Town of Perry Minutes of Land Use Committee Meeting Wednesday, October 8, 2025 Perry Town Hall, 10084 County Highway A 1. Call to Order. Committee Chairman Dean Vogel called the meeting to order at 7:01 PM . Committee member s Jeff Anderson, Kevin Hefty and Deputy Clerk Stephanie Zwettler we re present. Also in attendance: Ron Josephson. Steve Davies attended via teleconference. 2. Minutes of Previous Meeting – September 3, 2025. Kevin Hefty moved and Jeff Anderson seconded a motion to approve the minutes of the Land Use Committee meeting held on September 3, 2025, as presented. Motion carried. 3. Martin Witt, 9647 Overland Rd – review and consider deed restrictions. Deputy Clerk Stephanie Zwettler received correspondence from Martin Witt requesting a postponement until next month due to a medical issue. Kevin Hefty moved and Jeff Anderson seconded the motion to postpone discussion until the next meeting. Motion carried. 4. Steve Davies, 9800 County Rd A – boundary changes for existing and adjacent residential lots, and zoning change to incorporate 0.31 -acre strip. Committee members reviewed site visit observations. Applicant Steve Davies reported recent conversations with Dane County Zoning staff regarding their concerns about the survey proposal. He also outlined the procedures of a quiet title action to claim a parcel of unknown ownership and indicated that the costs involved would be prohibitive. Davies provided altern ative maps to the Committee illustrating other possible options to meet the county's 66 -foot road frontage requirement. The Committee reviewed each option. The applicant decided to seek further clarification from Dane County and submit a revised survey. Jeff Anderson moved and Kevin Hefty seconded the motion to postpone action until the next meeting. Motion carried. 5. Ron Josephson, 9835 County Rd A – informal discussion. Chairman Dean Vogel recognized Ron Josephson for an inquiry about setbacks on a town road for an accessory building approved by the Land Use Committee in 2021. Deputy Clerk Stephanie Zwettler will confirm the measurement of the Josephson Road to determine if the proposed site is located along the official road. 6. Dane Co. zoning updates – proposed zoning changes for selected parcels. The Committee reviewed the parcels included in the rezone application prepared by Dane County Zoning. Deputy Clerk Stephanie Zwettler noted that some parcel changes are anticipated in the next couple of weeks . The updated list will be provided at the November meeting. 7. Town Comprehensive Plan – review and discuss updates. The Committee reviewed a timeline provided by Dane Co. Senior Planner Bridgit Van Belleghem, which outlined steps for reviewing current policy, identifying policy gaps, and holding two town hall meetings to collect public input. The Committee will continue to assess possible plan revisions at the following meeting. 8. Pending applications – review and discussion. Deputy Clerk Stephanie Zwettler reported a recent discussion for a zoning change. No applications have been submitted at this time. 9. Schedule meetings. Site views will be held on November 1, and the meeting and public hearings will be held on November 5, 2025, at 7:00 PM, for applications submitted by October 15, 2025. 10. Adjourn. Kevin Hefty moved and Jeff Anderson seconded a motion to adjourn. Motion carried. The meeting adjourned at 8:42 PM.
