Blooming Grove Town Board Meeting Minutes for April 8, 2026
Chair Bristol called the meeting to order at 5:45 PM. Other Town Board members in attendance
were Supervisors Woznick, Teuscher, Schroeder, and Young. Also in attendance were
Clerk/Treasurer/Administrator John Wright, Public Works Supervisor Cory Buske, Deborah Sellers,
and David Braga.
Those in attendance recited the Pledge of Allegiance. Clerk/Treasurer/Administrator Wright
confirmed proper proof of posting. There were no changes to the agenda.
2a. Review and possibly award 2026 paving work for April Hill Subdivision based upon
bids received by the deadline on March 26, 2026:.The Town received three bids from the
following contractors: Wolf Paving, Payne & Dolan, and Tri-County. Payne & Dolan was the lowest
responsible bid at $97,776. Cory Buske confirmed that the Town has had no past negative issues
with this contractor.
Supervisor Teuscher moved to approve the Payne & Dolan bid for $97,776 for road work in the
April Hill subdivision; 2nd by Supervisor Woznick. Motion carried 5-0-0. Per the agreement for the
Town Road Improvement (TRI) grant, work cannot begin until after July 15, 2026 to receive up to
$24,150.53 in funding.
2b. First quarter Treasurer’s Report: Wright presented the budget-to-actual report. Two-
thirds of property tax payments have been received to date. The Lottery Credit distribution will be
received this month and most of the balance during the month of August. The report reflects first
quarter of General Transportation Aid; the second quarter portion was deposited earlier this week.
Dog license income is exaggerated until settlement; the Town’s share is minimal. WI DNR
Conservation Aid was lower than projected for this year. Garbage and recycling special charge
payments are better than at this same point in time compared with last year. Cemetery revenue is
on target to meet the annual budgeted amount. The Town has received annexation payment from
the City of Madison for the year. Investment income will be highest this quarter and will diminish
over the balance of the year now that property taxes for other taxing jurisdictions have been
distributed. Wright stated that there is nothing of significance to review for expenses unless
someone had questions. In the absence of questions, Wright stated that the preliminary audit, to
be presented at the Annual Town Meeting on April 22, 2026, should be received this week or next.
2c. Recommendation from Town of Blooming Grove Plan Commission for reappointment
or appointment for terms expiring on April 30, 2026: The only term set to expire this year is for
Jeff Teuscher.
Supervisor Young moved to recommend the reappointment of Jeff Teuscher for an additional term
to end on October 31, 2027; 2
nd by Supervisor Schroeder. Motion carried 5-0-0.
2d. Local results of 2026 Spring Election: Wright reported that 540 votes were cast; of
those, 90 were by absentee ballot. Thanks was expressed for the volunteers who made the
process run smoothly and to finalize all reporting shortly before 9:00 PM. Thanks also to
incumbent Supervisors Teuscher and Woznick who were re-elected to the Town Board.
2e. Possible update regarding April Hill petition for annexation to the Village of
McFarland, if any: The Supervisors had no updates. Wright received an inquiry from City of
Madison Assistant Attorney Doran Viste as to whether Wright had been notified by the Wisconsin
Department of Administration. Wright has not received an update from the DOA or from Justin
Verhulst, who delivered the first notice of the intent to file a petition for annexation. Wright was
informed by a resident of the subdivision that a survey needed to be conducted. Verhulst did email
Wright requesting information about the TRI grant for a road within the subdivision.
