Blooming Grove Town Board Meeting Minutes for September 23, 2026
Chair Bristol called the meeting to order at 5:30 PM and announced that there will be a closed
session later in the agenda. Other Town Board members in attendance were Supervisors
Woznick, Teuscher, Young, and Schroeder. Also in attendance were
Clerk/Treasurer/Administrator John Wright, Public Works Supervisor Cory Buske, Julia Schilling
(departed at 5:53 PM), and Deborah Sellers (departed at 5:53 PM).
Those in attendance recited the Pledge of Allegiance. Clerk/Treasurer/Administrator Wright
attested to proper proof of posting. Without objection, the closed session item and closed session
action reporting will be moved to the end of the agenda, prior to adjournment.
2a. Update, if any, regarding Conditional Use Permit Public Hearing held by the Dane
County Zoning and Land Regulation Committee on September 22, 2026 for a carwash on the
South Stoughton Road access road: CTA Wright reported that he spoke with Rachel at Dane
County Zoning and Land Regulation by phone. A decision has been delayed for two weeks based
upon objections from neighbors to the property so that the owners or their agents could respond.
2b. Update on April Hill subdivision proposed annexation to the Village of McFarland: Wright
reported that he notified Alliant Energy/Wisconsin Power & Light that thirteen streetlights in the
April Hill neighborhood may be annexed into McFarland if their Board approves the annexation
petition by ordinance at their November 10, 2026 meeting. The Village of McFarland Administrator
Matt Schuenke was included in the correspondence.
2c. Possible road projects for 2027: Public Works Supervisor Buske and Wright presented
estimated costs for granite sealing select roads (including the estimated cost for striping some
roads). One estimate assumes the April Hill neighborhood (and its streets) will remain in the Town
and the other assumes the neighborhood is annexed. The original per mile estimate was $10,000
less than the current one based upon the volatility of oil costs. The Board did not recommend any
roads be added or removed from the two lists. Buske stated that the Town of Dunn would be
willing to pay for the west end of Meadowview if added to the project list, but are not willing to do
their segment of Lake Farm Road next year.
2d. Amend the 2026 budget by resolution to account for Local Road Improvement Program
grant income and to shift money for expenses over the budgeted amount from accounts
under the budgeted amount from related account lines: Wright reviewed the income
amendments that include the receipt of Local Roads Improvement Program grant money and the
separation of park rental income for April Hill and Thurber parks. Overages for capital street
improvements was offset by the receipt of LRIP grant funds. Other recommended changes shifted
expense accounts that are under budget to those over budget for a net zero impact upon the
adopted budget.
Supervisor Young moved to approve Resolution 2026-06 to amend the 2026 budget, as
recommended; 2nd by Supervisor Teuscher. Motion carried 5-0-0. Wright will make the adopted
changes to the budget in QuickBooks and will notify Kayla Schmidt at Johnson Block, without
objection.
2e. Report from Clerk/Treasurer/Administrator regarding the process for downsizing the
Town Board from five members to three members: Wright reported that he was able to locate
an unsigned copy of the Ordinance 98-06 to expand the Town Board from three to five members.
Minutes did not reflect its enactment by the Town Board and no affidavit of publication could be
located. Without objection, Attorney Chris Hughes will be consulted for his advice on how to
proceed in the event two Board members step down if the Village of McFarland accepts the
annexation of the April Hill neighborhood at their November 10, 2026 meeting by ordinance.
Supervisor Teuscher stated that Tom Anderson and Barb Hockett could be consulted about their
recollection of adoption of this ordinance in 1998.
3a. Minutes of September 9, 2026: Supervisor Young made a motion to approve the September
9, 2026 minutes, as presented; 2nd by Supervisor Woznick. Motion carried 5-0-0.
3b. Approval of vouchers: Supervisor Woznick made a motion to approve the vouchers, as
presented; 2nd by Supervisor Teuscher. Motion carried 5-0-0.
4. Public Comments: Julia Schilling, a resident on the north side of Buckeye Road opposite the
proposed location of the Mr. Splash carwash stated that she and other neighbors are upset that the
Town Plan Commission and Town Board were in support of the Conditional Use Permit requested
for this use. She stated that the proposed hours of operation are seven days a week and thirteen
hours a day. She did not feel the Town’s process was transparent.
2f. Closed Session pursuant to Wisconsin State Statute 19.85(1)(c) for the purpose of
deliberating compensation changes for public employees: Town Public Works Supervisor was
welcomed to stay during the closed session discussion.
Supervisor Young moved to convene the meeting into closed session; 2nd by Supervisor Teuscher.

carried at 5:54 PM.
Chair Bristol moved to return to open session; 2nd by Supervisor Schroeder. Motion carried 5-0-0
at 6:40 PM.
2d. Return to Open Session and summary of action, if any: The Board will not compensate any
qualifying employee for a benefit not available in the past that is currently available. Without
objection, Clerk/Treasurer/Administrator Wright will explain the basis of the decision with affected
employees.
