1 MINUTES TOWN OF PLOVER BOARD MEETING OCTOBER 16, 2024 1. CALL TO ORDER: Chairman Garbe called the meeting of the Town of Plover Town Board to order at 6:00 PM with the Pledge of Allegiance. Also present were Supervisors Bentley, Pingel, and Rossier; Clerk/Treasurer Weller; and Town of Plover residents Priscilla Garbe, Michael Schoenholz, Debra Sniadajewski, and William Sniadajewski. David Hart and Maureen Muldoon of the Wisconsin Geological and Natural History Survey participated in the meeting via speaker phone. Supervisor Firkus was excused. 2. CORRESPONDENCE AND COMMUNICATIONS: Chairman Garbe reported on the Wisconsin Department of Natural Resources Special Fire Warning Notice requiring burning permits, the status of the First Amendment to Residential Waste and Recyclable Material Collection Contract with WM (Waste Management), the submission of data for the State of Wisconsin Department of Transportation Local Structures 6-20 Feet Program, and railroad crossing inspection findings and corrective actions. Board members briefly discussed recent and upcoming planning and zoning issues. 3. PUBLIC COMMENTS: There were no public comments. 4. MEMORANDUM OF UNDERSTANDING BETWEEN TOWN OF PLOVER AND WI GEOLOGICAL & NATURAL HISTORY SURVEY FOR MONITORING WELLS LOCATED IN TOWN ROAD RIGHT-OF-WAY: Hydrogeologists David Hart and Maureen Muldoon of the Wisconsin Geological and Natural History Survey provided an overview of the memorandum of understanding and project updates and answered questions from board members. The Land Use and Access Agreement for Groundwater Monitoring was drafted to capture input and address concerns from previous conversations; the use of the monitoring wells may be terminated by either party upon 180 days written notice. A future agreement could detail Portage County involvement in the process. Installation of the three nests of wells consisting of three wells each near the Portage Solar Project is scheduled to start the last week of October. Supervisor Rossier made the motion to approve the Land Use and Access Agreement for Groundwater Monitoring as proposed by the Wisconsin Geological and Natural History Survey. Supervisor Bentley seconded the motion, the question was called, and the motion carried. Supervisor Pingel voted against the motion. 5. HIGHWAY SUPERINTENDENT REPORT AND AUTHORIZATION FOR PURCHASES: Superintendent of Highways William Honaker was not present. Chairman Garbe reported on brushing, grading, and the delivery of road salt for the winter season. 6. MEEHAN DRIVE CONSTRUCTION PROJECT UPDATE: Chairman Garbe noted that the Meehan Drive recondition project has been completed and the Meehan Drive railroad crossing is open. A budget amendment will be required to cover the payment to Haas Sons, Inc., and the Town will promptly request its Town Road Improvement Supplemental Program funding from the Wisconsin Department of Transportation. 2 7. FIVE-YEAR ROAD PLAN: Board members discussed the draft 2025-2029 capital road plan. Chairman Garbe is gathering estimates from vendors for possible 2025 work. 8. BUILDING INSPECTOR REPLACEMENT UPDATE: Chairman Garbe indicated that he has contacted four building inspectors that serve the Central Wisconsin area, and two have expressed interest in working with the Town of Plover. Candidates will be interviewed at future meetings. 9. HOSTING WTA UNIT MEETING IN 2025: Supervisor Bentley made the motion to host the Wisconsin Towns Association Portage County Unit meeting in September 2025. Supervisor Pingel seconded the motion, the question was called, and the motion carried unanimously. 10. MINUTES OF TOWN BOARD MEETINGS AND ANY OTHER MINUTES TO BE PRESENTED: Supervisor Bentley made the motion to approve the minutes of the September 18, 2024, town board meeting as presented. Supervisor Rossier seconded the motion, the question was called, and the motion carried unanimously. 11. RECONCILED BANK STATEMENTS AND CASH SUMMARY: • RECONCILED BANK STATEMENTS OF SEPTEMBER 30, 2024: Clerk/Treasurer Weller previously distributed copies of the Local Government Investment Pool (LGIP) statement and reconciliation to board members. The LGIP committed and uncommitted accounts reconciled at a total of $1,052,204.24 on September 30, 2024. Supervisor Pingel made the motion to approve the LGIP statement reconciliation as presented, Supervisor Bentley seconded, the question was called, and the motion carried unanimously. • CASH SUMMARY AS OF OCTOBER 16, 2024, AT 5:55 PM: COMMITTED FUNDS: $ 208,215.69 UNCOMMITTED FUNDS: GENERAL ACCOUNT $ 892,161.63 NOW CHECKING $ 3,923.66 TOTAL UNCOMMITTED FUNDS: $ 896,085.29 TOTAL CASH FOR TOWN OF PLOVER: $ 1,104,300.98 Supervisor Pingel made the motion to approve the cash summary as presented, Supervisor Rossier seconded, the question was called, and the motion carried unanimously. 12. BUDGET ADJUSTMENTS: There were no budget adjustments presented. 13. APPROVAL OF VOUCHERS FOR PAYMENT, SIGNING OF VOUCHER LIST, AND AUTHORIZATION OF TRANSFER OF FUNDS: Supervisor Pingel made the motion to approve the payment of $10,478.04 to cover Checks 27502 through 27508. Supervisor Rossier seconded the motion, the question was called, and the motion carried unanimously. 3 14. FUTURE MEETING DATES AND AGENDA ITEMS: A budget workshop will be held on October 24. The next regular town board meeting is scheduled for October 30 at 6:00 PM. Future agendas will include consideration of building inspector candidates, a 2024 budget amendment, the draft 2025 budget, the 2025-2029 capital road plan, meeting minutes software, and public works department employee performance evaluations. 15. ADJOURNMENT: Supervisor Rossier made the motion to adjourn the meeting at 7:23 PM, Supervisor Bentley seconded, the question was called, and the motion carried unanimously.
