MINUTES
JOINT TOWN OF PLOVER AND TOWN OF BUENA VISTA BOARD MEETING
JULY 21, 2025
1. CALL TO ORDER:
Town of Plover Chairman James Garbe called the meeting of the Town of Plover Town Board to
order at 7:00 PM. Town of Buena Vista Chairman Paul Cieslewicz called the meeting of the Town of
Buena Vista Town Board to order at 7:00 PM. Also present were Town of Plover Supervisors Roger
Bentley, Joseph Firkus Jr., Richard Pingel, and Timothy Tuttle; Town of Plover Clerk/Treasurer
Patricia Weller; Town of Plover Superintendent of Highways William Honaker; Town of Buena Vista
Supervisors Duane Clark and Bartholomew Trzebiatowski; Town of Buena Vista Clerk Germaine
Stuczynski; Town of Buena Vista Treasurer Catherine Guth; Donald Firkus Jr. of DJ’s Water Service,
James Hopp and Kyle Hopp of Best Excavating & Trucking, LLC, Richard Rashke of Okray Produce
Company, Thomas Schultz of Heartland Farms, Inc., Nathan Wolosek of Wolosek Family Enterprises,
LLC, and Scott Worzella of Worzella & Sons, Inc.
2. DISCUSSION WITH BUENA VISTA TOWN BOARD AND FARMERS THAT ARE PRESENT REGARDING
JOINT ROAD PROJECT ON BUENA VISTA DRIVE:
Meeting attendees discussed the history of Buena Vista Drive, its current condition, and a plan to
improve it. Farmers in attendance recommended delaying other gravel projects and dedicating
resources to Buena Vista Drive. The Town of Buena Vista recently committed $25,000.00 to the
project. Rather than pursuing grant opportunities, board members agreed to pool their funds to
hire contractors as needed and purchase material, with a good portion of labor and equipment to be
donated by local farmers. Vegetation will be sprayed and killed, soil will be removed to reclaim the
ditches, the worst sections of muck will be dug out and filled with sand or rock, and the road will be
graded and shaped before hauling in as much material as budgets will allow. Preparations will begin
before harvest, but most of the work will happen after harvest and likely extend into 2026. Town of
Buena Vista Chairman Cieslewicz will coordinate project details with farmers and employees, and
board members will reevaluate budgeting in the future.
3. RECONSIDERATION OF PLANNED PROJECT ON PRAIRIE DRIVE AND RESCINDING OF MOTION FROM
MEETING ON JUNE 24, 2025, IF NECESSARY:
Town of Plover Supervisor Bentley rescinded his June 24 motion to haul a few loads of gravel to
Lila Drive and River Drive as needed and use the remaining funds budgeted for gravel overlay
projects to purchase Cisler aggregate for Prairie Drive to be hauled in part by local farmers, not to
exceed $24,000.00. Town of Plover Supervisor Firkus rescinded his second of the motion, the
question was called, and the motion was rescinded unanimously.
4. DECISION REGARDING JOINT ROAD PROJECT WITH THE TOWN OF BUENA VISTA ON BUENA VISTA
DRIVE:
Town of Plover Supervisor Pingel made the motion to commit $25,000.00 to the Buena Vista Drive
project. Town of Plover Supervisor Firkus seconded the motion, the question was called, and the
motion carried unanimously.

5. ADJOURNMENT:
Town of Plover Supervisor Bentley made the motion to adjourn the meeting at 8:19 PM, Town of
Plover Supervisor Firkus seconded, the question was called, and the motion carried unanimously.
Town of Buena Vista Supervisor Trzebiatowski made the motion to adjourn the meeting at 8:19
PM, Town of Buena Vista Supervisor Clark seconded, the question was called, and the motion
carried unanimously.
