MINUTES
TOWN OF PLOVER BOARD MEETING
MARCH 5, 2025
1. CALL TO ORDER:
Chairman Garbe called the meeting of the Town of Plover Town Board to order at 6:00 PM with the
Pledge of Allegiance. Also present were Supervisors Bentley, Firkus, Pingel, and Rossier;
Clerk/Treasurer Weller; and Town of Plover resident Timothy Tuttle.
2. CORRESPONDENCE AND COMMUNICATIONS:
Board members discussed attending the upcoming Wisconsin Towns Association district meeting in
Stevens Point and the Wisconsin Towns Association Portage County Unit meeting hosted by the
Town of Stockton.
Supervisor Bentley shared that Prime Water Anglers used grant money from the Town of Plover
Tourism Commission to purchase a life preserver distribution box and life rings to improve water
safety around Lake Pacawa; the Heart of Wisconsin Pickleball Association used grant money from
the Plover Area Convention and Visitors Bureau to help fund its Lake Pacawa pickleball court project
and equipment building. Several other local organizations and businesses have also benefited from
these tourism grants. Supervisor Bentley encouraged board members to promote the Plover Area
Convention and Visitors Bureau as being a resource for organizations in need of funding. He
recommended that a member of the Town of Plover Town Board serve on the Room Tax
Commission or Plover Area Convention and Visitors Bureau Commission and expressed a desire for
more regular updates about tourism activities.
Supervisor Pingel indicated that the owner of Plover Cafe intends to start serving alcohol in the near
future. Clerk/Treasurer Weller mentioned that she has reached out to Jonathan Baker of Doral
Renewables LLC for the status of legal fee reimbursement to the Town of Plover per the executed
joint development agreement.
3. PUBLIC COMMENTS:
There were no public comments.
4. HIGHWAY SUPERINTENDENT REPORT AND AUTHORIZATION FOR PURCHASES:
Superintendent of Highways William Honaker was excused. Supervisor Rossier reported that the
installation of high bay lighting throughout the town garage has been completed. Supervisor
Bentley suggested filling in a large hole on the shoulder of Harding Avenue near Kwik Trip to prevent
the edge of the road from breaking off when semis turn around by the truck scale, and board
members talked about the condition of the infrared patching on Harding Avenue near Kwik Trip.
5. PURCHASE OF CRACK FILLER:
Board members discussed purchase options and reviewed quotes for crack filling material.
Supervisor Rossier made the motion to authorize the purchase of up to five pallets of crack filler
from A-1 Services Wisconsin Rapids LLC for $1,507.50 per pallet or $0.67 per pound undelivered.
Supervisor Bentley seconded the motion, the question was called, and the motion carried
unanimously.

6. OPTIONS FOR POPLAR DRIVE ROAD IMPROVEMENT:
Fixing the dips on Poplar Drive with an AMZ machine would take approximately eight to twelve
hours of work at a cost of $700.00 per hour. Board members agreed to delay action until opening
bids for chip sealing and asphalt paving projects and comparing them to amounts budgeted for
roadwork.
7. UPDATE ON PORTAGE SOLAR REQUEST FOR DRIVEWAY AND UTILITY PERMITS AND FIRE
NUMBERS:
Emergency responders have recommended assigning fire numbers to driveway gates, and Chairman
Garbe is consulting with Portage County Planning and Zoning Department staff to select numbers;
he is also collaborating with Portage Solar representatives to identify locations where they should
install signage to control and direct traffic related to the construction of the solar project. Chairman
Garbe intends to document Town of Plover road conditions prior to the start of construction.
Supervisor Bentley encouraged board members to create a plan for using future utility aid payments
related to the solar projects to develop the Town of Plover. Further research is needed to
determine whether a control building inside the Portage Solar substation will require a building
permit and how the former farmland will be assessed during the construction phase.
8. MINUTES OF TOWN BOARD MEETINGS AND ANY OTHER MINUTES TO BE PRESENTED:
Supervisor Pingel made the motion to approve the minutes of the December 11, 2024, town board
meeting as presented. Supervisor Rossier seconded the motion, the question was called, and the
motion carried unanimously.
9. RECONCILED BANK STATEMENTS AND CASH SUMMARY:
• RECONCILED BANK STATEMENTS OF JANUARY 31, 2025:
Clerk/Treasurer Weller previously distributed copies of the January Portage County Bank
statement and reconciliation to board members. The Portage County Bank NOW checking
account reconciled at $10,678.62 on January 31, 2025. Supervisor Pingel made the motion to
approve the Portage County Bank statement reconciliation as presented, Supervisor Bentley
seconded, the question was called, and the motion carried unanimously.

UNCOMMITTED FUNDS: GENERAL ACCOUNT $ 1,058,274.10

Supervisor Pingel made the motion to approve the cash summary as presented, Supervisor
Firkus seconded, the question was called, and the motion carried unanimously.
10. BUDGET ADJUSTMENTS:
There were no budget adjustments presented.

11. APPROVAL OF VOUCHERS FOR PAYMENT, SIGNING OF VOUCHER LIST, AND AUTHORIZATION OF
TRANSFER OF FUNDS:
Supervisor Pingel made the motion to approve the payment of $26,217.44 to cover Checks 27710
through 27739 and electronic funds transfers EFTSW0125, EFTETF0125, and WIRE022125.
Supervisor Rossier seconded the motion, the question was called, and the motion carried
unanimously.
12. FUTURE MEETING DATES AND AGENDA ITEMS:
The next regular town board meeting is scheduled for March 26 at 6:00 PM, and the agenda will
include road bid letting. The annual town meeting will be held April 15 at 6:00 PM.
13. ADJOURNMENT:
Supervisor Bentley made the motion to adjourn the meeting at 7:11 PM, Supervisor Pingel
seconded, the question was called, and the motion carried unanimously.
