1 MINUTES TOWN OF PLOVER BOARD MEETING AUGUST 5, 2024 1. CALL TO ORDER: Chairman Garbe called the meeting of the Town of Plover Town Board to order at 7:00 PM with the Pledge of Allegiance. Also present were Supervisors Bentley, Pingel, and Rossier; Clerk/Treasurer Weller; and Portage County Deputy Emergency Management Coordinator Bonnie Skalecke. Supervisor Firkus was excused. 2. CORRESPONDENCE AND COMMUNICATIONS: No correspondence or communications were presented. 3. PUBLIC COMMENTS: There were no public comments. 4. LOCAL HAZARD MITIGATION PLANNING WITH COUNTY EMERGENCY MANAGEMENT STAFF: Portage County Deputy Emergency Management Coordinator Bonnie Skalecke explained the purpose and process of collaborating with municipalities to update the Portage County Hazard Mitigation Plan; the goal is to have all information compiled by January 2025 for public review at the county level. Participation in the Portage County Hazard Mitigation Plan leads to pre-disaster and post-disaster mitigation funding opportunities. If the Town of Plover opts out, it would qualify for disaster recovery funds in the future but not mitigation funds. Board members questioned and discussed whether the time and effort spent on the update would ever result in a benefit for the Town. Chairman Garbe and Clerk/Treasurer Weller volunteered to start working on the Town of Plover portion of the Portage County Hazard Mitigation Plan with Skalecke and will reach out to the rest of board members for input as needed. 5. CLASS B BEER AND LIQUOR LICENSE INITIAL ISSUANCE FOR PLOVER CAFE: Portage County Health and Human Services Department staff have completed the pre-inspection of Plover Cafe and issued the license necessary to open for business. Supervisor Pingel made the motion to approve a Class “B” Beer and “Class B” Liquor license for Plover Cafe. Supervisor Rossier seconded the motion, the question was called, and the motion carried unanimously. 6. OPERATOR/BARTENDER LICENSE APPROVALS: No applications for operator/bartender licenses have been received. 7. MOBILE HOME PARK INSPECTIONS: Portage County Health and Human Services Department staff have completed annual manufactured home community inspections for Birch Tree Estates and Riverview Estates; Clerk/Treasurer Weller will request copies of the inspection reports. 8. MOBILE HOME PARK LICENSE RENEWALS: Licensing is delayed until copies of the annual manufactured home community inspection reports are received. 2 9. MINUTES OF TOWN BOARD MEETINGS AND ANY OTHER MINUTES TO BE PRESENTED: This item will appear on the next town board meeting agenda. 10. RECONCILED BANK STATEMENTS AND CASH SUMMARY: • RECONCILED BANK STATEMENTS OF JUNE 30, 2024: Clerk/Treasurer Weller previously distributed copies of the Local Government Investment Pool (LGIP) statement and reconciliation to board members. The LGIP committed and uncommitted accounts reconciled at a total of $1,134,669.46 on June 30, 2024. Supervisor Pingel made the motion to approve the LGIP statement reconciliation as presented, Supervisor Bentley seconded, the question was called, and the motion carried unanimously. • CASH SUMMARY AS OF AUGUST 5, 2024, AT 6:30 PM: COMMITTED FUNDS: $ 205,437.46 UNCOMMITTED FUNDS: GENERAL ACCOUNT $ 963,545.51 NOW CHECKING $ 31,073.19 TOTAL UNCOMMITTED FUNDS: $ 994,618.70 TOTAL CASH FOR TOWN OF PLOVER: $ 1,200,056.16 Supervisor Pingel made the motion to approve the cash summary as presented, Supervisor Rossier seconded, the question was called, and the motion carried unanimously. 11. BUDGET ADJUSTMENTS: There were no budget adjustments presented. 12. APPROVAL OF VOUCHERS FOR PAYMENT, SIGNING OF VOUCHER LIST, AND AUTHORIZATION OF TRANSFER OF FUNDS: This item will appear on the next town board meeting agenda. 13. FUTURE MEETING DATES AND AGENDA ITEMS: The next regular town board meeting is scheduled for August 22. Board members discussed increasing oversight of public works department employees and organizing a meeting for performance evaluations. 14. ADJOURNMENT: Supervisor Bentley made the motion to adjourn the meeting at 9:07 PM, Supervisor Rossier seconded, the question was called, and the motion carried unanimously.
