MINUTES
TOWN OF PLOVER BOARD MEETING
MAY 20, 2025
1. CALL TO ORDER:
Chairman Garbe called the meeting of the Town of Plover Town Board to order at 6:00 PM with the
Pledge of Allegiance. Also present were Supervisors Bentley, Firkus, Pingel, and Tuttle;
Clerk/Treasurer Weller; Superintendent of Highways William Honaker; Town of Plover resident
Priscilla Garbe; and Sudhir Patel of Super 8 by Wyndham. Auditor David Minch of KerberRose S.C.
participated in the meeting via speaker phone.
2. CORRESPONDENCE AND COMMUNICATIONS:
Chairman Garbe reported on Portage County Board of Adjustment approval of the Portage Solar,
LLC, special exception request for a contractor storage yard, and he will proceed with signing the
certified survey map for 3.659 acres of Parcel 030220701-04 which was approved by the Town of
Plover Town Board on January 15, 2025. Chairman Garbe also mentioned utility permitting for Flint
Hills Resources work on Taft Avenue and a pending permit to operate overweight trucks on
designated Town of Plover roads. Clerk/Treasurer Weller indicated that the Town has received legal
fee reimbursement from Doral Renewables LLC in connection with the drafting of the joint
development agreement.
3. PUBLIC COMMENTS:
Sudhir Patel, owner of Super 8 by Wyndham at 5246 Harding Avenue, introduced himself and shared
plans for his business.
4. REPORT BY KERBERROSE REGARDING 2024 FINANCIAL AUDIT:
Auditor David Minch of KerberRose S.C. presented highlights of Town of Plover audit results and
financial reports and answered questions. He noted the Town’s quality financial records and strong
financial position and clarified that KerberRose’s clean or unmodified audit opinion is the highest
level of assurance that can be given on a set of financial statements.
5. HIGHWAY SUPERINTENDENT REPORT AND AUTHORIZATION FOR PURCHASES:
Superintendent of Highways William Honaker reported on delivering the old direct fired tar kettle to
the Town of Grant, crack filling, damaged and stolen signs, road conditions around the Portage Solar
Project, and downed trees.
6. AMENDMENT TO PORTAGE SOLAR JOINT DEVELOPMENT AGREEMENT (JDA) REGARDING
AUTHORIZED ROAD USAGE:
Portage Solar, LLC, proposed the First Amendment to Joint Development Agreement to add an extra
half mile of authorized road access to the Portage Solar Project by heavy vehicles on Prairie Drive
between Buchanan Avenue and Coolidge Avenue. Attorney Shane VanderWaal reviewed the
document and found it to be acceptable.
Supervisor Bentley made the motion to approve the First Amendment to Joint Development
Agreement between Town of Plover, Town of Grant, Portage County, and Portage Solar, LLC, as
presented. Supervisor Firkus seconded the motion, the question was called, and the motion
carried unanimously in a roll call vote.

7. MERCHANT SELLER’S PERMITS FOR FIREWORKS STANDS:
Supervisor Bentley made the motion to approve the Merchant Seller’s Permit Applications for
Chasten Vruwink, DBA Big Burst Fireworks LLC, operating at Cee-Dee Acres on State Highway 54
East, and for Michael Callaway of R and M Enterprises, Inc., DBA Snap Fireworks, operating at
5261 State Highway 54 East. Supervisor Tuttle seconded the motion, the question was called, and
the motion carried unanimously.
8. ANNUAL WEIGHT LIMIT PERMIT FOR JACO TRUCKING, LLC:
Supervisor Bentley made the motion to approve a permit to operate overweight trucks on
designated Town of Plover roads for JACO Trucking, LLC. Supervisor Tuttle seconded the motion,
the question was called, and the motion carried unanimously.
9. TOWN POSTING BOARDS LOCATED IN PRAINWOOD SUBDIVISION:
A Prainwood Subdivision resident has requested that the Town of Plover and Town of Plover
Tourism Commission posting boards be removed from their Bee’s Lane location, noting that they are
on private property and may be contributing to people trespassing around the lake. Feedback from
other residents also supported taking down the posting boards.
Supervisor Pingel made the motion to remove the Town of Plover and Town of Plover Tourism
Commission posting boards located in Prainwood Subdivision along Bee’s Lane. Supervisor Firkus
seconded the motion, the question was called, and the motion carried unanimously.
10. MINUTES OF TOWN BOARD MEETINGS AND ANY OTHER MINUTES TO BE PRESENTED:
Supervisor Bentley made the motion to approve the minutes of the April 15, 2025, town board
meeting as presented. Supervisor Firkus seconded the motion, the question was called, and the
motion carried unanimously.
11. RECONCILED BANK STATEMENTS AND CASH SUMMARY:
• RECONCILED BANK STATEMENTS OF APRIL 30, 2025:
Clerk/Treasurer Weller previously distributed copies of the April Local Government Investment
Pool (LGIP) statement and reconciliation to board members. The LGIP committed and
uncommitted accounts reconciled at a total of $1,271,230.90 on April 30, 2025. Supervisor
Pingel made the motion to approve the LGIP statement reconciliation as presented,
Supervisor Tuttle seconded, the question was called, and the motion carried unanimously.

Supervisor Pingel made the motion to approve the cash summary as presented, Supervisor
Bentley seconded, the question was called, and the motion carried unanimously.

12. BUDGET ADJUSTMENTS:
There were no budget adjustments presented.
13. APPROVAL OF VOUCHERS FOR PAYMENT, SIGNING OF VOUCHER LIST, AND AUTHORIZATION OF
TRANSFER OF FUNDS:
Supervisor Pingel made the motion to approve the payment of $25,255.57 to cover Checks 27830
through 27845 and electronic funds transfer EFT042Q25. Supervisor Firkus seconded the motion,
the question was called, and the motion carried unanimously.
14. FUTURE MEETING DATES AND AGENDA ITEMS:
The next regular town board meetings are scheduled for June 3 and June 24 at 6:00 PM. Future
agendas will include the 2024 Plover Area Convention and Visitors Bureau annual report, alcohol
licensing, mobile home park licensing, and the fire and emergency medical services contract with
the Village of Plover.
15. ADJOURNMENT:
Supervisor Bentley made the motion to adjourn the meeting at 7:29 PM, Supervisor Pingel
seconded, the question was called, and the motion carried unanimously.
