Blooming Grove Town Board Meeting Minutes for February 25, 2026
Chair Bristol called the meeting to order at 5:30 PM. Other Town Board members in attendance
were Supervisors Teuscher, Schroeder, and Woznick. Supervisor Young had a scheduled
absence. Also in attendance were Clerk/Treasurer/Administrator John Wright, Public Works
Supervisor Cory Buske, and Deborah Sellers.
Those in attendance recited the Pledge of Allegiance. Clerk/Treasurer/Administrator Wright
confirmed proper proof of posting. There were no changes to the agenda.
2a. Accurate Appraisal scheduled to hold Open Book on May 14, 2026 and to hold the Town
of Blooming Grove Board of Review on Wednesday, June 1, 2026 from 5:30 to 7:30 PM
: C/T/A Wright reported that the dates have been submitted online to the Wisconsin Department of
Revenue. The dates will eventually be visible on Access Dane for every property within the Town.
Included in this evening’s packet was a sample letter from Accurate Appraisal to those who will
received a notice of changed assessment. Wright does not yet have training options to share.
2b. Updates regarding backup workers for public works in urgent situations: Wright
provided a brief update about communications with Paul Tuite and the documents Mr. Tuite has
completed in the event the Town extends an offer for him to work on an as-needed, limited term
basis. A representative from The Horton Group, the provider of property, liability, and worker’s
compensation insurance for the Town, stated that the rates for worker’s comp insurance is based
upon the amount paid to an employee, not the hours worked. Alternatively, Mr. Tuite could carry a
separate insurance policy and work on a contractual basis, but the number of hours he is likely to
work would not make that cost an attractive option. Public Works Supervisor Buske provided some
background for Mr. Tuite; according to Buske, Tuite would be available mostly during the winter
months. It was noted that municipal drivers are not required to hold a Commercial Driver License
as long as they stay within the bounds of the municipality. Mr. Tuite did possess a CDL in the past
and has a wide range of experience driving a variety of equipment. After a brief discussion, the
Board, without objection, agreed to an hourly rate of $40.
Chair Bristol authorized Clerk/Treasurer/Administrator Wright to contract with Paul Tuite if there is
a need that arises before the return of Buske; 2
nd by Supervisor Schroeder. Motion carried 4-0-0.

Supervisor Woznick moved to approve the February 11, 2026 minutes, as presented; 2nd by

4. Public Comments: Deborah Sellers reported that there was a water main break on February
15, 2026 beneath Commercial Avenue which was then repaired temporarily on February 20th. Two
years prior, according to Ms. Sellers, there were other water main breaks in the same location.
She would like the Board to consider milling and overlaying Commercial Avenue between Powers
and Gannon in 2027 to eliminate the uneven surface. Wright provided a brief review of the Spring
Primary that occurred on February 17, 2026, preparation from the Spring Election to be held on
April 7, 2026, purchase and installation of a replacement AED, and the frequency of inquiries
regarding burials and the purchase of plots in the Blooming Grove Cemetery.
