There is one renewal application for Jaime Griesbach and two new applicants: Jonan Ray Sayo and Samir Anderson. There are no criminal findings for the new applicants and the fees have been paid for the three. C/T/A Wright recommends approval. Supervisor Young moved to approve operator licenses for Jaime Griesbach, Jonan Ray Sayo, and Samir Anderson; 2nd by Supervisor Teuscher. Motion carried 5-0-0. 2b. Plan Commission recommendations: Supervisor Young reported that the Plan Commission met earlier today and was seeking approval of improvements to the three parks that the Town of Blooming Grove maintains. Improvements to Thurber Park include: replacement of a wooden bench with a two-sided bench; crack filling, sealcoating, and restriping the basketball court; and installing a new single-sided bench facing the interior of the park near Thurber Avenue. Improvements recommended for April Hill Park include: installation of two, two-sided benches like that recommended for Thurber; and to crack fill, seal coat, and restripe the basketball half court. Recommended improvements for Severson Park include: a single two-sided bench (similar to the others above); removal of a compromised tree; plant two to three trees along the southern edge of the park to help mask a utility pole; and to crack fill, seal coat, and restripe the basketball half court. The estimated cost is $18,000. There is currently around $10,200 available in the Parks Outlay Account that could be applied through a future budget resolution by the Town Board approval by budget resolution. The $24,000 + Town Road Improvement grant should ensure a budget surplus this year unless other projects arise. Supervisor Young moved to spend up to $20,000 for improvements to the three parks maintained by the Town of Blooming Grove as outlined above; 2nd by Supervisor Schroeder. Motion carried 5- 0-0. 2c. Update on April Hill subdivision proposed annexation to the Village of McFarland: C/T/A Wright provided a brief update on the exchanges between the Wisconsin Department of Administration (WI DOA) and Matt Schuenke, Village of McFarland Administrator. Although the WI DOA rendered an opinion in opposition to the annexation, they did point out that the opinion is non- binding. Schuenke rebutted many claims made by the WI DOA that they used to support their opinion. Milling and paving of three roads in the subdivision are scheduled the week of July 20, 2026. The Town has received the State/Municipal Agreement, so the work on Carncross will now be eligible for reimbursement through the Wisconsin Department of Transportation. Once the annexation petition is presented to the Village of McFarland, they have up to 120 days to respond. 3a.
