1 Committee-Of-The-Whole - September 15, 2026 City of Oconomowoc Committee-Of-The-Whole Meeting Minutes September 15, 2026 - 6:40 PM Aldermen Present: Erik Jungwirth, Zachary Frankowski, Jennifer Aultman Kloth, Kevin Ellis, Karen Spiegelberg, Charles Schellpeper, Lou Kowieski Also Present: Matt Rosek, Mark Frye, Gina Kozlik, Eric Boettcher, Robert Duffy, Kevin Kaari, Jason Gallo, Jason Herzog, James Pfister, Tim Reel, Steve Hatton Mayor Rosek called the Committee-Of-The-Whole Meeting to order and appropriate meeting notice was confirmed at 6:35 PM. Roll Call Committee Business a. Update from Bruce Nattinger, President of the Lac La Belle Management District 6:35PM Bruce Nattinger provided a presentation on the district’s role. He spoke about the April rainfall impact and reviewed DNR fish survey recommendations and phosphorus. He also reviewed tropic indexes and clarity and how they relate to sparse aquatic vegetation and boat activity. They proposed an additional slow no wake zone which was met with opposition by boaters. They have created a committee to put forth alternatives. Nattinger indicated the carp removal harvest showed an improvement with the addition of the carp gate installation. They are scheduling another in-depth lake survey of lake vegetation next year and making grant applications. b. Discussion - Utility Adoption of Parallel Generation Rates 7:07pm Utility Manager Kevin Kaari presented an update by PowerPoint on the proposal to pay excess parallel energy generation back to the customer if they produce more solar energy than they use at a wholesale or market rate. The timeline would make the expected effective rates for 2027 with review and approval through PSC-W. Adjourn Motion to adjourn made by Ellis and seconded by Aultman Kloth. Motion carried 7-0-0.
