Town of Blooming Grove Plan Commission Minutes Date: Wednesday, April 8, 2026, at 5:00 PM Place: Town Hall, 1880 S. Stoughton Road Present per roll call: Chair Dave Young, and Commissioners Jeff Teuscher, Dwight Johnson, Erin Pierce, and David Braga (arrived at 5:02 PM). Also, in attendance were Clerk/Treasurer/Administrator John Wright, Public Works Supervisor Cory Buske, Deborah Sellers, Ron Bristol (arrived at 5:26 PM), Frank Woznick (arrived at 5:26 PM), and Amy Schroeder (arrived at 5:26 PM). Chair Young called the meeting to order at 5:00 PM. Wright attested to proper proof of posting. 2. Discussion and/or Decision Items a. Update regarding petition by April Hill Subdivision property owners for annexation to the Village of McFarland – Wright reported that City of Madison Assistant Attorney Doran Viste confirmed that the Wisconsin Department of Administration has not received any updates from the petitioners. Wright had received a notice of publication with the intent to circulate a petition, but it is his understanding (unconfirmed) that a survey of the April Hill subdivision will need to be conducted, and the notice published again before circulating the petition. b. Updates on Woods Edge Condominium Plat – The packet includes a brief summary from David Wood and correspondence with the City of Madison Planner. The City of Madison is considering a condominium plat to be a division of land based upon a Door County court of appeals decision. c. Discuss possible future plantings, seal coating of courts, and/or purchase of equipment in parks managed by the Town of Blooming Grove – The roof on the Thurber Park shelter was replaced yesterday. Public Works Supervisor Cory Buske was informed that the underlayment is in good condition. Buske presented a quote from Lee Recreation for three park benches including installation. Although the quote is similar to prices in catalogues from other vendors, those other prices do not include shipping or installation. There followed a discussion regarding whether to replace existing benches that have wooden slats, to supplement those benches, or to possibly install two-sided benches. Buske presented a quote from Hallman Asphalt & Sealing for pavement repair of the Thurber Park basketball court; the quote also contained a pavement repair nearby (which would be paid out of a separate account for road maintenance). The reason for pairing the two items, Buske explained, is that Hallman has a minimum charge to justify an infrared reheat. There followed brief options for rehabilitating the one full and two half basketball courts: crack filling, resealing, and/or restriping. Buske then presented quotes from SRB’s Trees that includes 2” diameter Maple, Locust, Linden, Birch, and Hornbeam species. All are grown locally. Buske then introduced a quote from Schönheit Gardens for lilacs they could order from a vendor available at a height of 4 to 6 feet (burlap root ball) or 2 to 3 feet (potted). Planting requires a $1,000 minimum order; the new plantings would be warrantied for a period of one year. Commissioner Johnson recommended that specific plans be developed for each of the three parks managed by the Town before making any recommendations to the Town Board. Without objection, Chair Young and Commissioner Johnson will act as a subcommittee to review April Hill Park and present options to the group, Commissioners Braga and Teuscher agreed to do the same for Severson Park, and Commissioner Pierce and Chair Young will likewise be responsible for Thurber Park. There followed input from residents. Deborah Sellers was the only person to contribute. She presented four images: one documented where plantings had been located that have been removed from the ATC easement; one proposed a possible location to replace the 911 Memorial tree (Norwegian Spruce) in Thurber Park, another proposed a possible location to plant replacement lilacs in Thurber Park, and the final image proposed a possible location for a new bench in Thurber Park. Buske noted that the bench would need to be outside of the road right-of-way. This could possibly be a double-sided bench to maximize its use. Commissioner Braga recommended that Supervisor Buske secure quotes from Toddle-In Nursery. d. Future development in the Town – There has been no notification received of future development. 3. Administrative Business a. Approval of March 11, 2026 meeting minutes Commissioner Johnson made a motion to approve the minutes of the March 11, 2026 Plan Commission meeting, as presented; 2nd Commissioner Teuscher. Motion carried 5-0-0. b. Future Agenda Items – Updates on April Hill annexation petition, Updates on Woods Edge Condominium Plat, Continue Review of Park Plantings, Seal Coating and Striping of Basketball Courts, and Installation of Park Benches, and Future Development in the Town 4. Public Comment – None. 5. Adjourn – Chair Young made a motion to adjourn the meeting; 2nd by Commissioner Pierce. Motion carried 5-0 at 5:40 PM. Minutes by John Wright Approved: June 10, 2026
