Reconvene Into Open Session - Council Chambers 7:04PM Motion to reconvene into open session made by Aultman Kloth, seconded by Ellis. The motion carried unanimously. Committee Business a. Discuss Number of Terms and Term Limits for Elected Officials Ellis gave an introduction why he would like to see the Mayoral seat be three years, specifically with a two-year term not giving much time before campaigning and what that takes away from the term. He said it would not affect Mayor Rosek’s term, and it would occur after that. Aultman Kloth had similar thoughts and explained while on the campaign trail she discussed term limits for Mayor and Alderman and wanted to have a conversation about that with the Council. She also said that for 2030 redistricting they could consider a reduction to 6 districts with one alderman per district. Schellpeper indicated he supported two- year terms, not three. Spiegelberg said she has always supported three and thought four was too long and two too short. The Mayor said that the two Alderman brought this forward and they could bring back more information on structures and other municipalities. Kowieski said he submitted a draft ordinance for discussion and for him it is a package with term limits. Spiegelberg agreed that they should look at what other communities are doing and she clarified that you can technically run for both a Mayoral and Aldermanic seat at the same time. She also suggested reviewing at-large seats. Mayor Rosek said this would need to be discussed again with more definition on what is proposed in a draft with Mayoral and Aldermanic terms looked at separately. Aultman Kloth appreciated the information and discussion. Frankowski would like to focus on the Mayoral term and limits. The item discussion ended at 7:28 pm. 2 Committee-Of-The-Whole - September 01, 2026 b.
