Blooming Grove Town Board Meeting Minutes for November 5, 2025 Chair Bristol called the meeting to order at 5:30 PM. Other Town Board members in attendance were Supervisors Teuscher, Schroeder, Young, and Woznick. Also in attendance were Clerk/Treasurer/Administrator Wright and Deborah Sellers. The Pledge of Allegiance was recited by those present. Clerk/Treasurer/Administrator Wright confirmed proper proof of posting. There were no changes to the agenda. 2a. Review updated 2026 expenses and possible adjustment to accommodate the changes to the 2026 Budget: C/T/A Wright stated that the 2026 budget in tonight’s packet has been updated to reflect 2025 income and expenses to date as well as to apply more unallocated resources to balance the proposed 2026 budget that was approved by the Board at the October 22, 2025 meeting. An unexpected 2026 expense from Yahara Wins arrived after the summary budget has been posted. The 2024 and 2025 dues were paid in 2024 for Yahara Wins, so the expense had not been included in the 2025 budget; consequently, it had not been added to the 2026 budget. To cover the $3,300 expense in 2026, Wright proposed he, with the assistance of Cory Buske, Supervisor of Public Works, file the MS4 annual storm water management report online. Wright confirmed with the Wisconsin Department of Natural Resources that an engineer does not need to file the report on the Town’s behalf. This will result in a savings of $5,000. The remaining savings could be applied to cover the increase to Quick Books desktop costs in 2026. Wright also recommended retaining membership in the Wisconsin Towns Association, but not the Town Advocacy Council (TAC). Supervisor Woznick moved to reallocate funds originally budgeted to pay Mead & Hunt to file the annual MS4 Report to the dues to Yahara Wins and the increase in accounting and payroll software and to not renew membership in TAC in 2026 for no net change to the proposed budget; 2nd Supervisor Young. Motion carried 5-0. 2b. Draft Ordinance to Adopt City of Madison Ordinances related to building inspection and codes: Wright stated that the Town’s building code was updated in 2020; he will replace the one on the website from 2009. City of Madison Assistant attorney Doran Viste shared a Town of Madison ordinance adopting the city building code that Wright has used as a model for the Town Board to consider. Viste recommended that the Town’s attorney review before adoption consideration. Chair Bristol moved to authorize for C/T/A Wright to present the draft ordinance to Chris Hughes at Stafford Rosenbaum for legal review; 2 nd by Supervisor Woznick. Motion carried 5-0. 2c. Possible approval of survey for Town Parks resources: Plan Commission Chair Dave Young reported on a special meeting held earlier this morning. Plan Commission members (Teuscher was unable to attend), a member of the public, Supervisor Buske, and CTA Wright toured the three town parks to inventory existing resources, identify any deficiencies, and to discuss possible future improvements prior to annexation into the City of Madison in 2027. Young would like to solicit input from Town residents. There followed a brief discussion regarding the form a survey could take (mailed, online, available during the Spring Primary and Election, etc.), the possible replacement of the Thurber Park shelter roof, and sealing/restriping the basketball court at Thurber Park. There was no objection for Young to work with Wright to develop a survey and the method for gathering opinions. The shelter roof should be inspected for hail damage to see whether it might be covered by property insurance. 3a. Minutes of October 22, 2025 Town Board Meeting: Supervisor Schroeder moved to approve the minutes of the October 22, 2025 Town Board meeting, as presented; 2nd by Supervisor Teuscher. Motion carried 5-0. 3b. Approval of Vouchers: Supervisor Schroeder made a motion to approve the vouchers, as presented; 2nd by Supervisor Woznick. Motion carried 5-0. 4. Public Comments: Deborah Sellers would like to see a bouncy toy shaped like an airplane, similar to the one in Thurber Park, in the two other town parks. 5. Adjournment: Chair Bristol moved to adjourn the meeting; 2nd by Supervisor Teuscher. Motion carried 5-0 at 6:17 PM.
