1 MINUTES TOWN OF PLOVER BOARD MEETING APRIL 18, 2024 1. CALL TO ORDER: Chairman Garbe called the meeting of the Town of Plover Town Board to order at 6:00 PM with the Pledge of Allegiance. Also present were Supervisors Bentley, Firkus, Pingel, and Rossier; Clerk/Treasurer Weller; Town of Plover residents Priscilla Garbe, Michael Schoenholz, Debra Sniadajewski, and William Sniadajewski; Chase Brockman of Scott Construction, Inc., and James Zdroik of Fahrner Asphalt Sealers, LLC. 2. CORRESPONDENCE AND COMMUNICATIONS: Chairman Garbe reported that the Town of Plover was awarded Town Road Improvement Supplemental Program funding for the reconstruction of one mile of Meehan Drive. The project, estimated at a total cost of $451,795.00, will need to be paid for in full by the Town of Plover; the Wisconsin Department of Transportation will reimburse the Town up to seventy percent of the final cost up to a limit of $316,256.50. Chairman Garbe described the next step of hiring an engineer, including options and considerations in the process, and provided an overview of the services an engineering company can offer. Board members directed Chairman Garbe to reach out to Dexter Kaetterhenry of Gremmer & Associates, Inc., to schedule an interview for the week of April 22 if possible, as he was instrumental in assisting with the preparation of the application for funding and already has some background of the project. 3. PUBLIC COMMENTS: Town resident and Plan Commission member Michael Schoenholz suggested publishing draft Plan Commission meeting minutes on the website prior to approval, and resident Debra Sniadajewski emphasized the need to upload historical minutes to the website. 4. OPENING AND LETTING OF BIDS FOR 2024 CHIP SEAL PROJECTS: Chairman Garbe opened sealed bids from Fahrner Asphalt Sealers, LLC, and Scott Construction, Inc., for 2024 chip seal projects. Board members reviewed the bids and discussed the proposals with the vendors. Bids came in lower than anticipated, freeing up some budgeted funds for other roadwork. Supervisor Bentley made the motion to accept the Scott Construction, Inc., proposal for 2024 chip seal projects according to bid specifications at a cost of $139,402.00. Supervisor Firkus seconded the motion, the question was called, and the motion carried unanimously. 5. PLAN COMMISSION REPORT REGARDING RESOLUTION TO RECOMMEND AMENDMENT OF TOWN OF PLOVER COMPREHENSIVE PLAN: Supervisor and Town of Plover Plan Commission Chairman Pingel reported on recent Plan Commission meetings. The Town of Plover Plan Commission adopted two resolutions in which members recommended amendment of the text of Chapter 8 of the Town of Plover Comprehensive Plan and amendment of the Future Land Use Map. 6. SETTING OF PUBLIC HEARING DATE FOR AMENDED TOWN OF PLOVER COMPREHENSIVE PLAN: Chairman Garbe shared a draft public hearing notice. 2 Chairman Garbe made the motion to schedule a public hearing for the proposed amendment of the Town of Plover Comprehensive Plan and Future Land Use Map for Thursday, May 23, 2024, at 6:00 PM, and to notify adjoining landowners beforehand. Supervisor Firkus seconded the motion, the question was called, and the motion carried unanimously. 7. MINUTES OF TOWN BOARD MEETINGS AND ANY OTHER MINUTES TO BE PRESENTED: Supervisor Bentley made the motion to approve the minutes of the April 10, 2024, town board meeting as presented. Supervisor Firkus seconded the motion, the question was called, and the motion carried unanimously. RECONCILED BANK STATEMENTS AND CASH SUMMARY: • RECONCILED BANK STATEMENTS OF MARCH 31, 2024: Clerk/Treasurer Weller previously distributed copies of the Portage County Bank statement and reconciliation to board members. The Portage County Bank NOW checking account reconciled at $20,431.22 on March 31, 2024. Supervisor Pingel made the motion to approve the Portage County Bank statement reconciliation as presented, Supervisor Bentley seconded, the question was called, and the motion carried unanimously. • CASH SUMMARY AS OF APRIL 18, 2024, AT 5:45 PM: COMMITTED FUNDS: $ 202,707.86 UNCOMMITTED FUNDS: GENERAL ACCOUNT $ 1,039,743.10 NOW CHECKING $ 13,834.22 TOTAL UNCOMMITTED FUNDS: $ 1,053,577.32 TOTAL CASH FOR TOWN OF PLOVER: $ 1,256,285.18 Supervisor Pingel made the motion to approve the cash summary as presented, Supervisor Bentley seconded, the question was called, and the motion carried unanimously. 9. BUDGET ADJUSTMENTS: There were no budget adjustments presented. 10. APPROVAL OF VOUCHERS FOR PAYMENT, SIGNING OF VOUCHER LIST, AND AUTHORIZATION OF TRANSFER OF FUNDS: Supervisor Pingel made the motion to approve the payment of $28,110.75 to cover Checks 27232 through 27249 and electronic funds transfer EFT031Q24. Supervisor Rossier seconded the motion, the question was called, and the motion carried unanimously. 11. FUTURE MEETING DATES AND AGENDA ITEMS: A meeting to interview Dexter Kaetterhenry and discuss the Meehan Drive reconstruction project is tentatively scheduled for April 23 or April 25. The next regular town board meeting is scheduled for Wednesday, May 2, at 6:00 PM. The agenda will include liquor licensing topics and infrared patching proposals. 3 12. ADJOURNMENT: Supervisor Rossier made the motion to adjourn the meeting at 7:49 PM, Supervisor Firkus seconded, the question was called, and the motion carried unanimously.
