February 11, 2026 - Town of Eau Pleine Plan Commission Meeting - APPROVED Attendance Plan Commission Members Present: Chairperson Kurt Drexler, Pat Arnold, Felix Grutzik, Larry Raikowski Others Present: Clerk Stacy Martin, Jeff Stashek, Sandy Schnese, Frederick Brown, Scott Brown, Roger Skrzeczkoski 1. The meeting was called to order at 5:30 pm by Chairperson Drexler. The Pledge of Allegiance was recited. 2. In reference to Portage County Planning and Zoning Department’s review of rezoning 3165 Victory Road in Junction City, Scott Brown proposes to split approximately three acres, which includes the house, from the 40-acre parcel number 016250628-06. The three acres would be rezoned to A4 General Agriculture, with the remaining acreage staying in A1 zoning. Chairperson Drexler noted that Portage County Planning and Zoning has determined that there is no ordinance against the proposal. There were no concerns or opposition from the Plan Commission members nor the neighbors in attendance. Motion by Chairperson Drexler to approve rezoning request for parcel number 016250628-06 for the splitting of approximately three acres, which includes the house, from the above referenced 40-acre parcel. Seconded by Larry Raikowski. 4 ayes (Larry Raikowski, Pat Arnold, Chairperson Drexler, and Felix Grutzik) / 0 nays. Motion carried. 3. Chairperson Drexler read the notice of public hearing - Portage County Wellhead Protection Ordinance Amendment: On Tuesday, February 24, 2026, at 5:00 PM in conference room 5 of the County Annex building at 1462 Strongs Ave in Stevens Point, Portage County Planning and Zoning Committee will hold a public hearing at which time all interested persons may appear and will be given an opportunity to be heard in support of or opposition to the proposal to amend the existing Portage County Wellhead Protection Ordinance text and make modifications to the groundwater protection district maps. Larry Raikowski explained that the proposed changes to the map involve increasing the existing 20 year protection to 100 year protection, which impacts and burdens the property owners, and the ordinance does not protect from anything traveling by road (ex: recent electric vehicle fire on I39 in Wellhead Protection area) or train. 4. After hearing questions and concerns from the public – Motion by Chairperson Drexler to adjourn.
