PURPOSE To show a consistent and standardized process for the evaluation of whether to repair or replace grinder pumps that have failed within the Village of Lisbon’s sewer utility district. This policy is intended to provide a standard procedure for staff to identify whether a situation warrants repair or replacement while maintaining appropriate fiscal responsibility. II. STATEMENT OF POLICY The Village of Lisbon’s Public Works & Utility Committee and Village Board deem it important to provide quality service and value to all sewer utility customers. III. POLICY Determinations for whether to repair or replace a failed grinder pump will be evaluated utilizing the following process: 1. When a grinder pump fails, DPW Director will request the current vendor to evaluate the failed pump to determine whether repair is possible and a cost estimate for any potential repairs. 2. Director will also request the vendor to provide a quote for a new replacement pump. 3. Once staff is in receipt of both the repair and replacement quotes, a comparison should be made to determine the cost difference between the two. 4. When a failed grinder pump is determined to be repairable and the estimated cost of repair is 50% or less than the cost of a replacement, the failed pump shall be repaired. 5. When a failed grinder pump is determined to not be repairable, the failed pump shall be replaced. 6. When a failed grinder pump is determined to be repairable and the estimated cost of repair is 51% or more than the cost of a replacement, then a replacement pump shall be ordered. 7. The DPW Director will include the status of any repairs or replacements in his/her monthly staff reports to the Public Works & Utility Committee (PWC). 8. Deviation from this procedure requires prior written approval by the PWC Chair or Village President. Village of Lisbon Public Works and Utility Committee hereby recommends approval and adoption by the Lisbon Village Board on ______________________________, ________. Their concern is that the Fire Department does not enter individual storage units and instead conducts only an exterior inspection of the buildings, which requires significantly less time than inspections for buildings open to the public. As a result, they have requested a reduced inspection fee for these types of facilities. The proposed fee schedule reflects this request by reducing fire inspection fees for cold -storage self-storage buildings by 50%. In addition, the proposed schedule provides a 50% reduced rate for facilities that serve as polling locations. Fiscal Impacts The fiscal impact of implementing this policy is a loss of revenue of $948.23 per year. In response, staff were directed to prepare an ordinance that would permit ATV/UTV use on all Village-maintained roads in accordance with Wisconsin Statutes. The draft ordinance draws heavily from the City of Pewaukee and Village of Summit ordinances. Key provisions include: 1. Route Access – ATVs and UTVs would be allowed on all Village-maintained roads. They would not be permitted on County or State highways, although crossing those highways is allowed under Wisconsin law. 2. Required Signage – Start- and end-route signage would be required, consistent with Wis. Stat. §23.33(8)(e). 3. Temporary Closures – The Lisbon DPW would have authority to temporarily close ATV routes in emergency situations. 4. Operator Requirements – Operators must be at least 16 years old, hold a valid driver’s license, and wear protective gear as required under Wis. Stat. §347.485(1)(a). 5. Traffic Compliance – ATV/UTV operators must obey posted speed limits and all traffic control signs, just as any other motor vehicle. The Village Board may choose to adjust the ordinance to better suit local needs. One area for consideration is speed regulation. For comparison, the City of Pewaukee sets a 25 -mph limit for ATVs/UTVs, while the Village of Summit allows up to 35 mph. Higher speeds can increase tire noise on pavement and may also raise safety concerns, as ATVs can be more difficult to control at faster speeds. If the Village Board elects to move forward with adoption at a future meeting, the Village will prepare official ATV/UTV route maps and make them available on the Village website. Fiscal Impacts There will be a cost associated with installing the required signage marking the start and end of ATV/UTV routes. While the exact amount is not yet known, staff can prepare an estimate if the Board chooses to take formal action on the ordinance at a future meeting.
