Blooming Grove Town Board Meeting Minutes for January 14, 2026
Chair Bristol called the meeting to order at 5:32 PM. Other Town Board members in attendance
were Supervisors Teuscher, Schroeder, Young, and Woznick. Also in attendance were
Clerk/Treasurer/Administrator John Wright, Mike Wolf, and Deborah Sellers.
Those in attendance recited the Pledge of Allegiance. Clerk/Treasurer/Administrator Wright
confirmed proper proof of posting. There were no changes to the agenda.
2a. Wisconsin Towns Association notification of opt out policy for Town Advocacy
Council: C/T/A Wright reminded the Board members that, during the creation of the 2026 budget,
it was agreed to renew membership in the Wisconsin Towns Association (WTA), but to not
continue with the Town Advocacy Council (TAC). Tonight’s packet includes correspondence
between Wright and WTA staff regarding this decision. The Town received a mailed response on
November 20, 2025 that provided an option to downgrade membership to not include TAC dues at
a cost of $250. Wright stated that earlier in his career, he utilized advice from WTA with greater
frequency and was fine if the decision was to cancel both memberships. As the final annexation
date in 2027 nears, Wright stated he is more likely to request permission to refer legal inquiries
directly to Attorney Hughes. A discussion followed regarding whether to opt out of both
memberships, whether to pay the penalty to opt out of TAC dues, or to continue with both which
was not part of the adopted budget for 2026. Supervisors Teuscher and Woznick noted that some
circumstance might arise in the next twenty-two months that would benefit from continued
membership.
Chair Bristol moved to renew WTA and TAC dues at a cost of $1,750.75 for 2026-2027; 2
nd
Supervisor Young. Motion carried 5-0-0.
2b. Replacement of Automatic External Defibrillator (AED): Wright reported that the LifePak
AED does not have a working battery. Replacement costs for a replacement battery and pads
were researched; however, the age of the unit and the non-OEM source for a battery was
assessed as too great a risk to take. Wright stated that he consulted with Chief Glenn Linzmeier of
the Oregon Fire Department. Linzmeier recommended a recertified Zoll AED Plus at a cost of
$725 (pediatric pads would be extra). Those in attendance agreed that the unit should be replaced
and desired that the staff be trained in its use along with CPR training. Supervisor Teuscher
texted a contact at Dane County Risk Management, Department of Administration (DOA) about
alternatives that might be better and/or lower in cost.
Supervisor Young moved to approve the purchase of a new AED; the model will be determined by
the results from the DOA; 2
nd by Supervisor Schroeder. Motion carried 5-0-0.
2c. Unused personal time for Clerk/Treasurer/Administrator in 2025 and possible carryover
to 2026: Chair Bristol stated that C/T/A Wright was unable to use all his personal time in 2025
which ordinarily cannot be carried over to the following year.
Supervisor Schroeder moved to grant an exception to the policy this year so that Wright could
carry forward 0.9 an hour of unused personal time into 2026; 2nd by Supervisor Woznick. Motion
carried 5-0-0.
3a. Minutes of December 31, 2025:

Supervisor Woznick. Motion carried 3-0-2 (abstentions by Bristol and Schroeder due to their
absence at the meeting).

2026 bills; 2nd by Supervisor Young. Motion carried 5-0-0.
3c. Property tax refunds: Wright reported that there are no property tax refunds this pay period.
4. Public Comments: Deborah Sellers asked to be informed if there are any updates regarding
the closure of Powers Avenue at the rail crossing. Supervisor Young stated that David Wood is
moving ahead with a petition to rezone a portion of his property located at the intersection of
Larsen Road and Meadowview Road to non-wetland status. This will be addressed at a meeting
held by Dane County Zoning and Land Regulation (ZLR) Committee on January 27, 2026. Chair
Bristol noted that there will be a meeting at the Village of McFarland related to a boundary
agreement with the City of Madison regarding the April Hills subdivision in the Town of Blooming
Grove. The meeting will be from 6:00 to 7:30 PM at the McFarland Municipal Center, 5915
Milwaukee Street on January 21, 2026. Chair Bristol will be unable to attend the Town Board
meeting on January 28, 2026. C/T/A Wright stated that the delinquent water charges on the parcel
containing the Town Hall, Dane County Library Services, and DAMA have been paid and the made
the Town whole for a similar charge from last year. Now that the agreement between the City of
