A. Recommend Ordinance Amendment and Associated Signage for St. John’s Public
Pier
Laughland reported he already took this to the Lake Welfare Committee and they are in
support of the proposal.
There was discussion about what hours should be put on the signage for St. John’s pier.
Motion by Stephen Laughland, seconded by Dan Cahalane, to pass the recommended
action as stated in the ePacket that recommends the Common Council amend the City of
Delafield Ordinance in Sec. 36-1 to accomplish the following:
1. Designate the hours of the public pier in St. John’s Park located on St. John’s Bay to be
from 6:00 a.m. – 10:00 p.m. daily.
2. Limit the duration of occupation of a pier slip to a maximum of three hours.
3. Prohibit overnight parking of boats at the public pier.
4. Designate the southwest slip, closest to the shoreline on the south side of the pier, as
reserved for the exclusive use of St. John’s Northwestern Academy.
5. Exclude St. John’s Northwestern Academy from the hours, duration, and overnight
restrictions, to allow full-time 24-hour use of the pier and lake access, matching that of
all residents with lake access.
6. Replace the temporary signage with the appropriate updates pursuant to these changes.
7. The words “Until Further Notice” should be removed from the sign that is temporarily
posted at St. John’s pier, once the ordinance has been passed.
All in favor. Motion carried.

St John’s Park Project - $18,200.00 Estimated by Public Works: $5,000 - rescue high value trees, remove underbrush, machine rental. $5,000 - plant three to five more trees, wood chip trail, install Canoe, Kayak and SUP launch, gravel or wood chips pad for rental trailer to park on, two or three picnic tables. $3,200 - two picnic tables on a gravel or woodchips pad, anchored to the ground, in a design intended to have uniformity throughout the city, aesthetically nice and weatherproof. $5,000 - plant a staggered or straight line of evergreens on north lot line, possible survey assistance. Contingency Additional Projects – if time remains in machine rental we may deploy the machinery to the Bridle Trail and Oakwood Park for trimming and cleanup This project is led by our City Forester Sean Heinzel who will be our “Picasso” on shaping this beautiful area. The goal is to rescue high-value trees currently being chocked literally to death due to lack of proper forestry management of this portion of St. John’ s Park, and, to beautify and improve access to this area of the Bay. The City of Delafield is designated a Tree City USA community by the Arbor Day Foundation, and in keeping with our much deserved designation we have an obligation to engage in proper tree management. To accomplish this we will rent a machine with specific capabilities to facilitate fast, efficient and tree-friendly removal of the underbrush and low-value trees in this area. Then, our highly capable Forester will evaluate where we can place three to five additional trees in such a way that compliments the area and avoids the same chocking off conditions occurring over time. The area will then be lightly landscaped, establishing a wood chip trail leading from the existing pathways around to the public boat pier. Two picnic table locations will be selected along the trail in positions intended to provide good visual access to the Bay. They’ll be on pads of wood chips or gravel, and anchored to the ground. We will also relocate the Clear Water Outdoors trailer to the other side of the pathway, on a pad we will make for it of either wood chips or gravel, to facilitate ease of maintenance around it.
St. John’s Park Project - Description
We will also procure and install the Canoe, Kayak and SUP launch approved for installation in St. John’s Bay in prior years. • The location of the launch will be decided in conjunction with input from the applicable DNR officials to guide us in properly respecting this “Sensitive Area”. • The DNR doesn’t regulate what we do on land. They do have influence on what we can and should do in the lake itself, particularly as it pertains to lily pads. We will obtain DNR assistance including obtaining any permits that may be needed so that we may properly launch through the lily pads, or hand-pare a designated boat path through the lily pads. o Our first choice is to place the launch at the natural grade entry point on the north side of the large existing willow tree that is NOT on the dam, and is located on the shoreline between the existing fishing pier and public pier. § This location has many advantages including that natural landscape, the location being the closest to the parking lot where boats must be carried from, and also being close to where Clear Water Outdoors rental boats are stored. o Second choice will be adjacent to the new public pier on the south side of it and with adequate clearance for the St John’s assigned boat slip. § This location is a significant carry distance compared to the first choice. o Our default location is on the dam south of the fishing pier where launching has worn a pathway. § This location is our only apparent option if one of the first two is not approved for paring of or launching through the lily pads. However, we prefer to NOT encourage heavy traffic on the dam, so we want to do whatever we need to in order to select one of the first two locations. The north boundary of St. John’s park currently has a part paved and part gravel road, and then a grass area north of that road. We intend to verify where the property boundaries are, and plant evergreens to round out the aesthetics and to clarify park property lines. Those evergreens will be staggered if we have adequate space. Otherwise they will be a straight line. Contingency Additional Projects – we don’t have hard quotes for this project and it will evolve as the “canvas” opens up so we can see clearly how best to proceed with placement of trees, tables, etc. If we have time left in the machine rental that fits in our overall approved spending we intend to redeploy that machine to the Bridle Trail and to Oakwood Park to specific areas that need to have significant forestry work done.
Proposed 2027 Park & Rec Budget - Liberty Park Stage - In the Summer of 2023, 2024, 2025 and 2026, the City rented a temporary stage for the “Liberty Park Live” Concert Series. Based on the success of the 2026 season, the proposed Park & Rec budget includes a stage for a 2027 concert season. • Total aKendance has nearly tripled from 2023 to 2026: o 1,600 in 2023 o 3,400 in 2024 o 3,800 in 2025 o 4,600 in 2026 • More children/families in aKendance in 2024-26 o Broad performer appeal and variety have helped increase aKendance § Recognized name bands § Kids from Wisconsin § Tribute bands The Delafield Arts FoundaYon board has commiKed to book/fund performers for a 2027 season. The have recruited several acYve sponsors and conYnue to fund-raise for a permanent stage in Liberty Park. The schedule will not conflict with the Delafield Block Party, and Independence Day fireworks. The proposed $22875 budget covers the 10-week stage rental and associated costs. The DAF will be responsible for all performers and any addiYonal expense.
