Date: Wednesday, February 11, 2026, at 5:00 PM

David Braga, and Erin Pierce.
Also, in attendance were Clerk/Treasurer/Administrator John Wright, David Wood, Deborah
Sellers, Frank Woznick (arrived at 5:20 PM), Amy Schroeder (arrived at 5:20 PM), and Ron
Bristol (arrived at 5:20 PM).
Chair Young called the meeting to order at 5:00 PM. Wright attested to proper proof of posting.
2. Discussion and/or Decision Items
a. Updates on Woods Edge Condominium Plat – Chair Young recognized David Wood
3200 Larsen Road to speak. According to Mr. Wood, he stated that Hans Hilbert,
Assistant Zoning Administrator for Dane County, informed him that the Zoning and Land
Regulation (ZLR) Committee has chosen to postpone their review of the request to
withdraw a portion of his property from wetland designation. Wood stated that County
has indicated a preference to provide vehicular access in a different location, even if it
requires the removal of trees planted in the past. Wood provided a brief review of the
one water feature, and the direction stormwater flows across his properties. According to
Wood, Dane County ZLR received one letter of support from a neighbor to the south and
one letter of opposition from another neighbor to the south, across Meadowview Road.
He stated that Tim Parks, City of Madison Planner, prefers the private roads for the
proposed condominium development be paved with curb, gutter, and sidewalk.
According to Mr. Wood, he presented anecdotal evidence of other driveway standards in
the surround area. Clerk/Treasurer/Administrator Wright noted that condominium plats
require private roads built to a standard specified by the municipality which cannot be
dedicated to the public at a future date.
Chair Young asked Mr. Wood what he may need from the Town at this point in time. Mr.
Wood responded that he may need to consider a different approach and asked for the
Town’s patience as he weighs his options. The next ZLR Committee meeting will be held
on April 14, 2026 and the next Town Plan Commission meeting on March 11, 2026.
Commissioner Teuscher recommended for Mr. Wood to reach out to the City of Madison
Planning staff to propose a date or dates to meet in order to commit them to a timeline.
b. Town Park Survey Results – Chair Young summarized the results of the thirty-one
survey responses. The majority of the participants are aged 36 to 64 years of age.
More plantings was the most favored improvement recommended for Thurber and April
Hill, and Severson Park. Other recommendations included an ice skating rink in Thurber
Park, more playground equipment in April Hill Park, and a larger sandbox in Severson
Park. Many respondents indicated more than one improvement under the category
other, which generally advocated for more plantings and benches. Without objection,
the Commission members would like to discuss the results with Cory Buske, the Town
Public Works Supervisor at the March meeting.
The members then reviewed three written estimates to replace the shelter roof at
Thurber Park from RQ Roofing, Cleary Building Corporation, and Badgerland Exteriors &
Solar. There followed a brief discussion whether asphalt shingles would be preferred to
a standing seam method. Without objection, this item will be deferred until the March
agenda for further consideration.
c. Future development in the Town – Chair Young provided a summary of a public
informational meeting held at the Village of McFarland on January 28, 2026 about the
City of Madison/Village of McFarland Intergovernmental Agreement. According to
Young, many Town residents attended to ask questions about the planned attachment of
the remaining properties in the Town of Blooming Grove to the City of Madison in 2027
and the possibility of attaching their neighborhood to the Village of McFarland instead.
Some questions could be responded to that were related to probable costs to connect to
public water and sewer for either the City or Village. Other specifics regarding the
process to petition for non-unanimous annexation should be referred to the Department
of Administration. The City of Madison and the Village of McFarland are negotiating an
agreement to establish logical boundaries and an agreement to restrict City of Madison
annexation south of Siggelkow Road to STH 12 east to CTH N.
