Vice-Chair Teuscher called the meeting to order at 5:30 PM. Other Town Board members in
attendance were Supervisors Young and Schroeder. Also in attendance were
Clerk/Treasurer/Administrator John Wright and Deborah Sellers.
Those in attendance recited the Pledge of Allegiance. Clerk/Treasurer/Administrator Wright
attested to proper proof of posting. There were no changes to the agenda.
2a. Update on April Hill subdivision proposed annexation to the Village of McFarland:
Clerk/Treasurer/Administrator Wright reported that he had discussed the date a decision will be
made regarding the annexation petition with the Village of McFarland Administrator Matt
Schuenke. According to Schuenke, the Village of McFarland Board will take up the matter on
November 10, 2026.
2b. Update, if any, regarding Rezone Petition Public Hearing held by the Dane County
Zoning and Land Regulation Committee on August 25, 2026 for 3200 Larsen Road:
Supervisor Young reported that he attended the public hearing virtually. He stated that the
decision by the DCZLR was to defer a decision until a future date in order to review the private
septic versus public sewer issue. The DCZLR received letters from Meadowview residents who
requested for the unimproved portions of land reviewed in the public hearing to remain
undeveloped. Young noted that Dane County would defer to the City of Madison wishes.
3a. Minutes of August 12, 2026: C/T/A Wright realized that two Dane County Zoning and Land
Regulation Committee meeting dates in the draft minutes are in error. Supervisor Young made a
motion to approve the August 12, 2026 minutes, as corrected; 2nd by Supervisor Schroeder.
Motion carried 3-0-0.
3c. Approval of vouchers: Supervisor Schroeder made a motion to approve the vouchers, as
presented; 2nd by Supervisor Young. Motion carried 3-0-0.
4. Public Comments: C/T/A Wright reported that he submitted a request for reimbursement to the
Wisconsin Department of Transportation for Local Roads Improvement Program (LRIP) grant
funds. The request has been delayed pending an original quote from Payne & Dolan that isolates
the cost estimated for Carncross. Wright reported that he met with Doran Viste and Dave
Schmiedicke on August 20, 2026 to discuss Town finances, account balances, and the willingness
for three qualifying employees to consider jobs with the City of Madison in lieu of severance after
the final attachment on October 31, 2027. Deb Sellers wondered whether any Town assets
remaining in October of 2027 could be distributed to residents who expressed an interest by a
random drawing per item.
5. Adjournment: Vice-Chair Teuscher moved to adjourn the meeting; 2nd by Supervisor
Schroeder. Motion carried 3-0 at 5:49 PM.
