It was noted that August 23 is a Sunday, not a Saturday. Jeff Winge presented their proposed event. There was a lengthy discussion regarding the certificate of liability insurance. When the insurance companies were contacted by the organizers of this event, they were told they did not need a certificate of liability insurance for this type of event, nothing to insure for this type of event. More discussion followed regarding the certificate of liability insurance. Jeff had a map of the proposed route; however, the ride does not require them to follow certain roads to get from one establishment to another. It is basically a few people together going for a ride. It was determined that due to their organization not being a 501C3 status, they do not need to have a certificate of liability insurance. Jeff asked to withdraw his event application at this time. Chair Green stated until you have an organization don’t come to the Board for event approval. Motion by Supervisor Miller, second by Sup. Schuck, to approve a block time from Mad City Techs in the amount of $2700 for 20 hours. Motion carried 4-0. Discussion and possible action regarding review of Chapter 148 regarding Noise. Chair Green stated he wanted to add this item to the agenda due to a complaint he received regarding tree trimming noise which started at 6:00 a.m., does the Board want to amend the ordinance to add a noise restriction allowed at or after 7:00 a.m. for subdivisions? It was noted this particular instance was during a spell of very hot weather, that is why they started early, prior to it being so hot. There were questions asked of the Board if this would only be for subdivisions and / or areas where there are for example, four homes in a row? Supervisor Miller stated she doesn’t feel this should be added to the ordinance at this time due to one complaint, and the circumstances of the weather being so extremely hot, that is why they started so early in the morning. No action taken. Discussion and possible action regarding the Stoughton Senior Center agreement. Chair Green requested the three previous year’s numbers from the Senior Center. He reported out on his findings of how many Pleasant Springs residents visited the senior center. He reported out according to his calculations of the numbers provided, only 2% of the town’s residents are utilizing the senior center. He broke down the statistics according to the numbers provided and what the costs were for the statistics. Further discussion followed. He stated the bottom line is what can the town afford? A discussion took place on McFarland’s numbers and services provided. Supervisor Schuck proposed the town pay equal amounts to Stoughton Senior Center and to McFarland Outreach. The consensus was to get McFarland’s information specifics on their numbers, and add to the next town board agenda. Discussion of Public Works projects and duties. Chair Green reported out the AED box is mounted and ready to go. East side ditch mowing has been done and started ditch mowing the west side. This is the second round of mowing.
