Members present were Leland Schwebs, Melissa Kneeland, Joshua Kohnke, and Tim Dotseth, and Carl Rudenborg. John Sobota and Sylvia Gengenbach were absent. Also, present were Eric Atkinson, David Schofield, Dave Kowieski, Christopher Johnson, Ron Nelson, John Goetz, and Robert Jensen. Selection of New Chairperson: Schofield noted that former Chairperson Ryland Erdman was not reappointed to the Historic Preservation Committee and at the last meeting the commission appointed a Chairperson Pro Tempore for one meeting. Schofield asked if any members were interested in being the chairperson. Kohnke expressed interest. Motion to appoint Kohnke as the Chairperson of the Historic Preservation Commission made by Rudenborg; Dotseth 2nd; motion carried unanimously on a voice vote. Kneeland was absent. Kneeland joined at 5:04pm Approval of Minutes: Motion to approve the minutes of the May 11, 2026 meeting by Dotseth; Rudenborg 2nd; motion carried unanimously on a voice vote. Public Comments: none. Old Business: none. New Business: a) Certificate of Appropriateness application from John Goetz for Façade Renovation, Window Replacement, Repainting, and Brick/Mortar Repair at LumberJax, Inc d/b/a LumberJax BakeHouse and Café (230 Main Street East) The project was summarized as presented in the packet by City Staff, it encompasses a repair and refurbish of the party wall on the East side of the building adjoining 244 Main St E, Brickwork repair, repainting and residing, replacement of north storefront windows, addition of air lock door, repainting of north brick wall. Signage is not included in this application. City Staff recommended one modification: the parapet wall cap is proposed to slope outwards; it should instead slope inwards to accommodate potential redevelopment at 224 Main St E. Jensen commented that they have no issue with changing the parapet slope. Jensen added additional details from the initial presentation, he noted that the East wall will be raised 3 inches along with the refurbish and shoring up to meet fire code, he is working with a company to source correct bricks for the repair and replacement of the chimney stack/brick columns. Jensen noted the changes to the front façade will include a flattening of the currently inward sloping doorway on the north wall, removal of the platforms behind the storefront windows, replacement of all windows including the reeded glass which will be replaced with modern flat windows -- retaining the general idea of the current window layout but with better alignment with pillars along storefront, as well as replacing the store front doors to an air lock doorway. Jensen also noted the condition of the wooden knee-wall backed with sheet metal, which will need full replacement due to rot, currently planned with LP Smart Siding particle board and a toe kick board. Discussion was had over the material components of the renovation. With the commission suggesting something more sturdy for the knee-wall than particle board, due to it being a North facing wall and at street level which will incur more wear from salt and water. Schofield noted that the knee-wall modification could be excluded from an approval in order to allow for the other modifications to proceed. The knee-wall modification would then need to be resubmitted. Motion to approve the Certificate of Appropriateness application from John Goetz for Façade Renovation, Window Replacement, Repainting, and Brick/Mortar Repair at LumberJax, Inc d/b/a LumberJax BakeHouse and Café (230 Main Street East), as presented: contingent upon: sloping the parapet tops inward and excluding the knee-wall facing materials; made by Kneeland; Dotseth 2nd; motion carried unanimously on a voice vote. The next regular Historic Preservation Commission meeting will be held on Monday July 13th, 2026 at 5:00pm at City Hall, Room 58.
