Present:Carl Walser, Arlan Kay, and Steve Jernegan. Absent: Laurie Fitzgerald and Tim LeBrun. Also present: Clerk Jennifer Hanson and Town Attorney William Morgan. Laurie Fitzgerald arrived at 9:15 a.m. Action/Discussion Items 3. Opening and Reading of 2026 Road Work Bids. A decision will be voted on by the town board on Tuesday, May 12, 2026. Chair Walser directed Clerk Hanson to open and read the sealed bids received for the 2026 Sealcoating Road Project. Clerk Hanson reported that two bids had been received, from Fahrner Asphalt Sealers and Scott Construction, Inc. The bids were opened and read aloud as follows: Town of Oregon, Dane County, Wisconsin 2026 Sealcoating Road Project – Bids Received Order Contractor Tony Lane Bramble Lane Tipperary Road Glenway Road Total 1 Fahrner Asphalt Sealers $10,282.00 $5,065.55 $26,761.77 $33,499.80 $75,609.12 2 Scott Construction, Inc. $11,810.00 $5,220.00 $33,230.00 $38,550.00 $88,810.00 Chair Walser stated that the Town Board would consider and award the bid at its regular meeting scheduled for Tuesday, May 12, 2026, at 6:00 p.m. 4. Discussion and Possible Action re: letter from property owner Jesse Straubhaar; 825 County Highway MM Jesse Straubhaar, 10949 Eckel Road, Blue Mounds, Wisconsin, appeared before the Board to request a land exchange with the Town. Mr. Straubhaar recently purchased the property located at 825 County Highway MM and stated that he plans to remove the existing residence and construct a new home farther from the roadway for safety reasons. Mr. Straubhaar requested that a portion of Bicentennial Park be exchanged for land currently occupied by the park driveway. Town Attorney William Morgan explained that it appeared the Town and the previous property owner had intended to exchange two identically sized triangular parcels when Bicentennial Park was established in 1978. Attorney Morgan noted that it was unfortunate the Page 5 of 90 Town Board Regular Meeting Minutes May 11, 2026 Page 2 of 2 Town’s deed for the triangular portion occupied by the driveway had not been recorded. He further stated that, without the exchange, the property owner would remain constrained by the size of the existing building envelope. It was also noted that the Wisconsin Department of Natural Resources holds an interest in the deed for Bicentennial Park. A lengthy discussion followed. Motion: Kay moved to authorize the Town to engage a surveyor to prepare a Certified Survey Map (CSM) combining the two parcels owned by Jesse Straubhaar at 825 County Highway MM into a residential lot measuring approximately 110 feet by 274 feet and to include the transfer of the northern triangular parcel to the Town as originally intended when Bicentennial Park was created. Fitzgerald seconded the motion. Motion carried, 4-0. Mr. Straubhaar indicated that he needed additional time to consult with his representatives because the proposed arrangement would not expand the existing building envelope. He was instructed to contact the Town Clerk if he wished to proceed with preparation of the CSM. Communications 5. Board Communication There were no board communications. Adjournment 6. Discussion and Possible Action re: 2025 Road Bid Approval Kay reported that the bids received for the 2026 Town Sealcoating Contract were lower than anticipated, creating additional capacity within the budget for future road work. LeBrun moved to award the 2026 Town Sealcoating Contract to Fahrner Asphalt Sealers, the lowest responsible bidder, in the amount of $75,609.12, in accordance with Wisconsin Statute § 60.47, and to authorize the Town Board Chair and Town Clerk to execute the final contract documents. Jernegan seconded the motion. Motion carried, 5–0. 7. Discussion and possible Amended Approval of Conditions re: Discussion and Possible Action: Land Page 9 of 90 Town Board Regular Meeting Minutes May 12, 2026 Page 2 of 8 Rezone Petition #DCPREZ-2026-12256 Parcel #0509-054-9315-0; 5900 County Highway D, Oregon, WI 53575. This request is to rezone 4.88 acres of LC to GC to enable building reconstruction for existing use. Applicant/Owner is Amble Land, LLC 5900 County Highway D., Oregon, WI 53575. (Dane County Zoning Recommendation for Amendment to Conditions from 4/21/26 Approval) Kay explained that Agenda Items 7 is related to the zoning category of limited commercial "LC" no longer fitting the property use because they are replacing a building and need to be rezoned to the general commercial "GC" zoning category. The town board voted on this petition last month, but the county requested updated restrictions based on the petitioners' need for a conditional use permit "CUP" due to outdoor storage and caretaker's residence. The county has amended the restrictions to use positive language instead of negative language. The town board is being asked to approve the updated restrictions and the plan commission will review at their meeting next week. This will allow the petitioners to stay on track with their application at the county. This request is to update the CUP for outdoor storage and caretaker's residence for existing use. This Petition is associated with rezone petition #12256 for GC zoning. Applicant/Owner is Amble Land, LLC. Kay explained that the petition for a Conditional Use Permit (CUP) is for outdoor storage and a caretaker's residence. The Board discussed the storage of vehicles and equipment on the property. Kay moved to approve the Conditional Use Permit (CUP) for Amble Land, LLC, located at 5900 County Highway D, Oregon, WI, 53575/Parcel Number 0509-054-9315-0, to allow for outdoor storage and caretaker's residence, subject to the conditions listed in the Dane County staff report and the town recommended conditions below. LeBrun moved to approve the crack filling contract with Crack Filling Service, Corp. for municipal road maintenance in an amount not to exceed $15,000, with funding to be drawn from the public Page 11 of 90 Town Board Regular Meeting Minutes May 12, 2026 Page 4 of 8 works budget. Kay seconded the motion. Motion carried, 5-0. 10. Discussion and Possible Action re: Dane County Agreement providing road markings The Board discussed positive feedback received from residents regarding the recent pavement markings (road striping). Concern was expressed about paint fading at the intersection of Fish Hatchery Road and Lincoln Road. Kay moved to approve the intergovernmental agreement with Dane County for the Town's 2026 pavement marking services in an amount not to exceed $11,500, and to authorize the Town Board Chair and Town Clerk to execute the final contract. Jernegan seconded the motion. Motion carried, 5-0. 11. Discussion and Possible Action re: hiring consultant for town hall furnaces and air conditioning replacement (1994); three phase electrical Clerk Hanson reported that the ceiling leak was caused by two 1994 furnaces located in the ceiling. Three quotes for replacement were included in the packet from R.A. Heating & Air Conditioning, Inc., J&J Mechanical, and Brothers HVAC. The recommended replacement unit would be located outside the building and would require three- phase electrical service, which the Town does not currently have. Staff met with an electrician and were informed that the electrical upgrade would cost over $10,000 and would require Alliant Energy approval for availability. Due to the potential cost of the project, it may require engineering and competitive bidding. Chair Walser recommended that the Building Committee meet to discuss the matter. 12. Discussion and Possible Action re: employee handbook; amend job titles to town administrator/clerk and treasurer/land use coordinator 60.37(3); job descriptions Clerk Hanson reported that work is ongoing to update the employee handbook and job descriptions. Reports 13. Oregon Area Fire & EMS District LeBrun provided an update on discussions between the Village of Oregon and the City of Fitchburg regarding the potential consolidation of their Fire and EMS departments to form a shared regional district. The municipalities have jointly contracted with McMahon Associates to complete a formal feasibility study and implementation plan. The initial discussions have expanded to include additional municipalities, including McFarland, Brooklyn, and Stoughton, while Verona has opted out at this time. The cost of the study is being funded by the Village of Oregon. It was noted that overall operational savings from consolidation are not anticipated; however, potential savings may be realized in capital equipment. Page 12 of 90 Town Board Regular Meeting Minutes May 12, 2026 Page 5 of 8 The Commission also discussed the potential purchase of a used pumper truck, identified as a two- year-old unit that has never been used, and reviewed possible funding options for the purchase. Additionally, the Village Board has opened discussion regarding redevelopment of the old Village Hall, which may allow for evaluation of expanding the current fire station at that site. 14. Brooklyn Fire & EMS District Jernegan reported that the next Brooklyn Fire & EMS District Board meeting is scheduled for May 20, 2026. He had no additional updates, as the District Board had not met since the last Town Board meeting. 15. Belleville Fire & EMS District Walser reported that he was unable to connect with Belleville Fire & EMS District representative Mike Grochowski in time to obtain an update. He indicated that he did not believe the District had met since the last Town Board meeting. 16. Road & Traffic Safety Committee Kay reported that the Road & Traffic Safety Committee will meet later this week to consider the potential for additional minor roadwork projects in 2026. The Board reviewed the proposed Ironman bike route through the Town and suggested evaluating the condition of Judd Road. The Board also requested that advance notice signs be posted to inform residents prior to the event. 17. Town of Oregon Refuse Center (TORC) Fitzgerald reported that the new traffic pattern is working well. The checkpoint requires users to check in, allowing the attendant to review incoming loads and identify any hazardous materials before disposal. Fitzgerald also reported that the office container is functioning well. Demand at the site continues to be strongest for brush disposal, although there is also significant use for the disposal of large items. 18. Monthly Building Inspections There were 17 building permits issued in April 2026. 19. Public Works Clerk Hanson asked Abel for an update, and he reported that Public Works will be purchasing new tires. 20. Business Office Clerk Hanson shared an email from Elise Cruz, Director of Community Development for the Village of Oregon, regarding the proposed annexation of property located north of Netherwood Road. The Page 13 of 90 Town Board Regular Meeting Minutes May 12, 2026 Page 6 of 8 property, owned by Ronald and Julie Jenkins, is the site of a proposed residential development by Veridian. The Town will contact the Village to obtain the date of the public hearing and will notify Town residents once that information is available. The Board expressed concern regarding the location of the proposed lots along Netherwood Road. Due to the isolated segment of Netherwood Road that would remain within the Town, a road maintenance agreement between the Town and Village will be necessary. Clerk Hanson also shared information from the May 5, 2026, Spring Meeting with Dane County Treasurer and Planning & Development staff. Discussion included proposed language for local governments to include in road construction bids to help preserve and protect survey monuments. Dane County has completed remonumentation work within the Town, which may result in adjustments to lot size information in Access Dane and could affect assessed property values. Updates to the DCI map are also anticipated. Clerk Hanson reported that the Oregon Senior Center agreement with the Village of Oregon is currently in the third year of a five-year contract. Village of Oregon Administrator Martin Shanks indicated that the agreement will be reviewed in 2027 and that no major changes are anticipated. 21. Assessor Report Clerk Hanson reported that the Board of Review will need to convene that evening in order to adjourn. Communications 22. Board Communication Kay reported that he spoke with Jesse Straubhaar regarding the property located at 825 County Highway MM. Kay and LeBrun will meet with Mr. Straubhaar on-site to discuss the property. 23. Future Agenda Items LeBrun noted that the August meeting will include the consultant for the fire and EMS consolidation discussion. 24. Board Committee Assignments Walser presented a draft of the Board committee and commission assignments, including subcommittee appointments. He indicated that a revised version would be available at the next meeting. Kay reported that the terms of two Plan Commission members expire in June. The chair has the authority to make the appointments for those positions. 25. Review of Town Parking Ordinance Page 14 of 90 Town Board Regular Meeting Minutes May 12, 2026 Page 7 of 8 Walser indicated that he would discuss potential amendments to the Town parking ordinance, including parking regulations at Town Hall. 26. Stat. § 19.85(1)(g) for the purpose of conferring with legal counsel who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved, specifically regarding Bicentennial Park and adjacent property. Jernegan moved to authorize Attorney Morgan to send a cease and desist letter regarding clearing activities at Bicentennial Park by certified mail and email. LeBrun seconded the motion. Motion carried, 5-0. 6. Discussion and Possible Action Re: Purchase Oregon Area Fire EMS District (OAFED) pumper truck LeBrun presented information from the Oregon Area Fire-EMS District (OAFED) Commission regarding the proposed purchase of a used fire engine. The information included a memorandum from Village of Oregon Administrator Martin Shanks, dated May 4, 2026, concerning the fire engine down payment. Because the purchase exceeds $25,000 and was not included in the standard annual budget process, Page 17 of 90 Town Board Regular Meeting Minutes May 18, 2026 Page 2 of 2 approval from each participating municipality is required. A suitable used fire engine has been identified, and approval of this expenditure would provide the Commission with the flexibility to act quickly when an appropriate vehicle becomes available. The Commission proposes using the District's fund balance to secure the vehicle, with the remaining cost to be funded through the standard 2027 budget process. Due to the joint district property tax levy limit exception, approval is contingent upon the purchase requiring no more than $233,700 in cumulative 2027 capital contributions from the participating municipalities. LeBrun moved to approve the use of the Oregon Area Fire-EMS District's fund balance for the purchase of a replacement fire engine. Approval was contingent upon the District Commission verifying that the total cost of the replacement fire engine would require cumulative 2027 municipal capital contributions of no more than $233,700. Jernergan seconded the motion. Motion carried, 5– 0. 7. Discussion and Possible Action re: Review Renewal of Rural Mutal Insurance Company Businessowners Policy (7/12/2026) Clerk Hanson presented the Town's Businessowners Policy Declarations from Rural Mutual. The policy is scheduled for renewal on July 12, 2026. The Board reviewed the policy declarations and discussed the coverage. The Board agreed to review the policy and premium costs annually. Thank you, Bridgit From: Tyler P <tprevis@gmail.com> Sent: Sunday, April 19, 2026 2:01 PM To: Van Belleghem, Bridgit <VanBelleghem.Bridgit@danecounty.gov> Cc: Amberose Previs <amberosenoel@gmail.com> Subject: Request to Retain RR-2 Zoning – Parcel 050906260550 (6225 Trail Ridge Ct) Dear Ms. Van Belleghem, Thank you for your letter dated March 31, 2026, regarding the proposed rezone of our property at 6225 Trail Ridge Ct, Oregon, WI 53575 (parcel 050906260550) from RR-2 to SFR-2. After reviewing the Dane County Zoning Ordinance Dear Ms. Van Belleghem, Thank you for your letter dated March 31, 2026, regarding the proposed rezone of our property at 6225 Trail Ridge Ct, Oregon, WI 53575 (parcel 050906260550) from RR-2 to SFR-2. After reviewing the Dane County Zoning Ordinance (Chapter 10), my wife and I have identified several ways the RR-2 classification better serves our intended use of the property, and we would like to request that our parcel be excluded from the batch rezone. The RR-2 zoning was a contributing factor in our decision to purchase this home. The permissions and flexibility that come with rural residential zoning on a 2.9-acre wooded lot were part of what made this property attractive to us. Specifically: - The SFR-2 district imposes an accessory building footprint cap (100% of the principal building footprint) that would restrict our ability to build planned accessory structures including a detached garage with bonus space, a greenhouse, and a sauna building. Under RR-2, these projects fit within the single 10% lot coverage cap without a separate building cap. - RR-2 provides a limited family business conditional use pathway that we may utilize for a home- based engineering consulting business; this pathway is not available under SFR-2. - We value the small-scale farming permission under RR-2 for potential future use on our lot upon retirement to cultivate flowers. We understand the Department is correcting zoning map errors to align with surrounding land use, Page 34 of 90 and we appreciate that effort. However, given our lot size and the plans we had in mind when we purchased, the RR-2 classification is a better fit for our property. Could you let us know the appropriate process to request that our parcel remain RR-2? We are also happy to attend the May 19 Town of Oregon Planning Commission meeting or the June 23 County hearing to present our case in person. Thank you for your time. Please don't hesitate to reach out with any questions. Best regards, Tyler & Amberose Previs 6225 Trail Ridge Ct Oregon, WI 53575 Page 35 of 90 Rezoning Concern Summary: RR-2 to SFR-2 Parcel 050906260550 • 6225 Trail Ridge Ct, Oregon, WI 53575 • 2.9 Acres • Tyler & Amberose Previs Concern 1: Accessory Building Footprint Cap Restricts Planned Projects RR-2 has a single lot coverage cap of 10% for all buildings and structures combined, with no separate limit on accessory buildings. SFR-2 raises overall lot coverage to 35% but introduces a new accessory building footprint cap: total accessory building area cannot exceed 100% of the principal building footprint (~1,800 sqft). This new cap is more restrictive for our planned projects: Planned Accessory Building Sqft Cumulative RR-2 (no bldg cap) SFR-2 (~1,800 sqft cap) Detached garage w/ bonus room 1,768 1,768 Permitted At cap limit (~98%) Greenhouse 200 1,968 Permitted Exceeds cap by ~168 sqft Dry sauna building 200 2,168 Permitted Exceeds cap by ~368 sqft Under RR-2, all three accessory buildings total 2,168 sqft and fit within the 10% overall lot coverage cap (~12,632 sqft) alongside existing structures. Under SFR-2, the garage alone nearly exhausts the accessory building cap, making the greenhouse and sauna impossible to build without a variance. Concern 2: Loss of Limited Family Business Conditional Use RR-2 allows a limited family business as a conditional use (s.10.103(13)), permitting a small business to operate from a dedicated accessory building with up to one non-family employee, plumbing fixtures, and commercial equipment. SFR-2 does not offer this pathway. The only alternative under SFR-2 is a home occupation (s.10.004(72)), which is restricted to: Restriction Limited Family Business (RR-2) Home Occupation (SFR-2 only option) Location Accessory building permitted Inside the dwelling only Floor area Per conditional use permit Max 25% of one story Equipment Per conditional use permit Household/domestic equipment only Employees 1 non-family 1 non-family Exterior evidence Per conditional use permit None permitted (1 small sign only) Plumbing in workspace Permitted Prohibited (inside dwelling) We are considering establishing a process engineering consulting business and may need dedicated workspace in an outbuilding with appropriate equipment. Under SFR-2, this would not be possible. Concern 3: Loss of Small-Scale Farming Permission RR-2 permits small-scale farming by right (s.10.004(140)): "any agricultural use operated for recreational, hobby or supplementary income purposes" including growing and selling crops (e.g. cut flowers, produce) and keeping livestock at up to 1 animal unit per acre. SFR-2 does not permit agricultural use unless it was established before December 31, 2015, and any livestock use becomes nonconforming. On a 2.9-acre wooded lot, the ability to pursue hobby agriculture is a meaningful part of the rural residential character that attracted us to this property. Request: We respectfully ask that parcel 050906260550 be excluded from the batch rezone and remain classified as RR-2. The RR-2 zoning was a contributing factor in our decision to purchase this home in 2022, and the proposed SFR-2 classification would materially limit our planned and potential use of the property. We are available to discuss this further and plan to attend the public hearings. As a result, we often drive too fast and don't always practice safe driving. Stay within speed limits as most of our complaints are about drivers hurrying to get somewhere and driving well above the speed limit. Here are some tips to remember that could make our roads safer: 1. Share the road with other drivers and especially those on bicycles and people walking. 2. Be sure your seat belt is fastened. 3. Watch for cars turning and pulling out of their driveways. 4. Be sure children are protected and in the correct seat. 5. Pay attention to the road and avoid distractions. 6. If you notice safety issues that should be addressed, contact the Town of Oregon Clerk's office. 7. For immediate assistance or to report violations contact the Dane County Sheriff. Hanson, Clerk Stephanie Goth, Treasurer May 31, 2026 Re: Letter of Support for Oregon Area Fire- EMS District SAFER Grant Application T o Whom It May Concern, I am pleased to provide this letter of support for the Oregon Area Fire-EMS District’s application for funding through the Staffing for Adequate Fire and Emergency Response (SAFER) Grant Program. The Oregon Area Fire-EMS District provides essential fire protection, emergency medical response, rescue, and related emergency services to the T own of Oregon and surrounding municipal partners. These services are critical to the safety, health, and well-being of our residents, businesses, schools, visitors, and the broader community. The District is seeking SAFER Grant funding to support two full-time medic/firefighter positions. The T own supports this request because additional full-time staffing would strengthen the District’s ability to provide reliable emergency response coverage, improve operational readiness, and help ensure that trained personnel are available to respond to fire, EMS, and rescue calls when our residents need them most. The Oregon area continues to experience increasing service demands, expanding development, and rising expectations for timely and effective emergency response. The addition of full-time medic/firefighter positions would help the District better meet these needs while supporting the safety of both the public and emergency responders. The T own values its partnership with the Oregon Area Fire-EMS District and recognizes the important role the District plays in protecting our community. We believe this grant request is a responsible and meaningful investment in public safety and regional emergency service capacity. For these reasons, the T own of Oregon strongly supports the Oregon Area Fire-EMS District’s SAFER Grant application and respectfully encourages favorable consideration of its request. Sincerely, Jennifer Hanson, Clerk T own of Oregon, Wisconsin Page 51 of 90 Page 52 of 90 Page 53 of 90 Page 54 of 90 Page 55 of 90 To: Town of Oregon Board of Supervisors From: Sheldon Tachon, TORC Manager, Town of Oregon Subject: TORC Operations Date: June 6, 2026 TORC USE Date Hours Vehicles Brush and recycling Trash (paid) TORC Card Punches Total Revenue 5-16-2026 8:30-1:00 94 87 7 12 70.00 5-23- 2026 8:30-1:00 100 91 9 6 170.00 5-30- 2026 8:30-1:00 196 89 17 19 310.00 6-6-2026 8:30-1:00 64 51 13 6 190.00 NOTES Waterway Improvement Project After many years (going back to a least 2012 when Sheldon started working at TORC) of water pooling on the blacktop and icing over during the winter, in mid-May Sheldon reopen the waterway. The waterway is located on the north end of the blacktop, behind the used oil tank. To allow water to drain away from the blacktop, Sheldon widened the waterway to connect it with the drainage ditch by the large equipment shed. Final grading and spreading grass seed has been completed.
