DRAFT MINUTES TOWN OF PLOVER ANNUAL MEETING TOWN HALL – 5081 HOOVER AVENUE SOUTH APRIL 16, 2024 1. CALL TO ORDER: Chairman James Garbe called the annual meeting of the Town of Plover to order at 6:02 PM with the Pledge of Allegiance. Also present were Supervisors Roger Bentley, Joseph Firkus Jr., Richard Pingel, and Rex Rossier; Clerk/Treasurer Patricia Weller; residents Chelsie Adamski, Elaine Bembenek, Robert Bembenek, Jeremy Flees, Kathleen Flees, Roger Flees, Priscilla Garbe, Susan Groom, Dean Kaetterhenry, Chari Meshak, Jerome Meshak, Alyssa Newport, Tyler Plummer, Michael Schoenholz, and William Sheker; and Kevin Konopacky of Motors and Controls of Wisconsin, LLC. 2. 2023 ANNUAL MEETING MINUTES: Rex Rossier made the motion to approve the minutes of the April 18, 2023, annual meeting of the Town of Plover as provided. Priscilla Garbe seconded the motion, the question was called, and the motion carried with a voice vote. 3. SPECIAL TOWN MEETING MINUTES – 11/29/2023: Priscilla Garbe made the motion to approve the minutes of the November 29, 2023, Town of Plover special elector meeting as provided. Robert Bembenek seconded the motion, the question was called, and the motion carried with a voice vote. 4. REPORT ON FINANCIAL AUDIT: Chairman Garbe reported that the 2023 audit has been completed. Auditor David Minch of KerberRose S.C. continues to be impressed by the financial strength of the Town of Plover; he will be available to answer questions at a future town board meeting. 5. ROADWORK PLANS FOR 2024 SEASON: Chairman Garbe delivered an overview of roadwork plans for 2024. The proposed chip seal projects consist of approximately six and a half miles of road including Biron Drive East, Club Forest Drive, Johnson Avenue, Lake Drive, and Meehan Drive. There are also plans for an asphalt overlay on a section of Johnson Avenue and a gravel lift on Taft Avenue. The reconstruction of one mile of Meehan Drive is dependent on the outcome of the Town’s application for Town Road Improvement Supplemental funding. 6. ANY OTHER BUSINESS TO BE CONDUCTED UNDER STATE STATUTES: Several residents and business owners expressed concern about Canadian National Railway’s inquiry regarding the Town of Plover’s willingness to abandon the Meehan Drive railroad crossing; meeting attendees asked to be notified of any future meeting with representatives of Canadian National Railway and recommended that the Town contact legal counsel to explore options to oppose the abandonment if necessary. Chairman Garbe gave an update on the status of the Town of Plover’s 2024 revaluation. 7. SCHEDULING OF 2025 ANNUAL MEETING: Rex Rossier made the motion to schedule the next annual meeting for Tuesday, April 15, 2025, at 6:00 PM at the Town of Plover Town Hall. Roger Flees seconded the motion, the question was called, and the motion carried with a voice vote. 8. ADJOURNMENT: Roger Bentley made the motion to adjourn the annual meeting at 6:35 PM.
