Secretary's Minutes Minutes of July 14, 2026, approved as submitted. No changes or corrections noted. Changes/additions to agenda None noted. Intro of new members/guests Guests: Mark Witte and Sara Ruenger, Armor Lake. Treasurer's Report DNR final payments for 2024 grants received. 2026 point intercept bills paid: Papoose $9,850, Van Vliet $6,250. Bill received for Presque Isle ($9,850). Big Lake invoice for $9,850 expected. No further bills anticipated after those are received. Spreadsheet shared with Finance Committee monthly. PITLC participating in Town budget planning on 8/17/26. Attachment 2 contains the current fiscal year financial grant status. Correspondence Eric Benn reported a DNR complaint regarding an unauthorized rock dam at Armor Lake outlet on Crab Creek. Property owner has been directed to remove the dam. Dam is approximately 1.5 ft high, on private property, estimated to have been in place since at least 1966. If removed, Armor Lake level could drop 1–1.5 ft. Downstream chain: Armor → Horsehead → Little Horsehead → South Branch Presque Isle River. Bob Heilman noted upstream impacts to Crab, Annabelle, and Oxbow lakes. Eric Benn to marshal legal resources; original DNR complaint may be public record. 6. Old Business a. Grant Status Attachment 1 2024 Grants — All money received, all bills paid. DNR reports not yet verified as published online. Going forward: detailed volunteer timesheets will now be required for the matching volunteer hours in the grant. Ann to work with the DNR to determine if a summary document will work. PITLC will mark these grants oOicially closed once the DNR reports appear online. 2025 Grants (Carlin, Little PI, Lynx, Round, Wildcat): Report preparation billing expected December/early January; then volunteer worksheets required (15 hrs CBCW + 15 hrs Adopt-a-Shoreline per lake over 2 years). 2026 Grants (Big, Papoose, PI, Van Vliet): Same volunteer requirements; point intercept surveys underway. b. 2027 Grant Planning Preliminary applications due September 15; final applications due November 15. Wilderness Waters Report Update approved for grant application. Remaining grant candidates under investigation: Stateline, Ann, Averil, Red Bass, Rice Creek. Ann Mawicke and Nick Williams to research and report back. Main issue for all of these lakes is they do not have public landings. Some have carry-in access and Ann and Nick will research whether PITLC can pursue these grants. Boat wash station: Group discussed but no champion identified; no application this year. Discovery Center demonstration unit available on request. I-LIDS: Thursday demonstration at Wilderness Landing, 10:30 AM. Tim Pire organizing. Unit approximately $10,000–$12,000; cell coverage required. 7. New Business a. Lakes Without Public Landings Ann Mawicke researched the potential of partnering with Trout Lake Station to be able to do lake surveys for lakes without public landings. (cost ~$14,400 for 2 students). UW College of Limnology management said the project idea would not work under their guidelines. Gary PlouO reported Twin Island Lake abbreviated invasive survey by Al Wirt (Vilas County Land & Water conservationist) on July 15 — 2.5 hours, floating survey, no samples collected, informal discussion. No invasives found, no cost. Gary wrote a one-page report. Ann will contacct Al Wirt about the potential to expand abbreviated surveys to other non-public-landing lakes. Ann will add Gary's report to PITLC Google Drive library. Ann to follow up with Whitewater regarding à la carte survey options. b. Subcommittee Updates Nothing additional to report beyond items above. I-LIDS demonstration covered under 2027 Grant Planning (item 6b). c. Pyrethrin Testing Tom Preston proposed annual water testing for pyrethrins/pyrethroids from mosquito-spraying companies. Liquid chromatography test sent to a lab in Florida. Would establish a water quality baseline; dragonflies are most vulnerable. Richard Phillips confirmed acute toxicity to aquatic insects and fish at sub-ppm levels. Bob Heilman found home test kits at $829–$860. Paul Lewandoski suggested contacting the lab directly and self-collecting samples. Eric Benn suggested checking UW-Stevens Point lab and existing aggregated data. Al Eschenbauch noted Finance Committee is discussing scope of PITLC spending. Cathy Logan Weber suggested bringing this as a budget request for the Finance Committee meeting. Tom Preston took action item to research further. d. Finance Committee Budget Meeting Nick Williams noted PITLC has a 30-minute slot on Monday. Ann Mawicke will present current fiscal year position and projections into the future. 8.
