Blooming Grove Town Board Meeting Minutes for December 10, 2025
Chair Bristol called the meeting to order at 5:30 PM. Other Town Board members in attendance
were Supervisors Teuscher, Schroeder, and Young. Supervisor Woznick had notified the Board in
advance about his absence. Also in attendance were Clerk/Treasurer/Administrator John Wright
and Deborah Sellers.
Those in attendance recited the Pledge of Allegiance. Clerk/Treasurer/Administrator Wright
confirmed proper proof of posting. There were no changes to the agenda.
2a. Resolution for 2025 budget amendment: C/T/A Wright stated that he prepared Attachment
A to the amending resolution to accommodate a possible contribution that was not in the original or
previously amended 2025 budget. He asked the Board to not consider this proposed change
which will be addressed later in the agenda and instead focus upon adjustments of expenses.
Those expense accounts that are running a surplus are proposed to be amended to balance those
that have or will exceed the budget amended earlier this year. The income and expense lines for
trash and recycling collection are coded in orange to indicate adjustments attributable to the
change to Statement of Taxes earlier in the year (they are in balance, so need only to be updated
to reflect the correction).
Chair Bristol moved to adopt the proposed amendments by Resolution 2025-04 to amend the 2025
budget; 2nd Supervisor Teuscher. Motion carried 4-0-0.
2b. Request from Historic Blooming Grove Historical Society for additional contribution
towards roofing: Wright reported that he notified Ann Waidelich about this item on tonight’s
agenda in the event she could attend to solicit support for Dean House. Ms. Waidelich responded
that they met their fundraising goals and therefore are withdrawing their request. No action was
necessary.
2c. Town Hall room rental for amplified music on December 15, 2025: Wright reported that he
received an in-person inquiry to rent the Community Room for a family-oriented event that would
not include the consumption of alcohol, if approved. The proposed gathering would include four
bands playing amplified music. The audience size, according to Adam West who made the inquiry,
would be approximately fifty. The room can hold that many individuals. It was noted that the
configuration of the room is not conducive to amplified music. Concerns were expressed regarding
the possible need to clear snow after regular hours, a crowd size exceeding the legal capacity for
the space, and the possible disturbance of neighboring residential properties. Without objection,
Wright should respond to Mr. West that the Town is declining the proposed event or any event with
amplified music.
2d. Appointment of Town election inspectors for the 2026-2027 election cycle:
Joe Buchiccio, Bonnie Gudmandsen, Missy Dittmer-Herrmann, Jean
Hodge, Michael LaForest, Kellene Leicht, Mary Noles, Trish O’Neil, Erin
Pierce, Kathy Punwar, Ron Ruzicka, Deborah Sellers, Robert Tews, Cheryle
Wampole, and David Young (all are unaffiliated): It was noted that neither the Republican nor
the Democrat Party chairs for Dane County submitted a list of nominations to be appointed for the
January 1, 2026 through December 31, 2027 term. Therefore, the names, as recited aloud by
Chair Bristol, are a mix of returning election inspectors and recent recruitments who are politically
unaffiliated.
Chair Bristol moved to appoint the list of election inspectors for the 2026-2027 cycle, as presented;
2nd by Supervisor Schroeder. Motion carried 4-0-0.
2e. Set start time for December 31, 2025 Board meeting: Without objection, the December 31,
2025 year-end meeting will come to order at 10:00 AM.
3a. Minutes of November 19, 2025 Public Hearing for the 2026 budget:
Supervisor Young moved to approve the November 19, 2025 for the 2026 budget public hearing;

consider the 2025 pay 2026 local levy: Supervisor Schroeder noted a misspelling in the draft
minutes. There was brief discussion regarding the accuracy of the motion and second.

levy payable 2026, as corrected; 2nd by Supervisor Young. Motion carried 4-0-0.
