1 MINUTES TOWN OF PLOVER BOARD MEETING DECEMBER 30, 2024 1. CALL TO ORDER: Chairman Garbe called the meeting of the Town of Plover Town Board to order at 6:04 PM with the Pledge of Allegiance. Also present were Supervisors Firkus, Pingel, and Rossier; Clerk/Treasurer Weller; and Superintendent of Highways William Honaker. Supervisor Bentley was excused. 2. CORRESPONDENCE AND COMMUNICATIONS: Chairman Garbe mentioned that documents submitted to receive seventy percent reimbursement from the Town Road Improvement Supplemental Program for the reconstruction of one mile of Meehan Drive have been approved; payment to the Town of Plover is being processed. 3. PUBLIC COMMENTS: There were no public comments. 4. HIGHWAY SUPERINTENDENT REPORT AND AUTHORIZATION FOR PURCHASES: Superintendent of Highways William Honaker reported on equipment repairs, snow plowing and sand and salt application, the purchase of a load of sand and a waste oil container, and road sign repairs. Chairman Garbe recommended installing additional weight limit signs on Shady Drive and indicated that the next meeting agenda will include approval of permits to operate overweight trucks on designated Town of Plover roads. 5. MINUTES OF TOWN BOARD MEETINGS AND ANY OTHER MINUTES TO BE PRESENTED: Supervisor Rossier made the motion to approve the minutes of the November 20, 2024, town board public hearing and special elector meeting as presented. Supervisor Firkus seconded the motion, the question was called, and the motion carried unanimously. Supervisor Firkus seconded the motion, the question was called, and the motion carried unanimously. Supervisor Rossier made the motion to approve the minutes of the December 18, 2024, town board meeting as presented. Supervisor Firkus seconded the motion, the question was called, and the motion carried unanimously. 6. RECONCILED BANK STATEMENTS AND CASH SUMMARY: • RECONCILED BANK STATEMENTS OF NOVEMBER 30, 2024: Clerk/Treasurer Weller previously distributed copies of the Portage County Bank statement and reconciliation to board members. The Portage County Bank NOW checking account reconciled at $50,890.90 on November 30, 2024. Supervisor Pingel made the motion to approve the Portage County Bank statement reconciliation as presented, Supervisor Firkus seconded, the question was called, and the motion carried unanimously. 2 • CASH SUMMARY AS OF DECEMBER 30, 2024, AT 6:00 PM: COMMITTED FUNDS: $ 209,895.00 UNCOMMITTED FUNDS: GENERAL ACCOUNT $ 960,391.34 NOW CHECKING $ 37,253.89 TOTAL UNCOMMITTED FUNDS: $ 997,645.23 TOTAL CASH FOR TOWN OF PLOVER: $ 1,207,540.23 Supervisor Pingel made the motion to approve the cash summary as presented, Supervisor Rossier seconded, the question was called, and the motion carried unanimously. 7. BUDGET ADJUSTMENTS: Clerk/Treasurer Weller reported overages of $29.98 in Town Hall Expense - Miscellaneous due to the purchase of furnace filters, $288.77 in State Fire Insurance Dues relating to forwarding the dues revenue to the Village of Plover Fire Department, $247.71 in Garage/Shop/Yard Light Electricity due to Wisconsin Public Service electricity, $67.15 in Highway Equipment Maintenance due to miscellaneous maintenance and repairs, and $22.00 in Crack Filling due to the purchase of propane. Supervisor Pingel made the motion to adjust the overages by transferring $655.61 from Contingency Fund. Supervisor Firkus seconded the motion, the question was called, and the motion carried unanimously. 8. APPROVAL OF VOUCHERS FOR PAYMENT, SIGNING OF VOUCHER LIST, AND AUTHORIZATION OF TRANSFER OF FUNDS: Supervisor Pingel made the motion to approve the voiding of Check 27616 and the payment of $48,485.16 to cover Checks 27603 through 27615, Checks 27617 through 27642, and electronic funds transfer EFT114Q24. Supervisor Rossier seconded the motion, the question was called, and the motion carried unanimously. Board members discussed interest in purchasing new snow plowing and sand and salt spreading equipment, as well as improving shop lighting. Supervisor Pingel made the motion to approve the payment of $2,200.00 to cover Check 27586 that was previously held at the meeting on December 11. Supervisor Rossier seconded the motion, the question was called, and the motion carried unanimously. 9. FUTURE MEETING DATES AND AGENDA ITEMS: A public hearing pertaining to a proposed amendment to the Comprehensive Plan and Future Land Use Map is scheduled for January 15 at 6:00 PM with a regular town board meeting to follow. Future agendas will include items related to the possible land use change and rezoning of the Wolosek property, approval of permits to operate overweight trucks on designated Town of Plover roads, consideration of building inspector candidates, local hazard mitigation planning, the 2025- 2029 capital road plan, and year-end financial reports. Supervisor Rossier shared that he won’t seek reelection in April 2025. 3 10. ADJOURNMENT: Supervisor Pingel made the motion to adjourn the meeting at 7:11 PM, Supervisor Rossier seconded, the question was called, and the motion carried unanimously.
