Discuss Draft Ordinances Associated with Ebikes Chief Pfister presented the draft changes within four ordinances that deal with bikes and e-bikes and explained the redefined usage area restrictions and map with the option to include the Fowler Lake loop. Aultman Kloth asked about the Fowler loop. Chief added that the downtown area remained the same in the draft but added the Fowler Lake loop and corrected street names. Aultman Kloth said she has heard from constituents, and it is a difficult topic with another community restricting anyone under 14 years old and that might be something to discuss. The Mayor clarified that the updates included in the drafts are only to meet with state law and not adding any further restrictions with enforcement being an issue. The Mayor also said e-motos must be on road and licensed and that’s already in the law. There was additional discussion on trick bicycle language in the ordinance. Kowieski had concerns about people having to walk their bikes and no bike lanes. Chief Pfister said bicycles can ride in the street and take a full lane of traffic. Schellpeper asked about markings on the road or signs alerting drivers that bicycles 2 Common Council - August 04, 2026 are also on the road and asked what other ideas could be promoted so they bicyclists can still feel safe and access the downtown. Spiegelberg asked about enforcement and a tiered system for citations. Warnings were discussed by Chief Pfister. Spiegelberg also emphasized the need for education. Ellis added their growth puts them in the position to look again at safety of the community. Aultman Kloth agreed with bike safety education being important at schools and other areas. Kowieski added he had already discussed curriculum with the School Board President adding bike rules and expanding to other existing groups and resources. Schellpeper agrees with education, but he thought it was only one component with adults also riding, also asking about 7.12(5)(c) Riding on Roadway- the language that bikes shall not impede normal and reasonable movement of vehicles. Chief Pfister said he wouldn’t see that as impeding with most bikes staying to the right. Schellpeper appreciated the discussion but asked if they push more onto streets what is the balance. Chief Pfister said they get complaints from walkers and businesses downtown with doors from the businesses opening out onto the sidewalk so that is also a safety concern. Kowieski would like to see identifying information for the shared road with bike traffic for motor vehicles to see. Administrator Frye said chevron marking has road size standards. The Mayor recapped that, from the discussion, they would be looking for downtown signage to share the road with bikes, refinement of the trick riding language, and including additional educational programming and social media awareness education. Chief Pfister said they are also working on a video. The Mayor added the e-motos definition was something to look at also and he thought it was good discussion to make city more accessible b. Consider/act on Amendments to Reserve Policy Schellpeper expressed concerns about approving this the same night and would like more time to review the material. Motion to postpone to time certain by Spiegelberg to the next meeting, seconded by Kowieski. Motion carried 8-0-0. c. Discussion Regarding Squad and Body Camera Cost Options Lt. Wollenhaupt explained additional options for contractual periods and body cam additions using detail from his PowerPoint. The Police Department would ask to include the translation, auto transcribe and draft one features to allow for officer time spent on reports. Mark explained the annual payment would be under operations, and they would be making application for both state and federal grants. Discussion was had on budget and grant award timing. Lt. Wollenhaupt explained they can order and cancel anytime before shipment. Schellpeper expressed concerns with a ten-year agreement and updates or problems and the other Council members agreed. Kowieski asked about AI tech and if it was a closed or open system to which the Lt. answered that access would be restricted. Spiegelberg also liked the five- year option and supported the new system. Schellpeper asked if new policies would need to be in place with the technology and storage access and Chief said they would be putting policies in place. The Mayor said he was hearing consensus in support of the 5-year term with option A with the add-ons as discussed.
