1 MINUTES TOWN OF PLOVER BOARD MEETING FEBRUARY 20, 2025 1. CALL TO ORDER: Chairman Garbe called the meeting of the Town of Plover Town Board to order at 6:01 PM with the Pledge of Allegiance. Also present were Supervisors Bentley, Pingel, and Rossier; Clerk/Treasurer Weller; Superintendent of Highways William Honaker; Town of Plover residents Priscilla Garbe, Debra Sniadajewski, William Sniadajewski, and Timothy Tuttle; Jarod Feltz and Kenneth Feltz of Feltz Family Farms, Inc. Supervisor Firkus was excused. 2. CORRESPONDENCE AND COMMUNICATIONS: No correspondence or communications were presented. 3. PUBLIC COMMENTS: There were no public comments. 4. HIGHWAY SUPERINTENDENT REPORT AND AUTHORIZATION FOR PURCHASES: Superintendent of Highways William Honaker reported on damaged signs and additional signage needs, snow plowing, pavement deterioration at the intersections of town roads with State Highway 54, cluttered residential yards, infrared patching on Harding Avenue near Kwik Trip, and tires and microwaves dumped along roads. 5. TOWN GARAGE LIGHTING UPGRADE: Supervisor Rossier talked about the installation of high bay lighting in one bay of the garage and shared recommendations for completing the project. Board members authorized Superintendent of Highways William Honaker to offer old lighting fixtures to employees and instructed him to scrap and dispose of remaining lights accordingly. Supervisor Bentley made the motion to continue the shop lighting project, not to exceed $1,500.00 total. Supervisor Pingel seconded the motion, the question was called, and the motion carried unanimously. 6. FINALIZATION OF 2025 BID SPECIFICATIONS FOR 2025 ROAD PROJECTS: Board members reviewed updated chip sealing and asphalt paving plans and discussed budget considerations and possible grant applications. Chairman Garbe is exploring options for fixing dips on Poplar Drive with an AMZ machine or wedging. He will draft bid documents for chip sealing on Birch Drive, Ford Court, Hoover Avenue South, Lincoln Avenue, Poplar Drive, Prairie Drive, and Taft Avenue, and for asphalt paving on Cheryl’s Drive, Park Drive, Prairie Drive, River Drive, and River Heights Court. Chip sealing the portion of Prairie Drive east of Hoover Avenue South will be delayed until 2026. Chairman Garbe spoke with Town of Stockton Chairman Michael Bronk about possible future Kennedy Avenue improvements. 7. DRIVEWAY/UTILITY PERMITS FOR PORTAGE SOLAR: Chairman Garbe is working with Portage Solar representatives to identify and verify the suitability of the proposed locations of driveways and utility crossings; he anticipates permitting approximately ten driveways and seven or eight utility crossings. Chairman Garbe contacted Attorney Shane VanderWaal to obtain a sample hold harmless agreement to use in accordance with the indemnification clause in the Town Utility Ordinance. 2 8. STATUS OF 2024 AUDIT: KerberRose S.C. staff worked offsite on the Town of Plover 2024 audit on February 13 and 14. Clerk/Treasurer Weller uploaded applicable financial information prior to the audit and is following up with additional documentation as requested. She mentioned a couple of notable differences in expenses from the prior year and provided explanations for the changes. 9. REPORT ON FEBRUARY 18TH ELECTION: Clerk/Treasurer Weller reported that ninety-three Town of Plover residents voted in the February 18, 2025, Spring Primary; there were twenty-three absentee voters and no voter registrations on the day of the election. Three election inspectors worked per shift, all equipment functioned as expected, and the day went smoothly. 10. DISCUSSION REGARDING COUNTY PROPOSAL REGULATING LARGE CAFOS: Board members and meeting attendees shared feedback regarding a Portage County proposal to regulate large concentrated animal feeding operations. 11. MINUTES OF TOWN BOARD MEETINGS AND ANY OTHER MINUTES TO BE PRESENTED: This item will appear on the next town board meeting agenda. 12. RECONCILED BANK STATEMENTS AND CASH SUMMARY: • RECONCILED BANK STATEMENTS OF JANUARY 31, 2025: Clerk/Treasurer Weller previously distributed copies of the January Local Government Investment Pool (LGIP) statement and reconciliation to board members. The LGIP committed and uncommitted accounts reconciled at a total of $1,788,553.75 on January 31, 2025. Supervisor Pingel made the motion to approve the LGIP statement reconciliation as presented, Supervisor Bentley seconded, the question was called, and the motion carried unanimously. • CASH SUMMARY AS OF FEBRUARY 20, 2025, AT 1:55 PM: COMMITTED FUNDS: $ 211,498.93 UNCOMMITTED FUNDS: GENERAL ACCOUNT $ 2,028,254.10 NOW CHECKING $ 4,265.06 TOTAL UNCOMMITTED FUNDS: $ 2,032,519.16 TOTAL CASH FOR TOWN OF PLOVER: $ 2,244,018.09 Supervisor Rossier made the motion to approve the cash summary as presented, Supervisor Pingel seconded, the question was called, and the motion carried unanimously. 13. BUDGET ADJUSTMENTS: There were no budget adjustments presented. 14. APPROVAL OF VOUCHERS FOR PAYMENT, SIGNING OF VOUCHER LIST, AND AUTHORIZATION OF TRANSFER OF FUNDS: Supervisor Pingel made the motion to approve the payment of $997,564.12 to cover Checks 27667 through 27709 and electronic funds transfers EFT011Q25, EFTSW1224, EFTETF1224, and WIRE011625. Supervisor Rossier seconded the motion, the question was called, and the motion carried unanimously. 3 15. FUTURE MEETING DATES AND AGENDA ITEMS: The next regular town board meetings are tentatively scheduled for March 5 and March 19 at 6:00 PM. The annual town meeting will be held April 15 at 6:00 PM. Future agendas will include road bid letting and alcohol licensing. Supervisor Bentley suggested reaching out to District 19 Portage County Board Supervisor Amberle Schwartz for updates at meetings. 16. ADJOURNMENT: Supervisor Rossier made the motion to adjourn the meeting at 8:10 PM, Supervisor Bentley seconded, the question was called, and the motion carried unanimously.
