Blooming Grove Town Board Meeting Minutes for June 24, 2026 Chair Bristol called the meeting to order at 5:35 PM. Other Town Board members in attendance were Supervisors Woznick, Teuscher, Young, and Schroeder. Also in attendance were Clerk/Treasurer/Administrator John Wright and Deborah Sellers. Those in attendance recited the Pledge of Allegiance. Clerk/Treasurer/Administrator Wright attested to proper proof of posting. There were no changes to the agenda. 2a. 2026-27 Operator’s License for Jigi Patel: C/T/A Wright reported that he did not receive the application or fee. The item will be deferred to the July 8, 2026 agenda, without objection. It was noted that three operator licenses for Kwik Trip will also be considered at the July 8, 2026 meeting. 2b. Update on April Hill subdivision proposed annexation to the Village of McFarland: Wright briefly summarized the response the Village of McFarland received from the Wisconsin Department of Administration. The WI DOA did not find the annexation by the Village of McFarland to be in the public’s interest based upon two Wisconsin Statutes they must apply to their non-binding recommendation. The WI DOA recommended options to consider: the City of Madison and Village of McFarland could revisit their lapsed boundary agreement and/or the City of Madison and the Town of Blooming Grove could amend their cooperative plan adopted in 2006. The packet included a rebuttal of the WI DOA’s determination by the Village of McFarland tin an email, dated June 18, 2026. Village of McFarland’s Administrator felt the Village could provide services more efficiently than can the City of Madison. It was noted that the residents of the April Hill subdivision have up to six months to file their petition with the Village of McFarland. C/T/A Wright has been working with Matt Schuenke, the Village of McFarland Administrator, to iron out potential issues and timing. Currently, the Village is leaning towards waiting until after the November General Election to make a decision. This could affect the Town’s ability to adopt a 2027 budget with some variables not resolved until the same month the levy is to be adopted. 3a. Minutes of June 10, 2026: Supervisor Teuscher noted two spelling errors in need of correction. Supervisor Young moved to approve the June 10, 2026 minutes, as corrected; 2nd by Chair Bristol.
