DRAFT DRAFT DRAFT Winchester Planning Commission Minutes January 26, 2025, 7:11pm at the Winchester Town Hall 7228 Highway W, Winchester Wis. 54557 The meeting was called to order at 7:11 pm at the Winchester Town Hall. Present were PC members Chairman Sulo Wainio, Vice Chairman Nicholas Newton, Robert Silvis, Danny Dye, Stephanie Kutz, alternate John Grimmer, and Ben Zaleski. A Roll Call of P .C. Members was done, and a quorum declared. Pledge of Allegiance was recited. The minutes of November 24, 2025, were approved by Stephanie, seconded by Danny.  Approval of the agenda at the Discretion of the Chair: Danny moved to approve the agenda, and it seconded by Stephanie  Winchester Town Board Liaison report: No discussion or action taken. Public Comment: None. Correspondence: None. Old Business 1. Discussion/possible action on driveway ordinance (Draft 20250324) Driveway Ordinance was discussed at some length, especially the diƯerence between maintenance versus re-building, and the driveway application, which underwent some changes. This is to be e-mailed to PC members for them to review. Tabled for now by Sulo, seconded by Dan. 2. Discussion/possible action on Review of Town Road Ordinance: Tabled by Sulo, seconded by Dan. 3. Discussion/possible action on adding “no swimming at boat landings” to Ordinance 2018-09 Boating and Water Regulations. This was discussed with Nic to represent the view of the DNR. 4. Discussion/possible action: Continued review of all town ordinances: Tabled by Sulo, seconded by Dan. New Business 1. Discussion possible action on review of chapter 6 of the Town of Winchester Comprehension Plan 2021. Tabled by Sulo, seconded by Dan. 2. Discussion/possible action on assigning, finding and reviewing or updating or writing a recreation plan for the Town of Winchester. Tabled by Sulo, seconded by Dan Future agenda items Turtle Lake bridge and dam South Turtle Lake Boat landing. There is grant money, but it requires an engineering plan. Review of Planning Commission Rules Update Emergency Services Ordinances and Town Emergency Plan (John M). Discussion on Winchester Forest Plan (document emailed) Edit short Term Rental Ordinance to add ATV/UTV local route map to Ordinance. John Grimmer is working on this.
