MINUTES
TOWN OF PLOVER BOARD MEETING
APRIL 16, 2024
1. CALL TO ORDER:
Immediately following the annual meeting, Chairman Garbe called the meeting of the Town of
Plover Town Board to order at 6:38 PM. Also present were Supervisors Bentley, Firkus, Pingel, and
Rossier; Clerk/Treasurer Weller; Town of Plover residents Priscilla Garbe, Susan Groom, Alyssa
Newport, and Michael Schoenholz; and Dustin Preble of American Asphalt of Wisconsin.
2. CORRESPONDENCE AND COMMUNICATIONS:
Chairman Garbe commented on Wisconsin Department of Transportation Project Manager Elle
Miller’s statement that the Town of Plover declined the option to participate in the realignment of
the intersection of Hoover Avenue and State Highway 54. Board members provided feedback on
the intersection and proposed reaching out to Wisconsin legislators and other local officials to
attempt to influence the project. Supervisor Pingel provided an update on the current State
Highway 54 improvement project plans and expressed concerns about the lighting of the
intersection; he also shared proposals from Arrow Precision Asphalt Maintenance, LLC, for crack
filling and patching areas of Harding Avenue and Johnson Avenue.
3. PUBLIC COMMENTS:
Resident Alyssa Newport asked about new equipment and processes for crack filling, as she noticed
that work done last year was not holding up. Chairman Garbe noted that Superintendent of
Highways William Honaker has picked up a pallet of new crack filling material.
4. SEATING OF NEWLY ELECTED TOWN OFFICERS / OATHS OF OFFICE:
Clerk/Treasurer Weller administered the oath of office to Town of Plover Town Board Supervisors
Firkus and Pingel.
5. HIGHWAY SUPERINTENDENT REPORT AND AUTHORIZATION FOR PURCHASES:
Superintendent of Highways William Honaker was not present.
6. PURCHASE OF CATEGORY II QUICK HITCH FOR JOHN DEERE TRACTOR:
Supervisor Firkus provided quotes for quick hitches for the John Deere tractor and recommended
the aftermarket option. Board members reviewed the quotes and anticipate making a purchase
decision at the meeting in May when Superintendent of Highways William Honaker can provide
input on the decision.
7. CONSIDERATION AND DISPOSITION OF ITEMS BROUGHT FORTH AT ANNUAL TOWN MEETING:
Per feedback from residents at the annual meeting, the Town of Plover will need to research options
to oppose the abandonment of the Meehan Drive railroad crossing. Board members discussed
possible scenarios for the reconstruction of one mile of Meehan Drive pending the outcome of the
Town’s application for Town Road Improvement Supplemental funding.
8. OPENING OF BIDS AND AWARDING OF PROJECT FOR JOHNSON AVE REQUEST FOR PROPOSALS:
Chairman Garbe opened sealed bids from American Asphalt of Wisconsin and B&B Paving Co., Inc.,
for an asphalt overlay on 425 feet of Johnson Avenue. Board members reviewed the bids, and

Dustin Preble of American Asphalt of Wisconsin answered questions and provided information
about his proposal.
Supervisor Rossier made the motion to accept the American Asphalt of Wisconsin proposal for
repaving 425 feet of Johnson Avenue at a cost of $17,108.00. Supervisor Firkus seconded the
motion, the question was called, and the motion carried unanimously.
9. MINUTES OF TOWN BOARD MEETINGS AND ANY OTHER MINUTES TO BE PRESENTED:
This item will appear on the next town board meeting agenda.
10. FUTURE MEETING DATES AND AGENDA ITEMS:
The next town board meetings are scheduled for Thursday, April 18, and Thursday, May 2, at 6:00
PM. The next agenda will include letting of bids for the chip seal project, the Plan Commission
report regarding its recommendation to amend the Town of Plover Comprehensive Plan, setting a
public hearing date for amending the Town of Plover Comprehensive Plan, and approval of minutes,
financial reports, and vouchers. The proposals from Arrow Precision Asphalt Maintenance, LLC, for
crack filling and patching areas of Harding Avenue and Johnson Avenue will be considered at a
future meeting.
11. ADJOURNMENT:
Supervisor Bentley made the motion to adjourn the meeting at 7:35 PM, Supervisor Pingel
seconded, the question was called, and the motion carried unanimously.
