MINUTES
TOWN OF PLOVER BOARD MEETING
APRIL 10, 2024
1. CALL TO ORDER:
Chairman Garbe called the meeting of the Town of Plover Town Board to order at 6:01 PM with the
Pledge of Allegiance. Also present were Supervisors Bentley, Firkus, Pingel, and Rossier;
Clerk/Treasurer Weller; Superintendent of Highways William Honaker; and Town of Plover residents
Priscilla Garbe, Michael Schoenholz, Debra Sniadajewski, and William Sniadajewski.
2. CORRESPONDENCE AND COMMUNICATIONS:
Chairman Garbe mentioned an upcoming webinar regarding changes to alcohol beverage laws and
regulation and indicated that he has not received any updates pertaining to the Wisconsin
Maintenance of Effort Report concerning fire and emergency medical services contracted with the
Village of Plover. Clerk/Treasurer Weller noted receipt of a Petition for Annexation for the property
to be purchased by Portage County for the eventual site of a new jail.
3. PUBLIC COMMENTS:
There were no public comments.
4. HIGHWAY SUPERINTENDENT REPORT AND AUTHORIZATION FOR PURCHASES:
Superintendent of Highways William Honaker reported on road conditions and repairs, beds and
televisions dumped on Monroe Avenue, and equipment maintenance. Supervisor Firkus suggested
purchasing a quick hitch for the John Deere tractor and will follow up with more information.
Chairman Garbe discussed possible plans for the gravel lift on Taft Avenue; he and Supervisor Pingel
shared their communications with vendors about upcoming roadwork.
5. REQUEST TO CLOSE PORTER DRIVE FROM COUNTY ROAD R EAST TO BURBANK ROAD FOR DAIRY
PALOOZA, SATURDAY, JUNE 8 FROM 11:00 AM – 2:00 PM:
Supervisor Pingel made the motion to authorize the closure of Porter Drive from County Road R to
Burbank Road on June 8 from 11:00 AM to 2:00 PM for Dairy Palooza. Supervisor Rossier
seconded the motion, the question was called, and the motion carried unanimously.
Superintendent of Highways William Honaker will deliver signs and barricades to block the road.
6. DRAFT AUDIT REPORT FOR 2023:
Chairman Garbe previously electronically distributed the draft annual financial report for 2023 to
board members, and Clerk/Treasurer Weller distributed paper copies of the final report from
KerberRose. The audit yielded positive results about the financial condition of the Town of Plover;
the Town will be working to recover delinquent personal property taxes from local businesses.
Auditor David Minch will provide an overview of the audit and answer questions at a future
meeting.
7. STATUS OF TRID/TRIS APPLICATION FOR MEEHAN DRIVE:
A decision regarding the Town’s application for Town Road Improvement Supplemental funding for
the reconstruction of one mile of Meehan Drive is still pending. Board members discussed the next
steps to take depending on whether or not funding is awarded.

8. VISTA SANDS SOLAR UPDATE:
Chairman Garbe indicated that Attorney Shane VanderWaal, representing the Town of Plover, and
Attorney Nicholas Flanagan, representing the Town of Grant, have forwarded the revised draft joint
development agreement to Attorney Eric Callisto, representing Vista Sands Solar; no response has
been received. Chairman Garbe also provided information about proposed designated roads that
Vista Sands Solar will be allowed to use for heavy vehicles during the term of the joint development
agreement.
9. MINUTES OF TOWN BOARD MEETINGS AND ANY OTHER MINUTES TO BE PRESENTED:
Supervisor Pingel made the motion to approve the minutes of the January 18, 2024, town board
meeting as presented. Supervisor Firkus seconded the motion, the question was called, and the
motion carried unanimously.
10. RECONCILED BANK STATEMENTS AND CASH SUMMARY:
• RECONCILED BANK STATEMENTS OF FEBRUARY 29, 2024, AND MARCH 31, 2024:
Clerk/Treasurer Weller previously distributed copies of the Portage County Bank and the Local
Government Investment Pool (LGIP) statements and reconciliations to board members. The
Portage County Bank NOW checking account reconciled at $31,193.57 on February 29, 2024.
The LGIP committed and uncommitted accounts reconciled at a total of $1,222,942.99 on
February 29, 2024. The LGIP committed and uncommitted accounts reconciled at a total of
$1,224,277.88 on March 31, 2024. Supervisor Pingel made the motion to approve the Portage
County Bank and the LGIP statement reconciliations as presented, Supervisor Bentley
seconded, the question was called, and the motion carried unanimously.

COMMITTED FUNDS: $ 202,707.86
UNCOMMITTED FUNDS: GENERAL ACCOUNT $ 1,039,743.10
NOW CHECKING $ 19,315.52
TOTAL UNCOMMITTED FUNDS: $ 1,059,058.62
TOTAL CASH FOR TOWN OF PLOVER: $ 1,261,766.48
Supervisor Pingel made the motion to approve the cash summary as presented, Supervisor
Rossier seconded, the question was called, and the motion carried unanimously.
11. BUDGET ADJUSTMENTS:
There were no budget adjustments presented.
12. APPROVAL OF VOUCHERS FOR PAYMENT, SIGNING OF VOUCHER LIST, AND AUTHORIZATION OF
TRANSFER OF FUNDS:
Supervisor Pingel made the motion to approve the payment of $9,037.28 to cover Checks 27195
through 27231 and electronic funds transfers EFTSW0224, EFTETF0224, and WIRE040124.
Supervisor Bentley seconded the motion, the question was called, and the motion carried
unanimously.

13. FUTURE MEETING DATES AND AGENDA ITEMS:
The annual meeting is scheduled for April 16 at 6:00 PM, with a regular town board meeting to
follow. A meeting is also scheduled for April 18 at 6:00 PM. Agendas will include the letting of bids
pertaining to roadwork, review of a proposed planned development, and setting a public hearing
date for amending the Town of Plover Comprehensive Plan.
Town of Plover Board of Review will likely be delayed until August due to the 2024 revaluation.
14. ADJOURNMENT:
Supervisor Pingel made the motion to adjourn the meeting at 7:01 PM, Supervisor Bentley
seconded, the question was called, and the motion carried unanimously.
