club Forest Bar and Grill LLC and Todd Booth of Club Forest Bar, Ltd. Supervisor Firkus was excused. 2. CORRESPONDENCE AND COMMUNICATIONS: No correspondence or communications were presented. 3. PUBLIC COMMENTS: There were no public comments. 4. TRANSFER OF CLASS B BEER AND LIQUOR COMBINATION LICENSE FOR CLUB FOREST BAR AND GRILL LLC: Todd Booth, owner of Club Forest Bar, Ltd., relinquished his Class “B” Beer and “Class B” Liquor license. Sarah Smith, co-owner of Club Forest Bar and Grill LLC, introduced herself and indicated there are no plans to change current operations. Supervisor Pingel made the motion to approve a Class “B” Beer and “Class B” Liquor license for Club Forest Bar and Grill LLC, effective August 6. Supervisor Tuttle seconded the motion, the question was called, and the motion carried unanimously. 5. TEMPORARY CLASS B BEER LICENSE FOR HUMANE SOCIETY FUNDRAISER AT FELTZ FARMS: Supervisor Bentley made the motion to approve a Temporary Class “B” Beer license for the Humane Society of Portage County to be used at the Beer, Cheese For Pets Please fundraising event at 5796 Porter Drive on August 23, 2025, contingent on Sheryl Galle-Teske providing agent proof of completion of responsible beverage server training. Supervisor Tuttle seconded the motion, the question was called, and the motion carried unanimously. 6. OPERATOR/BARTENDER LICENSE APPROVALS: Supervisor Pingel made the motion to approve the operator/bartender license for Club Forest Bar and Grill LLC employee Brittany Zarecki. Supervisor Tuttle seconded the motion, the question was called, and the motion carried unanimously. 7. HIGHWAY SUPERINTENDENT REPORT AND AUTHORIZATION FOR PURCHASES: Superintendent of Highways William Honaker reported on gravel road repairs, shouldering, installation of address and road signage, ditch mowing, brush cutting, the Buena Vista Drive project, a couch dumped on Birch Drive, and contractor sanding over the chip sealing on Prairie Drive. Supervisor Bentley inquired about crack filling and striping in the Town parking lot. Painting of pedestrian crosswalks on Lincoln Avenue near the Boston School Forest and the railroad crossing on Coolidge Avenue is pending. 2 8. CLEARING OF VISIBILITY TRIANGLES AT INTERSECTION OF HOOVER AVENUE AND PRAIRIE DRIVE: Residents Dennis and Linda George, Superintendent of Highways William Honaker, and board members discussed a plan to remove vegetation at the intersection of Hoover Avenue South and Prairie Drive. Dennis George noted that a utility pole also impairs visibility and mentioned concerns about the placement of the stop sign on Prairie Drive, heavy truck traffic, and the speed limit on Hoover Avenue South. 9. STATUS OF STP GRANT APPLICATION FOR HOOVER AVENUE WITH VILLAGE OF PLOVER: Village of Plover officials previously suggested pursuing Surface Transportation Program funding for a joint Hoover Avenue project between Maple Drive and State Highway 54 which would include the realignment of the Hoover Avenue and State Highway 54 intersection. An award now seems unlikely given the City of Stevens Point’s intent to submit an application for the reconstruction of a portion of Business 51, the program’s emphasis on resurfacing failing pavement, and questions regarding the qualification of a joint project. Success with other grant opportunities looks doubtful as well, but there is some potential to reopen the conversation about realigning the Hoover Avenue and State Highway 54 intersection with the State of Wisconsin Department of Transportation. 10. FIVE-YEAR ROAD PLAN: Other than current year adjustments, there were no updates to the draft 2025-2030 capital road plan. 11. MOBILE HOME PARK INSPECTION REPORTS: This item will appear on the next town board meeting agenda. 12. MINUTES OF TOWN BOARD MEETINGS AND ANY OTHER MINUTES TO BE PRESENTED: Supervisor Bentley made the motion to approve the minutes of the June 3, 2025, town board meeting as presented. Supervisor Tuttle seconded the motion, the question was called, and the motion carried unanimously. 13. RECONCILED BANK STATEMENTS AND CASH SUMMARY: • RECONCILED BANK STATEMENTS OF JUNE 30, 2025: Clerk/Treasurer Weller previously distributed copies of the June Portage County Bank statement and reconciliation to board members. The Portage County Bank NOW checking account reconciled at $229,857.51 on June 30, 2025. Supervisor Bentley made the motion to approve the Portage County Bank statement reconciliation as presented, Supervisor Tuttle seconded, the question was called, and the motion carried unanimously. • CASH SUMMARY AS OF AUGUST 5, 2025, AT 5:50 PM: COMMITTED FUNDS: $ 215,333.34 UNCOMMITTED FUNDS: GENERAL ACCOUNT $ 927,250.70 NOW CHECKING $ 13,372.57 TOTAL UNCOMMITTED FUNDS: $ 940,623.27 TOTAL CASH FOR TOWN OF PLOVER: $ 1,155,956.61 Supervisor Bentley made the motion to approve the cash summary as presented, Supervisor Tuttle seconded, the question was called, and the motion carried unanimously. 3 14. BUDGET ADJUSTMENTS: There were no budget adjustments presented. 15. APPROVAL OF VOUCHERS FOR PAYMENT, SIGNING OF VOUCHER LIST, AND AUTHORIZATION OF TRANSFER OF FUNDS: Supervisor Bentley made the motion to approve the payment of $10,563.33 to cover Checks 27923 through 27941 and electronic funds transfers EFTSW0625, EFTETF0625, and WIRE072825. Supervisor Tuttle seconded the motion, the question was called, and the motion carried unanimously. 16. FUTURE MEETING DATES AND AGENDA ITEMS: The next regular town board meetings are scheduled for August 26 and September 17 at 6:00 PM. The Town of Plover will host the Wisconsin Towns Association Portage County Unit meeting on September 22 at 6:15 PM. Future agendas will include mobile home park inspection reports, paperwork to relinquish commercial building inspections to the State of Wisconsin, and possible legal action to require a business owner to remove equipment from the road right-of-way. 17. ADJOURNMENT: Supervisor Bentley made the motion to adjourn the meeting at 7:15 PM, Supervisor Tuttle seconded, the question was called, and the motion carried unanimously.
