Town of Black Earth Minutes of Town Board Meeting Tuesday, June 23, 2026 1. Meeting call to Order. Town Supervisor Barb Parrell called the meeting to order at 7:04 PM. Supervisor Joann Bennett, Treasurer Brenda Kahl, and Clerk Stephanie Zwettler were present. Town Chair Tom Turk was excused. Also in attendance: Steve Parrell and Jason Handel. 2. Proof of Posting. An affidavit of posting was provided. 3. Approval of the Agenda. Joann Bennett moved and Barb Parrell seconded the motion to approve the agenda. Motion carried. 4. Approval of Minutes of Previous Meeting – May 19, 2026. Joann Bennett moved and Barb Parrell seconded the motion to approve the minutes from May 19, 2026, as presented. Motion carried. 5. Financial Report. a. Money Market: $378,911.20 Checking: $81,857.34 b. Approval of written checks. Barb Parrell moved and Joann Bennett seconded the motion to approve written checks numbered 12788-12796, and 12816-12821, including direct deposit paychecks. Motion carried. 6. Plan Commission. Supervisor Joann Bennett presented the discussions from the Plan Commission meeting, including proposed updates to the Land Use Plan related to the Transfer of Development Rights program. 7. Patrolman’s Report. Patrolman Jason Handel reported that the Midland Road overlay project is complete and awaiting gravel for the shoulders; the Mack truck received new apron bearings and a shaft; the John Deere tractor is scheduled for warranty work soon. 8. Gateway to the Driftless – resolution of support. The Town Board reviewed the proposed resolution of support. Action is postponed until the next meeting. 9. Reeve Rd bridge – update. The Public Information Meeting was held on June 17, 2026. The Town Board reviewed the Engineer’s Estimate. 10. EMS Board Report. No report this month. 11. Fire Board Report. No report this month. 12. Future agenda items. Gateway to the Driftless resolution; website update. Minutes of Town Board meeting – June 23, 2026 13. Adjourn.
