1 MINUTES TOWN OF PLOVER BOARD MEETING OCTOBER 30, 2024 1. CALL TO ORDER: Chairman Garbe called the meeting of the Town of Plover Town Board to order at 6:00 PM with the Pledge of Allegiance. Also present were Supervisors Bentley, Firkus, Pingel, and Rossier; Clerk/Treasurer Weller; Superintendent of Highways William Honaker; Town of Plover residents Priscilla Garbe, Susan Groom, Debra Sniadajewski, and William Sniadajewski; Dan Hansen, Jacob Hansen, and Lauren Hansen of Central Wisconsin Building Inspections, LLC. 2. CORRESPONDENCE AND COMMUNICATIONS: Chairman Garbe reported that he received the signed First Amendment to Residential Waste and Recyclable Material Collection Contract from WM (Waste Management) and that he is continuing work on a list of households serviced. Supervisor Rossier suggested a potential job applicant for snow plowing and inquired about the status of patching on Harding Avenue near Kwik Trip. 3. PUBLIC COMMENTS: There were no public comments. 4. BUILDING INSPECTOR – INTERVIEW OF CANDIDATE: Building inspector Dan Hansen, owner of Central Wisconsin Building Inspections, LLC, introduced himself, provided information and answered questions about his business procedures and fee schedule, and explained the process to transition to a new building inspector. 5. HIGHWAY SUPERINTENDENT REPORT AND AUTHORIZATION FOR PURCHASES: Superintendent of Highways William Honaker reported on brushing, tires and a couch dumped along roads, and sign repairs. Chairman Garbe mentioned railroad crossing painting and signage updates and the retrieval of an old motor bike from Bluebird Lake. Supervisor Rossier noted improvements in shop organization and recommended that the tops of oil barrels be cleaned. 6. REVIEW OF 2025 DRAFT BUDGET: Board members reviewed and discussed the proposed year 2025 budget and tax levy. Chairman Garbe thanked Town of Plover resident Debra Sniadajewski for her donation of time in working on the 2025 budget. 7. SCHEDULING OF PUBLIC HEARING FOR 2025 BUDGET AND SPECIAL ELECTOR MEETING FOR 2024 LEVY TO BE PAID IN 2025: Supervisor Bentley made the motion to schedule the public hearing regarding the proposed 2025 budget and the special elector meeting regarding the 2024 tax levy for Wednesday, November 20, at 6:00 PM. Supervisor Rossier seconded the motion, the question was called, and the motion carried unanimously. 8. AMENDMENT TO 2024 BUDGET: Chairman Garbe previously distributed Resolution 20241030 to board members for review. Resolution 20241030 increases revenue account Fund Balance Applied by $275,500.00 to an amended account budget of $456,527.46 and increases expense account Specific Road Projects by $275,500.00 to an amended account budget of $411,500.00. 2 Supervisor Bentley made the motion to adopt Resolution 20241030 to amend the 2024 budget as presented, Supervisor Firkus seconded, the question was called, and the motion carried unanimously in a roll call vote. 9. MINUTES OF TOWN BOARD MEETINGS AND ANY OTHER MINUTES TO BE PRESENTED: Supervisor Rossier made the motion to approve the minutes of the October 2, 2024, town board meeting as presented. Supervisor Pingel seconded the motion, the question was called, and the motion carried unanimously. 10. RECONCILED BANK STATEMENTS AND CASH SUMMARY: • RECONCILED BANK STATEMENTS: This item will appear on the next town board meeting agenda. • CASH SUMMARY AS OF OCTOBER 30, 2024, AT 5:50 PM: COMMITTED FUNDS: $ 208,215.69 UNCOMMITTED FUNDS: GENERAL ACCOUNT $ 867,161.63 NOW CHECKING $ 27,244.10 TOTAL UNCOMMITTED FUNDS: $ 894,405.73 TOTAL CASH FOR TOWN OF PLOVER: $ 1,102,621.42 Supervisor Pingel made the motion to approve the cash summary as presented, Supervisor Bentley seconded, the question was called, and the motion carried unanimously. 11. BUDGET ADJUSTMENTS: Clerk/Treasurer Weller reported overages of $408.50 in Assessor relating to the 2024 revaluation and $88.00 in Crack Filling due to the purchase of propane. Supervisor Pingel made the motion to adjust the overages by transferring $496.50 from Contingency Fund. Supervisor Bentley seconded the motion, the question was called, and the motion carried unanimously. 12. APPROVAL OF VOUCHERS FOR PAYMENT, SIGNING OF VOUCHER LIST, AND AUTHORIZATION OF TRANSFER OF FUNDS: Supervisor Pingel made the motion to approve the payment of $336,239.27 to cover Checks 27509 through 27516. Supervisor Rossier seconded the motion, the question was called, and the motion carried unanimously. 13. FUTURE MEETING DATES AND AGENDA ITEMS: The next regular town board meeting is scheduled for November 20 following the public hearing and special elector meeting. Future agendas may include an interview of another building inspector candidate and additional employee performance evaluations. Chairman Garbe shared charts comparing actual year-to-date Town of Plover Public Works Department employee hours and wages to budgeted amounts. 3 14. ADJOURNMENT: Supervisor Bentley made the motion to adjourn the meeting at 7:47 PM, Supervisor Firkus seconded, the question was called, and the motion carried unanimously.
