Town of Winchester 7228 CTH W Winchester, WI 54557 winchesterwi.com Meeting Minutes Special Town Board Meeting Wednesday, December 31, 2025 Chairman Discianno called the meeƟng to order at 9:00 am on Wednesday, December 31st, 2025 at Winchester Town Hall. Chairman Discianno, Supervisor Newton, Supervisor Silvis, Clerk Newton aƩended. Supervisor Newton made a moƟon to approve the agenda. Supervisor Silvis seconded the moƟon, and the moƟon passed 3-0 in a voice vote. 1. Approval of 2026-2027 Poll workers: Clerk Newton read a list of nine individuals who agreed to serve as poll workers for the 2026-2027 elecƟon cycle: Angela Apostoloff, Janice Brewer, Adeline Huybrecht, Nancy Johnson, Stephen Russell, Nancy Russell, Darrell Smith, Penny Zobel and Helyn Woolf. Chairman Discianno made a moƟon to approve the list of poll workers. Supervisor Newton seconded the moƟon and the moƟon passed 3-0 in a voice vote. 2. MoƟon to go into closed session under ss19.85 (1) (c) for employee compensaƟon ConsideraƟon: Chairman Discianno made a moƟon to enter closed session under ss1.85 (1) (c) for employee compensaƟon consideraƟon. Supervisor Silvis seconded the moƟon and the moƟon passed 3-0 in a voice vote. The board entered closed session at 9:03 am. At 9:57 am Supervisor Newton made a moƟon to return to open session. Chairman Discianno seconded the moƟon and the moƟon passed 3-0 in a voice vote. Chairman Discianno reported that an employee review for a town crew employee was finished and that the employee with come back for further discussion about benefit opƟons.
