C. WATER TOWER PARK
This Neighborhood Park was designed with playground activities for young children and a socializing area
for older residents.
1. Maintain and improve playground equipment.
2. Consider replacing the playground mulch base with rubber pellets.
D. WELLFIELD
This area is designated to protect the Village aquifer. Recreational usage includes hiking, biking and
educational opportunities.
1. Replant area due to oak wilt.
2. Create and improve hiking and biking trails.
3. Provide educational signage.
4. Install benches and kiosks off of the Green Circle Trail.
E. GREEN CIRCLE TRAIL
The Village of Whiting should work with the Green Circle Committee when considering, planning and/or
developing Green Circle Trail projects in the Village.
1. The Village should consider constructing interpretive signage along the Wellfield Segment of the Trail
that is geared toward wellhead protection.
2. Develop interpretive signage for the Green Circle Trail through Upper Whiting Park to highlight the
cultural and historical significance of the Indian burial mounds.
3. Continue to promote, coordinate and communicate with the Green Circle Committee.
F. MCDILL POND
1. There is a need to improve the canoe portage, install steps and address parking problems at public
water access to McDill Pond at School Street.
2. To address water quality issues of McDill Pond, the Village should explore the feasibility of dredging the
Pond in conjunction with the McDill Pond Lake District, and the City of Stevens Point.
SECTION 7.3 PRIORITIZED PROJECTS WITH COST ESTIMATES, March 24, 2026
1. EXPAND LANDSCAPING PROGRAM IN LOWER PARK (Section 7.2.A.2)
A. Baseball Infield Reconstruction
a. Remove and regrade existing infields to improve drainage and create level playing surfaces.
b. Estimated Cost: $6,000 - $15,000 (per field depending on conditions)
B. Outfield Regrading and Restoration
a. Regrade outfield areas to eliminate low spots and uneven surfaces
b. Fill depressions as needed and apply new seed to restore turf
c. Estimated Cost
i. Small Field: $9,000
ii. Large Field: $11,000
C. Dugout Construction
a. Construct new dugouts on baseball fields (4 total)
18
b. Estimated Cost: $3,000 - $12,000 per dugout
c. Total range for four dugouts: $12,000 - $48,000
D. Additional Seating and Picnic Areas
a. Install new benches and picnic area near the waterfront
b. Estimate Cost: $1,000 - $3,000
2. EXTEND WATER MAINS INTO THE LOWER PARK TO PROVIDE A POTABLE WATER SUPPLY AND
IRRIGATION POTENTIAL FOR THE BASEBALL DIAMONDS (Section 7.2.A.5)
According to the Whiting Public Works Director, a potable water main is already available in Lower
Whiting Park. The approximate cost to extend a supply line from this main to the proximity of the existing
restroom facility and the baseball fields would cost an estimated $40,000. It would be more logical to consider
the use of well water for possible baseball field (outfield) irrigation. Use of well water would be more cost
efficient, and eliminate any possible public relations issues that could occur if village drinking water was used
to irrigate one or two baseball fields. Installation of a drilled well, 220v electrical service, high capacity
submersible pump, two outfield irrigation systems and the system controller is estimated to cost $92,000.
3. DEVELOP A HIKING AND/OR FITNESS TRAIL THAT CONNECTS THE LOWER PARK TO THE
PEDESTRIAN BRIDGE OVER THE PLOVER RIVER (Section 7.2.A.4)
Purchase and construct outdoor fitness equipment at the south side of the Lower Park - $5,000
Improve existing path from the Lower Whiting Park to the Green Circle Trail pedestrian bridge - $1,000
4. CONVERT LOWER PARK RESTROOMS FROM HOLDING TANKS TO THE MUNICIPAL SEWAGE
SYSTEM (Section 7.2.A.6)
According to the Whiting Public Works Director, converting the holding tanks to the Municipal system
would require sewer pipe ($80/ft X 700ft), connecting to a manhole, required lift pump, and sidewalk
replacement. Does not include a new restroom building. The estimated cost of the items shown is $65,000.
