Unapproved Winchester Planning Commission Minutes June 21, 2026 Meeting Called to order by Chairperson Wainio at 7:04 PM. Recited Pledge of Allegiance Roll Call: Sulo W., Stephani K., Lennell S., Robert S., Nickolas N., Danny D., 6 Present, quorum verified. Approval of the agenda at the discretion of the Chair: Nicholas N. Seconded by Stephani K. Approved by all. Approval of the April 27,2026 minutes: Motion by Robert S. Seconded by Lennell S. Approved by all. Winchester Town Board Liaison report: Reported Nicholas Newton was the new Town Chairmen, there are three candidates to fill the vacant Town Supervisor position Sulo Wainio, Danny Dye, and David Berger, the process continues. The Meeting room remodel has been completed. Correspondence and Commission member reports: Sulo asked about Cassie asking about sending PC minutes to everyone on the planning commission, concerned about not being able to open the minutes, need to send them in PCF format. Nickolas N. will be stepping down from the PC. Ben should move up from alternate to primary member. Town Board needs to post for new people interested in being PC members. Boating Ordinance 2026: PC needs to reread it, then vote on forwarding it to the Town Board. Discussion on air boats on Rainbow Lake, decided to look at airboat issues as a standalone ord. later. Question on house boats, discussion about removing houseboats from ord. Reviewed Ord. made a few corrections, Danny D. put it into the correct format, reviewed ord. vote taken to send Boating ordinance to the Town Board vote 6 to 0 approve ord. Recommended to approve ordinance, and not to go to Towns attorney. Town Road ord. Started working on ordinance by changing some wording, formatting into the correct format, fixed spelling errors. Will continue working on ordinance at the July PC meeting. Motion to table New Business #1,2,3 and 4 to the July Meeting motion by Nickolas N. 2nd by Lennell S. Passed by all.
