Blooming Grove Town Board Meeting Minutes for January 28, 2026
Vice-Chair Teuscher called the meeting to order at 5:30 PM. Other Town Board members in
attendance were Supervisors Schroeder, Young, and Woznick. Chair Bristol’s planned absence
had been announced at the January 14, 2026, Board meeting. Also in attendance was
Clerk/Treasurer/Administrator John Wright.
Those in attendance recited the Pledge of Allegiance. Clerk/Treasurer/Administrator Wright
confirmed proper proof of posting. There were no changes to the agenda.
2a. Property tax collection to date: C/T/A Wright provided a brief overview of his spreadsheet
that lists taxes collected, local special charges (trash and recycling), delinquent charges for other
entities (Madison Water Department and Madison Streets Department), overpayments, Lottery
Credits, etc. The Town now collects property taxes through an online application; tax payments
are reflected on Access Dane the following day.
2b. 2025 Budget amendment by resolution: Wright noted that there is no need to amend the
income side of the 2025 budget, other than to approve the transfer of funds from the Employee
Liability Outlay Account to cover health insurance costs for Glenn Linzmeier in the amount of
$2,487.74 per the dissolution agreement with the Town of Blooming Grove Fire Department.
$10,000 is earmarked annually for this health care related expense.
Wright reviewed the proposed changes to expenses in the 2025 budget that have a net change of
$2,487.74 for the expense noted in the preceding paragraph. These changes ensure that no
account exceeds the amount budgeted. Wright presented the 2026 budget summary which
includes income and expenses for 2025. Currently, that budget has a surplus of $49,637.00. That
surplus amount will increase when the Q4 2025 cable franchise fee is received in mid-February
from Charter Communications.
Vice-Chair Teuscher moved to approve Resolution 2026-01 to amend the 2025 budget, and to
approve the transfer from the Employee Liability Account, as presented; 2
nd by Supervisor
Woznick. Motion carried 4-0-0.
2c. Review cemetery fees, which have not changed since January 1, 2021, to reflect costs
for Meitner services: The packet contained a letter from Wayne Meitner with whom the Town
contracts for traditional burials and inurnment when the ground is frozen. Wright stated that he met
with Public Works Supervisor Buske to propose increases to what the Town charges to cover
Meitner’s costs and administrative costs for office and public works staff.
There followed a brief discussion regarding whether to lower the local costs for burial spaces to
encourage more sales. Doing so might encourage a resident or residents to purchase multiple
spaces in the hopes of reselling for a profit in the future. Supervisor Schroeder suggested
including the availability of burial spaces in future Town of Blooming Grove newsletters.
Supervisor Young moved to defer this topic to the March 11, 2026, Town Board agenda; 2
nd by
Supervisor Woznick. Motion carried 4-0-0.
3a. Minutes of January 14, 2026:

bill and 2026 bills; 2nd by Supervisor Young. Motion carried 4-0-0.
3c. Property tax refunds: There was one property tax refund in the amount of $273.83 approved
above, which represents a Lottery Credit applied for after the property tax bill had been paid in full.
4. Public Comments: Supervisor Young announced he will be unable to attend the Town Board
meeting on February 25, 2026. C/T/A Wright reported that he has completed approximately 75%
of the 2025 MS4 Stormwater Report. There will be a Spring Primary for residents of Dane County
on February 17, 2026. Town staff have been organizing building permits by address for pick up by
the City of Madison. This has emptied 10 filing cabinets. Andrew Baraniak from the Wisconsin
