Recreation Manager Katie Roth, Recreation Manager DATE: July 20, 2026 REQUESTED ACTION: Requested Action Statement for the recommendation of approval to the Common Council of the Room Rental Rates, Policies, and Procedures for the New Berlin Activity & Recreation Center (ARC) and Community Center at Hickory Grove. FISCAL IMPACT: This RAS establishes standardized rental fees for community use of meeting spaces at the ARC and Community Center at Hickory Grove. Rental rates are based on the size of each rentable space at both facilities. These fees are intended to offset facility operations, custodial services, and staffing associated with room setup, takedown, and oversight. RATIONALE/ BACKGROUND: The Recreation Department developed these rates, policies and procedures to create consistency, transparency, and operational efficiency for community use of meeting spaces within City facilities. The policy clearly defines: - Eligibility and reservation priority for civic, educational, community-service groups, and non-profit groups. - Fee structure for meeting rooms, including guidelines for extended use and events beyond standard meetings. - Application process, reservation timeline, and cancellation requirements. - Facility expectations related to setup, takedown, cleaning, and check-in procedures. The policy also aligns meeting room availability with the department’s three Activity Guide publication periods (Fall, Winter/Spring, and Summer) to ensure public access once Recreation programming has been scheduled. This policy provides a clear and consistent framework for managing facility use while ensuring that City and departmental needs remain the top scheduling priority. Page 6 of 109 New Berlin Recreation Room Rental Rates, Policies, and Procedures Purpose When rooms at the New Berlin Activity and Recreation Center and Hickory Grove are available and not scheduled for Recreation Department or other City use, they may be reserved for civic, educational, cultural, intellectual, or community-service activities that align with the goals of the Recreation Department. Meeting room reservations are intended for group meetings. Any use beyond this allowance will require an additional rental application and approval. Applicability & Oversight - Use of a meeting room requires a reservation application, reviewed and approved by Recreation Department staff. - Reservations are permitted only during the building’s open hours, unless otherwise authorized by the Recreation Manager or Assistant Manager. - Applications are processed on a first-come, first-served basis; no group has exclusive rights to any room. -City-sponsored programs and events receive priority scheduling over all outside reservations. -Availability is determined by the Recreation Department’s three Activity Guide schedules: Fall (September–December), Winter/Spring (January–May), and Summer (June–August). This includes all time required for setup, takedown, custodial needs, and any additional services provided. - Payment is due in full at the time of booking. Cancellations must be made at least 2 weeks prior to the reservation date to receive a refund. Contact Eric Snodgrass Assistant Recreation Manager esnodgrass@newberlin.org 262-797-2443 Policy Effective Date 1-1-2027 This policy is subject to periodic review by the Recreation Department and may be updated as necessary to ensure alignment with department operations and community needs. Page 14 of 109 REQUESTED ACTION STATEMENT TO: Common Council Mayor Dave Ament Recreation Commission FROM: Katie Roth, Recreation Manager Eric Snodgrass, Ast. Recreation Manager RE: Requested Action Statement for the approval of the creation of a Recreation Services Associate position for the Recreation Department. DATE: 7/13/26 FISCAL IMAPCT: Off-hours rentals will be directly charged for staffing required to operate the facility during non-standard hours. Rental fees will include the cost of the Recreation Services Associate, ensuring the position operates on a cost-recovery basis and does not create a financial burden on the City’s general fund. The position will primarily be utilized during evenings, weekends, and early mornings when facility rentals, tournaments, and special events occur outside of standard Recreation Department staffing hours. RATIONALE / BACKGROUND: As usage of City recreation facilities continues to grow, the Recreation D epartment has experienced an incr ease in facility rentals, athletic tournaments, and special events occurring outside of normal operating hours. These events require staff presence to open and close the building, monitor facility use, provide customer service to renters, ensure adherence to facility policies, and respond to operational or safety needs. Currently, accommodating these rentals often requires full -time Recreation staff to adjust their schedules or work extended hours. This can create operational inefficiencies and limit staff availability for core daytime responsibilities such as program planning, community partnerships, and facility management. The creation of a Recreation Services Associate position would allow the Recreation Department to more efficiently manage facility rentals and tournaments during evenings, Page 15 of 109 weekends, and other non -standard hours while maintaining appropriate oversight of City facilities. Rather than a single position, the Recreation D epartment intends to hire and train a pool of approximately 5-10 part-time Recreation Services Associates who can be scheduled as needed throughout the year based on facility demand. This staffing model provides scheduling flexibility, ensures adequate coverage for events and tournaments, and allows the City to scale staffing levels based on rental activity. Additionally, tournaments and large -scale rentals bring participants and visitors into the community, often generating increased activity for local restaurants, hotels, and other local businesses. Ensuring the City has appropriate staffing to support these events helps position New Berlin as a desirable location for tournaments and community events while maintaining a positive experience for participants and spectators. This approach supports continued growth in recreation programming and facility rentals while ensuring City facilities remain properly supervised, safe, and well maintained during off -hours operations. SIGNS REPORTED BY COACHING STAFF: -Appears dazed or stunned -Forgetfulness/confusion -Moves clumsily -Answers questions slowly -Mood or behavior changes -Loses consciousness SYMPTOMS REPORTED BY ATHLETES: -Headaches or pressure in the head -Nausea or vomiting -Balance problems or dizziness -Blurry vision -Sensitivity to noise -Confusion -Feeling sluggish, hazy, or groggy -Memory problems CONCUSSION DANGER SIGNS: In rare cases, a blood clot may form on the brain of a person with a concussion. An athlete should receive immediate medical attention if after a bump, blow, or jolt to the head or body they exhibit any of the following danger signs: -One pupil is larger than the other -Cannot be awakened -A headache that gets worse -Seizures -Repeated vomiting -Slurred speech WHY SYMPTOMS SHOULD BE REPORTED? If an athlete has a concussion, they need time to heal. Repeat concus- sions can increase the time it takes to recover. In rare cases, repeat concussions in youth athletes can result in brain swelling or permanent damage that has the potential to be fatal. WHAT SHOULD YOU DO IF YOU THINK AN ATHLETE HAS A CONCUSSION? If you suspect that an athlete has a concussion, remove them from play and seek medical attention. Do not try to judge the severity of the injury yourself. Keep the athlete out of play until a medical professional says they are symptom free and OK to return to play. Rest is the key to help an athlete recover. After a concussion, returning to sports and school is a gradual process that should be carefully managed and monitored by a health care professional.
