MINUTES
TOWN OF PLOVER BOARD MEETING
JUNE 25, 2024
1. CALL TO ORDER:
Chairman Garbe called the meeting of the Town of Plover Town Board to order at 6:01 PM with the
Pledge of Allegiance. Also present were Supervisors Bentley, Firkus, Pingel, and Rossier;
Clerk/Treasurer Weller; Town of Plover residents Priscilla Garbe, Gerald Kuhnke, Jean Kuhnke,
Michael Schoenholz, Debra Sniadajewski, and William Sniadajewski; Michael Langlois and Zachary
Langlois of Ridgewood Campground, Inc.
2. CORRESPONDENCE AND COMMUNICATIONS:
A moment of silence was observed for Patricia Phinney, a Town of Plover employee who passed
away on June 21 as the result of an accident at her home.
Supervisor Rossier asked Chairman Garbe if he had contacted a business owner on Harding Avenue
that is continuing to cause road damage, and he replied that he did not have a chance to follow up
yet.
3. PUBLIC COMMENTS:
There were no public comments.
4. CSM FOR GERALD & JEAN KUHNKE DIVIDING PARCEL 030-66-0301:
Town of Plover resident Gerald Kuhnke presented the proposed certified survey map to split Parcel
030-66-0301 into two parcels as approved by the Portage County Planning and Zoning Department.
Supervisor Pingel made the motion to approve the certified survey map for Gerald and Jean
Kuhnke as presented. Supervisor Rossier seconded the motion, the question was called, and the
motion carried unanimously.
5. HIGHWAY SUPERINTENDENT REPORT AND AUTHORIZATION FOR PURCHASES:
Superintendent of Highways William Honaker was excused. Chairman Garbe mentioned that
employees finished crack filling in preparation for the chip sealing projects and will now turn
attention to ditch mowing.
6. REPAIR/RESTORATION OF ELECTRICAL POWER TO THE SHED/REMOTE SIGN – REVIEW OF OPTIONS
AND QUOTES:
Power is not getting to the small shed north of the shop or the lights which illuminate the Town of
Plover sign along State Highway 54; there appears to be a problem with the underground wire
between the shop and the small shed north of the shop. Board members discussed options and
reviewed quotes for repair work.
Supervisor Bentley made the motion to authorize the purchase of two solar lights to illuminate
the Town of Plover sign along State Highway 54, not to exceed $100.00. Supervisor Firkus
seconded the motion, the question was called, and the motion carried unanimously.
7. TAFT AVENUE GRAVEL OVERLAY:
Several local farmers are willing to provide trucks and drivers to help haul material for the Taft
Avenue gravel overlay project between Buena Vista Drive and Marsh Drive. Using donated and
hired trucks in addition to Town of Plover trucks, Chairman Garbe estimated that 1,760 tons of

material could be hauled from the Somers Pit at a total cost of $20,740.00. Details are still being
finalized, but the project is tentatively scheduled for July 12. Although funds were not initially
budgeted for the project, Chairman Garbe anticipated that budget adjustments will be able to cover
the cost of the project but noted that a budget amendment would also be an option if necessary.
Supervisor Rossier made the motion to proceed with the Taft Avenue gravel overlay project, not
to exceed $25,000.00. Supervisor Pingel seconded the motion, the question was called, and the
motion carried unanimously.
8. MEEHAN DRIVE PROJECT UPDATE:
Engineer Dexter Kaetterhenry, Vice President of Gremmer & Associates, Inc., has been
communicating with Chairman Garbe regarding Meehan Drive reconstruction project plans and bid
specifications, including issues such as tree removal. Board members will discuss the project with
Kaetterhenry at the next regular town board meeting scheduled for July 2.
9. CONTRACT WITH VILLAGE OF PLOVER FOR FIRE/EMS SERVICES:
Town of Plover’s allocated cost of fire protection, inspection, and emergency medical services is
$113,777.47 with half of the payment due July 1 and the other half due September 1.
Supervisor Pingel made the motion to accept the 2023-2024 Contractual Agreement for Fire
Protection, Inspection, and Emergency Medical Services as proposed by the Village of Plover.
Supervisor Firkus seconded the motion, the question was called, and the motion carried
unanimously.
10. PORTAGE COUNTY ANIMAL CONTROL CONTRACT:
Supervisor Pingel made the motion to accept the 2024-2029 Portage County Animal Control
Agreement as proposed. Supervisor Bentley seconded the motion, the question was called, and
the motion carried unanimously.
11. MOBILE HOME PARK INSPECTIONS:
Portage County Health and Human Services Department staff have not yet completed annual
manufactured home community inspections for Birch Tree Estates and Riverview Estates.
12. MOBILE HOME PARK LICENSE RENEWALS:
Supervisor Rossier made the motion to approve a mobile home park license for Ridgewood
Campground and to delay other licensing until annual manufactured home community inspections
are completed. Supervisor Pingel seconded the motion, the question was called, and the motion
carried unanimously.
13. CLASS A BEER AND LIQUOR LICENSE RENEWALS:
Supervisor Rossier made the motion to approve Class “A” Beer and “Class A” Liquor licenses for
Feltz’s Dairy Store and Kwik Trip 202. Supervisor Pingel seconded the motion, the question was
called, and the motion carried unanimously.
14. CLASS B BEER AND LIQUOR LICENSE RENEWALS:
Supervisor Bentley expressed concerns about granting “Class B” Liquor licenses to new businesses
that have limited hours, are seasonal, or acquire a very small percentage of income from liquor
sales, but he also acknowledged that it’s difficult to take back “Class B” Liquor licenses from existing
businesses already holding those licenses. Board members shared mixed feelings about withholding
liquor licenses from business owners that are eligible applicants, even though they may not need
the licenses to stay in business.

Supervisor Rossier made the motion to approve Class “B” Beer and “Class B” Liquor licenses for
Club Forest Bar, Golden Sands Speedway, and Infinity. Supervisor Pingel seconded the motion,
the question was called, and the motion carried unanimously.
15. CLASS B BEER AND LIQUOR LICENSE INITIAL ISSUANCE FOR PLOVER CAFE:
Licensing is delayed until Portage County Health and Human Services Department staff complete the
pre-inspection of Plover Cafe.
16. OPERATOR/BARTENDER LICENSE APPROVALS:
Supervisor Rossier made the motion to approve bartender licenses for employees of Club Forest
Bar, Feltz’s Dairy Store, Infinity, and Kwik Trip 202 as listed on “License Approvals.” Supervisor
Bentley seconded the motion, the question was called, and the motion carried unanimously.
17. DISCUSSION OF PREVIOUSLY ISSUED LETTER OF INTENT TO RIDGEWOOD CAMPGROUND
REGARDING DISPOSITION OF REMAINING CLASS B BEER AND LIQUOR LICENSE:
Michael Langlois and Zachary Langlois of Ridgewood Campground, Inc., shared plans for the lake
house and bistro being constructed on the property and their desire to acquire a “Class B” Liquor
license to supplement and grow their core campground business. They wish to provide additional
amenities for people staying in Ridgewood Campground as well as open the lake house and bistro to
the general public year-round. The timeframe for the completion of the buildings is contingent on
various approvals and permits, but the Langlois family hopes to have the lake house operational
with a food truck vendor by August or September of 2024 with the bistro to follow. The original
letter of intent issued May 2, 2024, reserved one available “Class B” Liquor license until July 1, 2025,
for the Langlois family to be used in their bistro currently under construction; Michael Langlois and
Zachary Langlois requested that the letter of intent be modified to allow the “Class B” Liquor license
to be used in either the bistro or the lake house. Board members will possibly take action to revise
the letter of intent at the next regular town board meeting scheduled for July 2.
18. VISTA SANDS SOLAR UPDATE:
Chairman Garbe indicated that the Joint Development Agreement between Town of Plover, Town of
Grant, Town of Buena Vista, Village of Plover, Portage County, and Vista Sands Solar LLC that was
approved at a joint Town of Plover and Town of Grant board meeting on July 20 has been posted on
the Town of Plover website and the Public Service Commission of Wisconsin website. Attorney
Shane VanderWaal, representing the Town of Plover, intends to formally withdraw as an intervenor
now that the Joint Development Agreement has been finalized. The Public Service Commission of
Wisconsin has scheduled two public hearing sessions for August 15 at the Best Western Hotel &
Convention Center in Plover at which the public may offer comments regarding the Vista Sands Solar
Project.
19. MINUTES OF TOWN BOARD MEETINGS AND ANY OTHER MINUTES TO BE PRESENTED:
Supervisor Pingel made the motion to approve the minutes of the June 4, 2024, town board
meeting as presented. Supervisor Firkus seconded the motion, the question was called, and the
motion carried unanimously.
20. STATUS OF UNPAID PERSONAL PROPERTY TAXES:
Clerk/Treasurer Weller has received the largest of the outstanding payments for unpaid personal
property tax, and she anticipates collecting another payment upon the closing of the sale of another
local business.

21. RECONCILED BANK STATEMENTS AND CASH SUMMARY:
• RECONCILED BANK STATEMENTS OF MAY 31, 2024:
Clerk/Treasurer Weller previously distributed copies of the Local Government Investment Pool
(LGIP) statement and reconciliation to board members. The LGIP committed and uncommitted
accounts reconciled at a total of $1,204,348.99 on May 31, 2024. Supervisor Pingel made the
motion to approve the LGIP statement reconciliation as presented, Supervisor Rossier
seconded, the question was called, and the motion carried unanimously.

Supervisor Pingel made the motion to approve the cash summary as presented, Supervisor
Bentley seconded, the question was called, and the motion carried unanimously.
22. BUDGET ADJUSTMENTS:
There were no budget adjustments presented.
23. APPROVAL OF VOUCHERS FOR PAYMENT, SIGNING OF VOUCHER LIST, AND AUTHORIZATION OF
TRANSFER OF FUNDS:
Supervisor Pingel made the motion to approve the payment of $105,094.85 to cover Checks 27301
through 27331 and electronic funds transfer EFT052Q24. Supervisor Firkus seconded the motion,
the question was called, and the motion carried unanimously.
24. FUTURE MEETING DATES AND AGENDA ITEMS:
The next regular town board meeting is scheduled for July 2 at 6:00 PM. Future agendas will include
the Meehan Drive reconstruction project, mobile home park inspections and licensing, alcohol
licensing, the letter of intent issued to the Langlois family, approval of a permit to operate
overweight trucks on designated Town of Plover roads, the auditor’s financial report, and a hazard
mitigation plan.
25. ADJOURNMENT:
Supervisor Bentley made the motion to adjourn the meeting at 9:02 PM, Supervisor Rossier
seconded, the question was called, and the motion carried unanimously.
