1 Town of Blue Mounds, Board Meeting 7:00p.m. Tuesday, July 14th, 2026, minutes Present: Rick VanDomelen -Town Chair, Mary Ann Bellazzini-Town Supervisor, Kevin Depies-Town Supervisor, Amanda Burghy-Clerk, Curt Winter-Deputy Clerk/Treasurer. Absent: Ross Powers-Patrolman Approved BOARD OF SUPERVISOR MEETING 7pm Meeting called to order; Pledge of Allegiance was recited. Mary Ann Bellazzini made a motion to approve the minutes of our June 9, 2026, Regular Board Meeting. Kevin Depies seconded the motion. Motion carried 3-0. PUBLIC COMMENTS • No public comments at this time. ZONING AND RELATED MATTERS A. Christina and Michael Ryan, 0606-364-8301-0, 1726 County Hwy JG – Rezone – Public Hearing. No public comments. Discussion followed. Rick VanDomelen made a motion to approve Ordinance No. Z 2026-8, Michael and Christina Ryans rezone of parcel 0606-364- 8301-0, from EA Exclusive Agriculture Zoning District to SFR Single Family Residential District (2.80 acres). Remnant parcel to remain EA Exclusive Agriculture Zoning District (19.18 acres). Mary Ann Bellazini seconded the motion. Motion carried 3-0. B. Pam Pennington & Robin Marohn, 0606-363-8625-0, 9736 Blue Valle Road – Driveway extension approval. Discussion followed. Kevin Depies made a motion to approve the driveway construction application for Pam Pennington & Robin Marohn. Mary Ann Bellazzini seconded the motion. Motion carried 3-0. C. Deanna Opsal (Jackie and Brian Larson), 0606-031-2012-0, North Road – Rezone – Public Hearing. Mary Ann Bellazzini made a motion to approve Ordinance No. Z 2026-9, Deanna Opsal, rezoning parcel 0606-031-2012-0 (5.61 acres) from AG Agriculture Zoning District to SFR, Single Family Residential District. Kevin Depies seconded the motion. Motion carried 3-0. D. Alex Accola, 0606-173-2034-0, Topper Road – Driveway construction application submission for approval. Discussion followed. Kevin Depies made a motion to approve Alex Accola’s driveway construction application. Mary Ann Bellazzini seconded the motion. Motion carried 3-0. E. Jim Accola, 0606-173-2023-0, Topper Road – Driveway construction application submission for approval. Discussion followed. Kevin Depies made a motion to approve Ross & Emily Fedenia’s driveway construction application. Mary Ann Bellazzini seconded the motion. Motion carried 3-0. 2 H. Rowley Road Extension update, discussion and possible action – regarding LOC adjustment. Discussion followed. Rick VanDomelen made a motion to release some of the LOC, leaving $25,000 for the inspection in Spring 2027. Once inspection is approved, remaining $25,000 will be released. Mary Ann Bellazzini seconded the motion. Motion carried 3-0. LEGISLATIVE REPORT Nothing new to report at this time. PUBLIC WORKS/ROAD MAINTENANCE Patrolman Ross Powers absent. Will have a Public Works report next meeting. LAND USE COMMITTEE Land Use Chairman, Chris Smith reported: • Chris began by thanking our Residents and Town Board for their patience during this transition. • Upcoming - July 30th Land Use Committee Meeting. One confirmed site visit. • Working on the Driveway process. Need a few more test runs before implementation. • Planning an upcoming workshop to work on the Town of Blue Mounds Comprehensive Plan. FIRE DISTRICT Rick VanDomelen reported that the MHAFD is having a pre-budget open house next Wednesday. Mary Ann Bellazzini will be attending this meeting. REVIEW OF CORRESPONDENCE RECEIVED/MISCELLANEOUS ADMINISTRATIVE MATTERS • Curt Winter distributed correspondence received regarding Moratorium on Data Centers. • Tuesday, August 11th Regular Board Meeting is being moved to MONDAY, August 10, 2026, at 7:00 p.m. as Tuesday, August 11th is a Partisan Primary Election. • Open Book & Board of Review o Open Book – In Person – Tuesday, August 4, 2026, from 3:00 p.m. – 5:00 p.m. o Board of Review – In Person – Tuesday, August 25, 2026, from 4:00 p.m. – 6:00 p.m. Discussion followed. We will contact Associated Appraisal to see if we can move BOR from 6:00 p.m.-8:00 p.m. APPROVAL OF BILLS • Mary Ann Bellazzini made a motion to approve the bills dated June 30, 2026, in the amount of $64,344.35.
