Town of Perry Minutes of Land Use Committee Meeting Wednesday, September 3, 2025 Perry Town Hall, 10084 County Highway A 1. Call to Order. Committee Chairman Dean Vogel called the meeting to order at 7:02 PM . Committee member s Jeff Anderson, Kevin Hefty , Bird Cupps, and Deputy Clerk Stephanie Zwettler we re present. Also in attendance: James Gibson and Bridgit Van Belleghem. 2. Minutes of Previous Meeting – August 6, 2025. Jeff Anderson moved and Kevin Hefty seconded a motion to approve the minutes of the Land Use Committee meeting held on August 6, 2025, as presented. Motion carried. 3. Martin Witt, 9647 Overland Rd – review and consider deed restrictions. Deputy Clerk Stephanie Zwettler received correspondence from Martin Witt requesting a postponement until October due to incomplete materials at this time. 4. James Gibson, 123 Drammen Valley Rd – zoning and boundary changes for 3 - acre residential lot. The Committee reviewed the observations and discussions from the site view. Chairman Vogel noted that the application and maps were clear and well -prepared. The applicant seeks approval to reduce the size of current Lot 2 (on CSM 14985, zoned RR-2) from 3.1 acres to 2.05 acres, and to rezone the remainder back to agricultural zoning. Committee member Bird Cupps discussed the northern boundary line of the residential lot (Lot 1 on application), noting that it does not extend fully up to Moen Road; the applicant indicated a preference for the lot boundary as proposed. The Committee had no other concerns with the application. Jeff Anderson moved and Kevin Hefty seconded the motion to recommend approval of Lot 1, with 2.05 acres zoned as RR-2, and Lot 2, with a zoning change of 1.79 acres to FP-1, as presented by James Gibson. Motion carried. 5. Dane Co. zoning updates – proposed zoning changes for selected parcels. The Committee submitted and reviewed the proposed zoning recommendations for the identified parcels to Dane Co. Senior Planner Bridgit Van Belleghem. Additional questions and clarifications were discussed. The finalized list will be presented at the next meeting. 6. Town Comprehensive Plan – review and discuss updates. Bridgit Van Belleghem reviewed the proposed draft template of the Town Comprehensive Plan. The committee members discussed basic format and structure, as well as a strategy for facilitating public participation in the amendment process of the Plan. Communication methods proposed include email notifications, newspaper announcements, and posting notices at the Recycling Center. The Committee will continue to evaluate the process and revisions at the next meeting. 7. Pending applications – review and discussion. Deputy Clerk Stephanie Zwettler reported that there are no pending applications at this time. 8. Schedule meetings. Site views will be held on October 4, 2025, and the meeting and public hearings will be held on October 8, 2025, at 7:00 PM, for applications submitted by September 15, 2025. 9. Adjourn. Jeff Anderson moved and Bird Cupps seconded a motion to adjourn. Motion carried. The meeting adjourned at 8:35 PM.
