TUBBS, SR., Director (608) 266-9051 Dane County Natural Hazard Mitigation Plan Participant Information Form This document identifies expectations of the County and any Dane County CityA/illage/Town that chooses to participate in the Dane County's Natural Hazard Mitigation Plan 2027 update process. Introduction/Purpose: In 2021-22, the Dane County Department of Emergency Management facilitated the development of a Natural Hazard Mitigation Plan for Dane County. The purpose of this plan is to better understand the natural hazards and their impacts on people and property. The plan is also serves to identify a wide range of options to reduce Dane County's vulnerability to natural hazards. The current plan was prepared with a multi-jurisdictional approach in mind. All local units of government in Dane County were invited to participate in the planning process. The decision whether or not to participate was and remains a local decision, based on local community needs. Communities have the option to not prepare a plan, to prepare a stand-alone plan for their jurisdiction, or to participate in a multi-Jurisdiction or county-wide plan. Each of the participating jurisdictions has a specific attachment to this plan. The local attachments describe particular risks and vulnerabilities and identify action items to be taken by the jurisdiction to reduce those risks. Dane County's plan, with the local attachments was approved by FEMA in 2022. The plan and local attachments are posted on the County's website at; https://em.countvofdane,com/hazards/mitiaation~plan Per FEMA regulations, the plan is required to be updated and resubmitted for approval every five years in order to remain eligible for mitigation funding. Dane County Emergency Management is In the process of updating the countywide plan, with the assistance of Dane County Planning & Development and the Capital Area Regional Planning Commission, and encourages the participation of all local units of government within Dane County. County Responsibilities: Dane County Emergency Management will facilitate the required plan update process, and: A. Establish a planning process, work plan, and timelines to assure that the plan is updated in accordance with FEMA standards. B. Facilitate regular planning meetings and other coordination activities between the County and all participating local jurisdictions. C. Monitor progress and outcomes with each participating jurisdiction toward achieving the project milestones. D. Provide plan templates and data collection tools for local use or adaptation. E. Facilitate update of the County's portions of the plan. F. Draft sections of the plan for local jurisdiction approval and adoption. G. Compile and submit plan documents to FEMA for approval. 2982 Kapec Rd, Fitchburg, Wl 53719 TDD; (608) 267-1597 Fax: (608) 266-4500 COUNTY OF DANE Department of Emergency Management MELISSA AGARD, County Executive CHARLES A. VULNERABILITY ASSESSMENT A hazard identification and vulnerability analysis was completed for the Town ofVerona using the same methodology in the County's base plan. The information to support the hazard identification and risk assessment for this Annex was collected through a Data Collection Guide, which was distributed to each participating municipality to complete. The first step in a hazard analysis is to identify which hazards the community is vulnerable to. Table 10 outlines the hazard identification for the Town ofVerona based on the Data Collection Guide issued in 2021. The Data Collection Guide listed all of the hazards that could impact Dane County. The purpose of this worksheet was to identify and rank the hazards and vulnerabilities specific to the jurisdiction. Brooklyn's planning team members were asked to complete the matrix by ranking each category on a scale of 0 to 5 based on the experience and perspective of each planning team member. A ranking of 0 indicated "no concern" while a ranking of 5 indicated "highest concern." This matrix appears as Table 10. This matrix reflects the significance of the hazards relative to one another as perceived by the Example's planning team. This matrix reflects that the Town of Verona is most vulnerable to winter storms, expansive soils/ tornadoes, and floods. The vulnerability established here is a qualitative assumption based on the impacts, geographic extent, probability of future occurrence, and magnitude/severity. Prepared by Dane County Emergency Management-Summer2022 Page 9 of 30 TOWN OF VERONA TO: Town Board of Supervisors DATE: February 25. 2026 FROIVI: W. Christopher Barnes, Public Works Director SUBJECT: Sunset Drive Load Posting The Wisconsin Department of Transportation Local Small Structures Improvement Program (LSSIP) is a one-time appropriation authorized as part of the 2025-2027 Wisconsin Biennial Budget (Act 15) and part of Wisconsin State Statute 85.64 (2)(a). As part of the program, the Town recently completed an inventory and inspection of road crossing culverts This is a program which addresses culverts larger than 6'-0" in diameter and smaller than a 20f"0" bridge span. The Town has 10 of these types of structures. The inspection report of one structure on Sunset Drive recommends the lowering of the posted load limit to a 20 ton capacity. The inspection report is attached to this memo. Lowering the posted load limit for the structure does not require Town Board approval, but the Wisconsin Towns Association does recommend approving a motion to adopt the load posting as to document the decision. Load posting will be done as soon as possible, once the required signs are received. Grant funding applications for culvert replacement through the WISDOT Small Structures program will be due May 1, 2026. This program aims to repair or replace deteriorated smatl structure crossings. Projects may be funded at up to 90% state cost share. It is the intent to apply for state funding to replace this structure in upcoming budget years as part of the program. Provides adequate and reliable revenue growth for the efficient long-term planning and execution of state and local transportation programs; 2. Includes responsible and prudent use of General Purpose Revenue and bonding; 3. Adjusts any new and existing transportation user fees and other revenue mechanisms to sustain purchasing power in order to maintain and improve Wisconsin’s transportation infrastructure; and 4. Ensures transportation continues to deliver for Wisconsin by adequately funding reconstruction, preservation, and safety investments on the state and local systems. BE IT FURTHER RESOLVED that the clerk is hereby directed to transmit a copy of this resolution to the Governor’s office, all members of the Wisconsin State Senate and Assembly representing districts within Town.
